About this file

This is a Mandatory Pre-Bid Conference Attendance List and Questions/Answers document issued by the City of Ashland Parks and Recreation Department for ITB S-KA0010-00015127, East Main Community Park Development - Phase I. The project encompasses comprehensive park development at 2228 E Main Street, including a dog park, bike pump track, playground, community garden, shade structures, restrooms, parking areas, paved paths, landscaping, irrigation, and lighting. The mandatory pre-bid conference was held on Thursday, October 23, 2025, at 1:00 PM at the Otte-Peterson Room, The Grove, 1195 E. Main Street, Ashland, Oregon. Sealed bids are due by 2:00 PM PST on November 20, 2025, submitted either digitally through OregonBuys or by mail to 20 E. Main Street, Ashland, OR 97520. The project has a not-later-than start date of March 31, 2026, and represents the first phase of a broader park development initiative.

The project engineer's estimate is $3 million. Key clarifications provided during the pre-bid process address technical specifications including reinforcement requirements for concrete work, line item groupings in the bid schedule, bollard and light specifications, pipe specifications for fencing (2-3/8" diameter for line posts, 2-7/8" for gate posts with SS 20 or CQ 20 thickness), and structural detail references. No geotechnical report or soil testing has been performed. The pump track alone is estimated at $598,159.16, while a prefabricated CXT concrete restroom facility base unit cost is $96,170.00 with total installed cost of $156,070.00. The project is fully funded by the City of Ashland and involves coordination with consultants including Powell Engineering and Consulting, Polaris Land Surveying, and American Ramp Company. Substitution requests must be submitted seven days prior to the bid deadline.

Questions received to-date:

1Q). Could I please get an engineer’s estimate or cost range for this project?

1A). $3 million.

2Q). On the Bid schedule Line 30 is called out 4 inch unreinforced but the detail calls for reinforcement.

2A). The plan set and specifications should be followed, so reinforced.

3Q). Item #21 on the bid schedule has many unrelated and totally diƯerent from each other asking for one sq ft price. Is this correct?

3A). Yes, as this was the way they prepared the engineering cost estimate.

4Q). I find curb and gutter on Main st but no line item, is this included on line 21 under sq ft?

4Q). Yes, as this was the way they prepared the engineering cost estimate.

5Q). On pg C3.0 there is a note that says see separate plan set for East Main ST Public improvements.

5A). See C7.

6Q). Do you have a Geo Tech Report?

6A). No.

7Q). Was soil testing performed?

7A). No.

8Q). Start Date?

8A). NLT 3/31/2026 (see pgs 18-19 of Invitation to Bid).

9Q). (Summarized) In the cost estimate lights and bollards appear in two locations: 03-

500.00 Site Flatwork Concrete: light bollard and HB concrete x 36 and 16-100.00 Electrical

– street lights x 2. On the plans, they call for 31 bollards and 3 street lights.

9A). I believe HB refers to the Hose Bibs, so this 03-500.00 concrete line item would account for concrete for 31 Light Bollards and 5 Hose Bibs in the full build out of the park = 36 total items.

10Q). Is there a specification for the footing for the bollards concrete work?

10A). There is a detail for the bollard concrete footing; see attached structural drawings, detail 5/S6.0. I think we mistakenly omitted the structural drawings from the Phase One set, as most of them apply to future work (see included PDFs).

11Q). Is the light bollard HB concrete # of 36 the full build out vs the #31 in phase 1?

11A). We show 31 Light Bollards in full build out / 30 are in Phase One, per plans.

12Q). They don't make a SCH 40 for fencing; can I use full weight or DQ 40 for the pipe?

12A). Pipe thickness for posts may be SS 20 or CQ 20 (light commercial).

13Q). What size of pipe for the line posts? (both 4' and 6')

13A). Line posts shall be 2-3/8" diameter. Please assume 2-7/8" as shown in details for gate posts.
