About this file

Addendum No. 3 is a clarification document issued by the City of Ashland, Oregon Parks & Recreation Department for Project 000742, East Main Community Park Development - Phase 1. This addendum addresses thirteen questions submitted by plan holders regarding project scope, specifications, and bidding procedures. Key clarifications include confirmation that EV charger scope is limited to underground conduit only, with physical chargers deferred to future phases; removal of Bid Item 9 for playground excavation and preparation work; specification of 3-inch Schedule 40 conduit for underground runs to accommodate multiple wires; clarification that natural gray concrete requires no color additives with a medium broom finish to match city standard sidewalks; and confirmation that Eco Meadow seed mix should not be included in Phase 1 and is future work. The addendum also modifies submission procedures, specifying that sealed bids may be hand-delivered to Brandon Terry, Administrative Coordinator, at 340 S. Pioneer Street, Ashland, Oregon 97520 on weekdays between 8:30 AM and 4:00 PM until bid opening. The original bid submission deadline referenced in the addendum was November 13, 2025 at 2:00 PM PST.

The addendum clarifies that bidders are responsible for determining permit fees and incorporating them into their bids, with no separate allowance or line item provided. Regarding contract structure, the addendum references that the city intends to use a lump sum contract with a schedule of values for progress payments, though the bid schedule format remains a line-item approach for cost comparison purposes. Substitution requests must be submitted seven days prior to bid due date. Additional technical specifications include rigid electrical conduit extending 6 inches beyond pole footings for pole lights and 3/4-inch rigid galvanized conduit with insulating bushings for bollard lights. The revised Bid Schedule No. 2 removes Bid Item 9, includes trenching within Bid Item 20 for Site Electrical Service, and modifies Bid Item 33 from 1,035 to 698 units.

ADDENDUM NO. 3

East Main Community Park Development – Phase 1 Project #000742

To: Plan Holders

Date: November 14, 2025

Clarifications to the Invitation to Bid:

1. Per Exhibit M East Main Park Construction Specifications, pg. 000102 – 2, all requests for substitutions/information shall be submitted seven (7) days prior to due date of bids.

Questions received after this deadline may not receive a response.

2. Question: EV Chargers are shown on L1.2 and C5.0 but crossed out on L0.4. Please confirm scope is limited to underground conduit at locations shown on L1.2 and C5.0.

Answer: Physical EV chargers are a part of a future phase. Scope is limited to underground conduit only.

3. Question: Hose Bibb Sheet L1.2 has a call out for Hose Bib, SCD (See Civil Drawings). The civil drawing sheet C5.0 tells us to see Landscape for Spec. I have been unable to locate any specification for this item. Please provide specification and detail for this item of work.

Answer: See attached Addendum 3 – Hose Bib Detail.

4. Question: Natural Gray Concrete Color – Addendum 1 clarified the color to be natural grey.

Is the “Natural” intended to be standard concrete without the use of an added color or is an added color to be topcast or integrally added to the concrete?

Answer: Natural gray is intended to be standard gray concrete, without added color.

5. Question: Bid Item 9 - Excavate & Prep for Structural Concrete for Playground & Furnishing.

– Which playground is being prepped in Ph 1?

Answer: No playground work in Phase 1. Bid item 9 has been removed.

6. Question: C5.0 shows multiple conduit runs and, except for the 4” conduit from the transformer to the restroom, none have any spec for size or type. Please provide specs for all underground conduits per each intended use.

Answer: Since this is a phased project, our civil engineer suggests using 3" sch 40 conduit to allow for multiple wires and easy pulling.

7. Question: L7.5 detail 6 shows 1-1/4” Rigid Electrical Conduit for the pole light but does not say how far from the base it should extend away from the pole. Please clarify the Rigid Conduit requirement for the poles.

Answer: Rigid conduit should extend 6" beyond the footing.

8. Question: S6.0, detail 5 shows the bollard base but does not indicate conduit requirements.

Please provide conduit details for the bollard lights and bases.

Answer: 3/4" rigid galv conduit with insulating bushing should be used.

9. Question: Addendum 1 Question 6 states that all concrete is to be “natural grey” matching what is mentioned on L0.2 PV-1. Under “Material/Color/Finish” on L0.2 it also states “Topcast 05 Finish”. This does not appear to be outlined in specifications 033000 or 321313.

Can you please clarify intent is for no color additives, and if we are to utilize the Dayton Superior Top-Cast 05 Surface Retarder for an etched finish (L0.2), or provide a light broom finish as outlined in specification 321313?

Answer: PV-1 Natural Gray Concrete is intended to be standard gray, no color additives.

While there is a discrepancy between drawings and specs regarding finish, a medium broom finish to match the City standard sidewalks should be used. This is noted on Civil detail.

10. Question: Plan sheet L4.0 lists 52,134 SF of ECO Meadow Seed Mix for which I am unable to locate on the plans where this is to be applied. Please, identify where this is to be applied.

If it is for temporary erosion control purposes does the 6” of topsoil and 3” of compost need to be applied?

Answer: The Eco Meadow should not have been included in Phase 1 drawings; it is future work.

11. Question: Prequalification Requirements – Is there any specific project information that needs to be included with the (3) project examples for the prequalification?

Answer: Bidders need to follow the requirements of the ITB.

12. Question: Permit Fees – Section 2.2 of the Public Improvement Contract mentions that the contractor is required to pay all permit fees. Permit fee estimates are not provided, nor is there a line item on the Bid Schedule for them.

a. Can contractor be responsible for submitting for required permits, and fees be paid directly by the city?

b. If permit fees are to remain by contractor, can you provide an allowance for all bidders to carry, and identify where these are to be included on the Bid Schedule?

Answer: Bidders are responsible to determine permit fees on their own and to incorporate them into the bid schedule as written.

13. Question: Should General Conditions and General Requirements for the project be included on Line 1 of the Bid Schedule under Mobilization?

Answer: This needs to be determined by the bidders.

Department

14. Question: Can you please clarify if the anticipated contract set-up, and if it will be based on unit prices or a lump sum? Is the intent of the Bid Schedule to be utilized for cost comparison prior to contracting only, then the contract will be a lump sum with an agreed upon schedule of values for progress payments? Section 21 under Progress Payments items b-d reference both lump sum and unit prices. Section 4.1 under Considerations has a single line item for a lump sum amount. The Bid Schedule is not set-up in a manner that facilitates contracting under a unit price agreement.

Answer: This has been clarified in Addendum No. 1

Modifications to the Invitation to Bid:

1. Sealed bids may be hand-delivered to Brandon Terry, Administrative Coordinator, at 340 S.

Pioneer St., Ashland, OR 97520 weekdays between 8:30AM and 4:00PM up until the bid opening time and date. This replaces the person and place identified in Addendum No. 2 for hand-delivery of bids.

2. Bid item 9 has been removed from the bid schedule.

3. With the removal of Bid item 9 from the bid schedule, Bid item 20, Site Electrical Service, now includes trenching.

4. Bid item 33 has been modified from an estimated 1,035 to 698.
