Addendum No. 1 - East Main Community Park Development Phase I

This Addendum No. 1 is issued by the City of Ashland, Oregon Parks and Recreation Department for Project 000742, East Main Community Park Development - Phase I, dated November 4, 2025. The addendum provides critical clarifications and modifications to the original Invitation to Bid regarding the comprehensive park development project located at 2228 E Main Street. Key clarifications address bid form acknowledgment procedures, measurement and payment methodologies for bid items, the distinction between concrete mow band quantities across different bid items (establishing 932 linear feet as the Phase 1 quantity per plan L1.2), signage installation responsibility (Ashland Parks and Recreation will furnish and install all signage), topsoil preparation requirements, concrete color specifications (natural grey for all concrete), asphalt paving details, and wire gauge specifications for fencing (6 or 9 gauge wire acceptable). The addendum establishes the order of precedence as Section 00150.10(a) of the 2021 ODOT Standard Specifications for Construction and clarifies specific fence specifications: 6-foot chain link fencing is galvanized while 4-foot fencing is black, with all terminal and line posts measuring 2 3/8 inches and gate posts measuring 2 7/8 inches.

Significant modifications to the Invitation to Bid include relocation of bid opening to the Ashland Parks and Recreation office at 340 S. Pioneer Street, removal of work associated with callout PV-2 and corresponding bid items 31, 42, 44, 45, and 46, modification of bid item 30 from unreinforced to reinforced concrete paving, and adjustment of bid item 25 quantity from 620 linear feet to 932 linear feet of concrete mow band. A revised bid schedule accompanies this addendum reflecting all modifications. These amendments directly impact contractor scope of work, material specifications, and payment quantities for the Phase I development project.

ADDENDUM NO. 1

East Main Community Park Development – Phase 1 Project #000742

To: Plan Holders

Date: November 4, 2025

Clarifications to the Invitation to Bid:

1. Question: Should the amendments posted on the Oregon Buys site be acknowledged as addenda on Line 34 of the bid form?

Answer: Addenda should be acknowledged in section 34 of the City of Ashland Bid and Bid Schedule portion of the Invitation to Bid document.

2. Question: The ITB references the 2021 edition of the Oregon Standard Specifications for Construction, stating that all sections apply regardless of modification or reference in the special provisions. The 2021 edition of the Oregon Standard Specifications for Construction outlines clear measurement and payment methods for each scope of work. However, Bid Item 21 appears to group multiple work elements— curbs, sidewalks, approaches, and ramps—into a single item measured by square footage. These elements are typically paid by different units (e.g., curbs by length, sidewalks and approaches by area and thickness, ramps by each). Grouping them under one SF-based item complicates payment adjustments for actual quantities installed and may require renegotiation on a case-by-case basis. Please consider separating this into multiple bid items or converting it to a lump sum with clearly defined locations. It seems this item may be intended to cover the Public Improvement Set of Plans, while the remaining items pertain to the Park Portion—please confirm.

Answer: Bid item 21 is intended to include the items referenced in the bid form including the Park and the Public Improvements.

3. Question: Item 25 lists 620 LF of concrete mow band, which matches the quantity and location (dog park fence) shown on plan sheet L0.2 under callout E-3. However, Item 32 also lists a concrete mow band for the dog park with a quantity of 775 LF. Please clarify the distinction between these two items or consider removing the duplicate.

Answer: This first phase of work only includes the mow band called out in F2, as shown on L1.2.

Estimated linear feet quantity of mow band for this phase is 932 linear feet.

4. Question: The bid schedule appears to indicate that the contractor is responsible for owner furnished sign installation however the details for these respective signs indicate the installation is by the Ashland Parks & Rec. Please clarify the whom is responsible for installation of the signs.

Answer: Ashland Parks and Recreation will furnish and install all signage.

5. Question: Specification 329113-3.03 Preparation indicates that for Shrub Planting Areas and Lawn Areas you are to utilize existing soil in place. Specification 329119-3.04C calls out for specific thickness by location. Please clarify the required topsoil thickness.

Answer: Topsoil in Phase 1 to be stripped and stockpiled per L0.7 Demolition Plan. Topsoil to then be placed in planting areas in thicknesses as described in Specification 329119-3.04C.

6. Question: Plan Sheet L0.2 indicates the concrete color is to be natural gray for the concrete paving. Specification 321313-2.01B indicates the color is to be Buff for sidewalks. Please clarify the color of the sidewalks.

Answer: All concrete to be natural grey.

7. Question: Asphalt Paving Specification 321216 – This specification is calling out for a couple of items of work which are not normally performed on asphalt paving work in this area. Specifically, the use of a Prime Coat before paving and applying an Asphalt Seal coat to the surface course once the paving work is complete. The asphalt paving details on sheet C6.0 do not indicate a prime coat or a seal coat. Is a Prime Coat and Seal coat going to be required on this project?

Answer: Follow Civil Engineer's details for all asphalt installation information.

8. Question: There are numerous inconsistencies between the various plan pages, bid schedule, and specifications. Please identify the order of precedence.

Answer: The order of precedence will follow section 00150.10(a) of the 2021 ODOT Standard Specifications for Construction.

9. Question: According to page L0.2, there should be 775’ of 4’ chain link, but after scaling the plans from page L0.8 I came up with 698’ of 4’ (gates are included in this total footage). Is there another section that is missing?

Answer: Chain link length from plans is 698 feet, 4 inches.

10. Question: L0.2 says the 6’ chain link is to be galvanized, but detail 9 on page L7.8 says it is to be all black.

Which is correct?

Answer: 6 foot fence is galvanized. 4 foot fence is black.

11. Question: Section 323113, note 2.02 calls for 6 ga wire. Is this correct? (That is military spec, most dog parks are 2-9).

Answer: 6 or 9 gauge wire is acceptable.

12. Question: Also, to confirm, all terminal and line posts are to be 2 3/8”, with only the gate posts to be 2

7/8”. Is this correct?

Answer: Correct.

Modifications to the Invitation to Bid:

1. Location of Bid opening will be at the Ashland Parks and Recreation office, 340 S. Pioneer Street Ashland, OR 97520.

2. Work associated with call-out PV-2 is not included in this phase of construction. Use the revised bid schedule attached removing references to PV-2 in bid item 23 and removing bid item 31.

3. Work associated with call-out PV-1 needs to be reinforced per the detail for Park improvements.

Use the attached revised bid schedule changing bid item 30 from unreinforced to reinforced. Note that concrete paving differs for the Public Improvements portion of the project per the drawings.

4. Bid item 32 has been removed from the bid schedule, bid item 25 LF quantity has been modified from 620 LF to an estimated 932 LF, use the attached revised bid schedule.

5. Bid items 42, 44, 45, and 46 have been removed from the bid schedule.
