Sheet1 N00019-15-R-0011 C-40A Contractor Logistics Support (CLS) Final RFP Questions and Answers
| Question Number | RFP Document | Section/Para | Issue | Question | Answer |
| 1 | General | Attach 1, Appendix B (HVA); PWS 6.0, and 7.0 | What, if any, new aircraft acquisition warranty exists for aircrafts 13 - 15 as an existing warranty will affect pricing under CLINs 0X02 - 0X06, 0X08 - 0X09 | 1. Is there an aircraft acquisition warranty for aircrafts 13-15? |
| 2. If so, what items or events are covered by warranty? | As stated previously, the Navy does not currently have access to warranty information. | ||||
| 2 | PWS; Navy Responses to Industry Questions Released 06/01/15 | PWS Section 8.0; Navy Response # 81 | PWS Section 8.0 Auxiliary Power Unit Heavy Maintenance (CLIN 0X10) states the Contractor shall perform heavy maintenance on the APU in accordance with the OEM build specification and shall utilize the PMIC for removal schedule. |
Navy Responses to Industry Questions Released 6/1/15, question # 81, states the Government does not intend to limit CLIN 0X10 to teardown, inspection and reassembly only, and that the PMIC will be updated to require the APU Overhaul/AHM at 11,000 APU hours – plus or minus 10%. 1. Please identify the specific maintenance activities which constitute " heavy maintenance on the APU in accordance with the OEM build specification" in accordance with the PMIC.
2. Will defects resulting from inspections become part of CLIN 0X10 (FFP) or be dispositioned as HVA O&As under CLINs 0X17 - 0X19? 1. The C-40A APU (Model Number 131-9) OEM is Honeywell Aerospace. The Navy utilizes the term APU Heavy Maintenance or AHM to coincide with Honeywell’s Inspection/Repair manual (ref 131-9 Series 49-26-85, Page 3 intro) “Engine Level Work scope Definitions.” This is followed so that, regardless of the vendor, the level of repair is consistent.
It is the Navy’s intention to complete an overhaul level of repair following the OEM's manual. The Navy believes completing an AHM every 11,000 APU hours is essentially overhauling the APU. The updated PMIC is not yet available. The Contractor shall expect an updated PMIC at Contract award, which will reflect the 11,000 +/- 10 Percent requirement. Exceptions are other Life Limited Components (LLCs) described in the PMIC under APU.
Section 9 of User Logistics Support Summary provides additional explanation.
2. Yes defects will be part of the FFP under CLIN 0X10.
3 PWS PWS Section 9.0 Implementation of SB 72-0581 and SB 72-0665. Is it assumed that the incorporation of any pending SB requirements will be made in conjunction with engine overhaul activities vs. a one off SB activity. Please confirm. Completing SB 72-0515 only inspects for a condition. SBs 72-0581 and 72-0665 both provide terminating action.
It is expected that these SBs will be accomplished outside of engine overhaul activities as we are only half way to the cycle removal requirement (there are no scheduled engine overhauls for the next 5 year period). It is at the Offeror's discretion to perform the SB efforts via a CFT, DIM, or during Aircraft Depot Induction.
4 Section L Section L, Part A, 3.0; Section L, Part B There is no description of the documentation Volume 6 (Model Contract Documents) should contain in Section L Part B. Exactly what documentation should be included in Volume 6? Should industry still provide a separate Volume 5 (Exceptions, Deviations and Waivers) or should this data be provided in the 'Model Contract Documentation' Volume? Industry shall provide a separate Volume 5, Exceptions, Deviations and Waivers, only if applicable. If there are no exceptions, deviations, or waivers, the Offeror shall provide a one page Volume 5 in Volume 6, Model Contract Documents, stating such. The Part B Specific Instructions for Volume 6, Model Contract Documents, was inadvertently omitted. Section L will be updated accordingly via an RFP amendment.
