Solicitation Addendum One—Questions and Answers
This is an addendum containing questions and answers for solicitation 126010 O3 issued by the State of Nebraska Department of Health and Human Services (DHHS) for Child Support Enforcement (CSE) Customer Service Call Center services. The solicitation seeks a qualified vendor to operate a call center providing customer service related to child support enforcement activities, with the physical facility located in Wausa, Nebraska. All inbound calls must be answered by a live operator. The call center currently receives approximately 70,552 inbound calls over a six-month period (approximately 11,759 calls per month), with an average handle time of four minutes and thirty-one seconds, an average time to answer of one minute and twenty-seven seconds, and an average hold time of one minute and five seconds. The contract commences September 21, 2026, with full operational status required by October 1, 2026. The initial contract term is four years with an option to renew for one additional four-year period. The proposal due date is July 28, 2026.
Vendor compensation must be based on publicly available Nebraska State Labor Contracts and DAS pay plans, with vendor staff receiving equivalent pay rates to DHHS classifications (social service worker through administrator I), and proportional pay adjustments applied if state labor contracts increase during the contract term. The vendor must maintain a minimum of fourteen full-time customer service representatives, with additional staffing required for workforce management, quality assurance, training, and operations management; a fully dedicated staffing model is required. All staff must be located on-site in Wausa, except that call center representatives may work remotely anywhere within Nebraska. Supervisory and training staff must remain on-site. The incumbent contractor is YoungWilliams. The vendor must include all startup and transition costs within Year 1 monthly pricing, with liquidated damages of $100 per day assessed if startup and operational standards are not met by October 1, 2026. DHHS will provide all technology components, including telephony, VRU, CHARTS access, VPN connectivity, licensing, hardware, and workstation equipment. The vendor must comply with HIPAA, IRS security requirements, NITC state cybersecurity standards, and other applicable security standards; a 60-business-day security plan is required following contract award.

54. n/a n/a The RFP requires vendor staff to receive the same pay rates as equivalent DHHS call center staff "as outlined in the labor contracts," with future increases proportionally applied. DHHS will notify the vendor of pay rate revisions. The labor contracts are updated every two years.
60. V.F.3 Outreach/Outbo und Call Requirements

Please see Section - V.F.3
63. n/a n/a Can the State clarify if there are any specific performance adjustments or penalty waivers in place for the initial 4-minute queue limit when unexpected volume surges occur on peak days?

a). The pay rates outlined below are correct. These are the current rates as outlined in the labor contact.
b). Yes, vendor staff rates must be adjusted to match DHHS rates if State labor contract pay increases occur.
c). The pay rates outlined below represent hourly wages. Benefit costs will be extra.
d). Yes, the Call Center Project Manager is equivalent to the Administrator I classification.
e). The minimum hourly rate would be for new employees with no prior experience.
The minimum permanent rate would be for currently employed staff.
f). Yes, DHHS will notify the vendor of pay rate revisions. The labor contracts and corresponding pay tables are updated every two years.
