Evaluation Criteria for Nebraska Child Support Enforcement Customer Service Call Center

This is an Evaluation Criteria document issued by the State of Nebraska Department of Health and Human Services for RFP 126010 O3 for Nebraska Child Support Enforcement (CSE) Customer Service Call Center services. Solicitation responses must meet five mandatory requirements to warrant further evaluation: submission of a Corporate Overview, Technical Response, completed Cost Sheet, completed Solicitation Sections II through IV, and a manually signed or electronically executed Contractual Agreement Form. All responsive proposals will be evaluated across three primary categories with a maximum of 100 points available: Corporate Overview (35 points), Technical Response (50 points), and Cost (15 points). Vendor demonstrations, if required, may add up to 15 additional points for a total possible score of 115 points. The evaluation period runs from July 31 through August 13, 2026, with Intent to Award notification on August 14, 2026, and contract award scheduled for September 16, 2026. The initial contract term is four years commencing September 21, 2026, with an option to renew for one additional four-year period upon mutual agreement.

Cost points are awarded using a proportional scoring methodology where the lowest realistic cost submitted receives the maximum 15 points available. All other proposals receive points calculated by dividing the lowest cost submitted by the proposing vendor's cost, then multiplying by the maximum possible cost points of 15. This formula ensures that cost evaluation accounts for both realism and reasonableness of pricing submissions. Proposals are due July 28, 2026 at 2:00 p.m. Central Time via electronic submission through ShareFile. The conformance review period occurs July 29-30, 2026, with contract finalization scheduled from August 15 through September 15, 2026. The procurement contact is Bradley Murphy. The contract is subject to appropriations funding, and DHHS reserves the right to reject any or all responses, award to multiple vendors, conduct reference and credit checks, or cancel the solicitation.
