About this file
This is Amendment 03 to RFP LBNF-355802-JD for the Long-Baseline Neutrino Facility Argon Distribution IDIQ contract, issued by Fermi Research Alliance, LLC. The amendment extends the proposal due date to January 17, 2025 at 5:00 PM CST and provides answers to three vendor questions.
The amendment clarifies that Internal Cryogenics FD-2 is not part of the Argon Distribution scope, despite appearing highlighted in Amendment 02, and confirms that Internal Cryogenics FD-1 is excluded from this RFP. It also addresses technical questions about the labyrinth style vacuum closure design for VJ pipe spools, confirming that alternative field joint designs meeting requirements in EDMS 3043356 will be considered subject to Fermilab's approval. The amendment specifies that VJ pipe spools may be shipped without vacuum, and that vacuum pumping underground, including all necessary equipment, is part of the scope. A technical sketch showing the labyrinth closure design details is included.

AMENDMENT TO SOLICITATION
AMENDMENT NO.
DATE OF AMENDMENT:
December 12, 2024
SOLICITATION NO.
RFP LBNF-355802-JD
DATE ISSUED:
September 28, 2024
PROJECT NO.
N/A
PROPOSAL DUE DATE:
January 17, 2025
TITLE OF PROJECT:
LONG-BASELINE NEUTRINO FACILITY ARGON DISTRIBUTION IDIQ
Offerors must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:
1. By completing the Subcontractor Annual Representations and Certifications (SARC), or
2. By separate fax, letter, or email.
If by virtue of this Addendum you desire to change a proposal already submitted, such change may be made by email, provided such email clearly references the Solicitation number and this Amendment number and is received prior to the proposal due date.
Amendment No. 3 is issued to extend the offer closing date and to answer vendor questions as follows:
THE OFFER CLOSING DATE IS HEREBY CHANGED TO JANUARY 17, 2025 AT 5:00 P.M. CENTRAL
STANDARD TIME (CST-CHICAGO).
Question No. 1: Amendment 02 shows Internal Cryogenics FD-2 highlighted and as part of the Argon Distribution scope. Please confirm that Internal Cryogenics process piping for FD-2 is included in the Argon Distribution scope of supply.
Answer No. 1: Amendment 02 does not show Internal Cryogenics FD-2 as a part of the Argon Distribution Scope. The list provided in Amendment 02 informs about parts of the 3D model, which may be disabled for easier 3D model review. The list in no way or form defines the scope of this RFP. For the scope of the IDIQ please refer to: > Section 5 of J-4 - IDIQ - Argon Distribution Equipment SOW For the scope of the Delivery Orders 1&2: > Section 5 of J-4 - Delivery Order 1 - Argon Distribution VJ Pipes & Valves SOW > Section 5 of J-4 - Delivery Order 2 - Argon Distribution Uninsulated Pipes & Valves SOW > J-4 - Task Order 1 & 2 - Appendix C - Argon Distribution Piping.
Question No. 2: Amendment 02 shows Internal Cryogenics FD-1 not highlighted and excluded as part of the Argon Distribution scope. Please confirm that Internal Cryogenics process piping for FD-1 is excluded in the Argon Distribution scope of supply and is part of separate RFP.
Answer No. 2: Confirmed, Internal Cryogenics for FD-1 is not in the scope of this RFP (i.e. LBNF-355802-JD).
Question No. 3: Table 7.1 in EDMS 3043356 shows the process pipe and jacket sizing. Section 8.2 requires a labyrinth style vacuum closure. This may not be possible at all sizes. Can the transition pipes be made from rolled sheet steel? If rolled sheet cannot be used, using the 6NPS x 8NPS as an example, the closure would consist of jack transition from 8NPS to 12 NPS with the first set of transition pipes being 8NPS, the second set of transition pipes being 10NPS and the jacket being 12 NPS. With a field can closure of 16NPS. Please confirm this is the intended design. See attached sketch for reference Additionally, the continuous labyrinth closure design would not allow for spools to be retention tested at the manufacturing site since it will be open to atmosphere until the field can closure is installed. Please confirm that VJ Pipe Spools with the labyrinth style closure do not need to ship with vacuum.
Sketch submitted with Question No. 3:
Answer No. 3: Section 8.2 labyrinth style vacuum closure is a proposed reference design for the field joint.
Other field joint designs, which adhere to the requirements presented in EDMS 3043356 (especially allowable heat leaks presented in Table 7-1) are allowed. They would still be subject to Fermilab's approval during the final design phase. The design of vacuum volumes is subject to the final design, which is part of the scope. This means that the VJ pipe spools (or part of them) may be shipped without vacuum. Please note that, if needed, vacuum pumping underground is also part of the scope. This is inclusive of any and all equipment necessary for vacuum generation in the designed vacuum volumes.
All other provisions remain unchanged.
