N00019-15-R-0011 C-40A Contractor Logistics Support (CLS) Final RFP Questions and Answers
| Question Number | RFP Document | Section/Para | Issue | Question | Answer |
| 1 | Solicitation | Section L, Part A General Instructions, 1.0 General; Section L, Part A General Instructions, 3.0 Proposal Content and Volumes | Section L, Part A (General Instructions), 1.0 General says, “With the exception of the Price volume, Model Contract Documents Volume, and Annex #1—Small Business Subcontracting Plan, no cost or pricing information should appear in any volume.” |
Section L, Part A (General Instructions), 3.0 Proposal Content and Volumes says, “No price/cost information, (e.g., dollar values and/or hourly rates) shall be included in any volume other than the Price Proposal (Volume 4) or Model Contract Documents (Volume 6).”
Please clarify if Annex 1 is to contain price information (e.g., dollar values) or if we are not to submit an Annex 1 and the SB Plan is to be included as part of the Model Contract Document. “With the exception of the Price volume, Model Contract Documents Volume, and Annex #1—Small Business Subcontracting Plan, no cost or pricing information should appear in any volume” is an accurate statement. Annex #1—Small Business Subcontracting Plan was inadvertently left out of Section L, Part A (General Instructions), 3.0 Proposal Content and Volumes referenced sentence.
The Small Business plan shall be submitted via Annex #1.
This change will be reflected via an RFP Amendment.
2 Solicitation Section L, Part B, 5.0 Exceptions, Deviations, and Waivers; Section L,Part B, 6.0 Model Contract Documents In Answers to Questions dated 11/21/2014, we were given instructions to include assumptions in the volume with Exceptions, Deviations, and Waivers. If the offerer has no exceptions, deviations, or waivers, should assumptions be submitted as part of the Model Contract Document volume? If the Offeror has no exceptions, deviations, or waivers, the Government will accept assumptions included as part of the Model Contract Document volume.
This change will be reflected via an RFP Amendment.
