About this file

This is a Solicitation List of Respondents document submitted to the State of Nebraska Department of Health and Human Services for the Nebraska Child Support Enforcement (CSE) Customer Service Call Center services procurement. The solicitation, numbered 126010, requests comprehensive call center operations to support child support enforcement activities, including locating noncustodial parents, establishing paternity, and managing intergovernmental child support orders. Five respondents submitted proposals by the opening date of July 27, 2026 at 2:00 PM: YoungWilliams, Inc., AnswerNet, F.H. Cann & Associates, Inc., TAS United, LLC, and Tryfacta, Inc. The conformance review period was scheduled for July 29-30, 2026, with formal evaluation occurring July 31 through August 13, 2026. Vendor demonstrations were to be scheduled at a date to be determined. The Intent to Award was posted August 14, 2026, with contract finalization occurring from August 15 through September 15, 2026, and contract award on September 16, 2026. The contract commences September 21, 2026, with an initial term of four years and an option to renew for one additional four-year period upon mutual agreement.

Pricing must be submitted on the State's fixed cost sheet format with monthly rates provided for each of the initial four years and each of the optional four renewal years, with evaluation based on total cost across the initial term plus the optional renewal period combined. Pricing must remain firm for the initial term and any renewals. The selected vendor must maintain Workers' Compensation, Commercial General Liability, Commercial Automobile Liability, and Cyber Liability insurance with specified limits, use E-Verify for employee work eligibility verification, and comply with applicable state and federal civil rights and equal employment opportunity requirements. Liquidated damages of $100 per day will be assessed if startup and operational standards are not met by October 1, 2026. The contract is subject to appropriations funding, and DHHS reserves the right to reject any or all responses, award to multiple vendors, conduct reference and credit checks, request best and final offers, or cancel the solicitation.
