About this file

This Evaluation Criteria document outlines the scoring framework for the Nebraska Department of Health and Human Services' Child Support Enforcement (CSE) Customer Service Call Center services solicitation (RFP 126010 O3). Responses must meet mandatory requirements including Corporate Overview, Technical Response, Completed Cost Sheet, Completed Solicitation Sections II through IV, and a signed Contractual Agreement Form to be considered responsive. Proposals will be evaluated across three primary categories: Corporate Overview (35 points), Technical Response (50 points), and Cost (15 points), for a total of 100 points. If vendor demonstrations are required, an additional 15 points may be awarded, bringing the maximum possible score to 115 points. The conformance review period occurs July 29-30, 2026, with evaluation from July 31 through August 13, 2026, and vendor demonstrations on a date to be determined. The Intent to Award is scheduled for August 14, 2026, with contract award on September 16, 2026, following a contract finalization period from August 15 through September 15, 2026.

Cost points are calculated using a normalized formula where the lowest realistic cost submitted receives the maximum 15 points, and all other bids are scored proportionally using the formula: (Lowest Cost Submitted ÷ Cost Submitted) × Maximum Possible Cost Points. This approach ensures cost realism and reasonableness are evaluated relative to the lowest submitted bid. The initial contract term is four years with an option to renew for one additional four-year period upon mutual agreement, commencing September 21, 2026. Pricing must remain firm throughout the initial term and any renewals, with price increases requiring a minimum of 90 days' written notice prior to contract period end and subject to DHHS approval. Liquidated damages of $100 per day will be assessed if startup and operational standards are not met by October 1, 2026.
