The Subcontractor may propose other recognized standards. Their application is subject to prior written approval by Fermi Research Alliance (FRA). In such cases, the Subcontractor shall submit all the necessary documentation for approval to FRA. FRA, at its discretion, reserves the right to veto the use of certain codes or standards, in part or whole. In no event will FRA be responsible for schedule delays or cost increases associated with the review and evaluation of alternative codes or standards proposed by the Subcontractor.

The International Electric Code (IEC) may be used if supporting documentation is provided to prove an equivalent or greater level of safety to that afforded by NFPA 70E NEC. The use of IEC shall be approved by FRA.

4 Introduction LBNF (http:/lbnf-dune.fnal.gov/) will provide the infrastructure necessary to support the massive neutrino detectors located deep underground at the Sanford Underground Research Facility (SURF) in Lead, SD.

The Deep Underground Neutrino Experiment (DUNE) will employ four (4) such detectors, housed in cryostats requiring almost 70,000 tons of liquid argon (LAr), about 17,500 tons for each cryostat. DUNE (http://www.dunescience.org/) is expected to achieve transformative discoveries, making definitive determinations of neutrino properties, examining the dynamics of supernovae that produced the heavy elements necessary for life, and probing the possibility of proton decay.

5 Scope of the Supply The Argon Distribution Uninsulated Pipes and Valves (hereafter referred to, in whole or in part, as “the supply”) serves to transfer gaseous argon and nitrogen (in limited capacity, for regeneration) throughout the underground portion of LBNF, housed 4850 ft (1478 m) below the surface level of the Sanford Underground Research Facility (SURF). The supply therefore connects the various other argon subsystems at LBNF. A simplified Process Flow Diagram for the LBNF cryogenics is shown in Figure 6-1.

The successful bidder (hereafter referred to as the “Subcontractor”) shall engineer, manufacture, pack, deliver, install, and perform the acceptance tests at SURF for the Argon Distribution Uninsulated Pipes and Valves.

The Subcontractor shall furnish all labor, professional engineering services, equipment, and materials to deliver the supply in accordance with the requirements of this SOW to SURF in the vicinity of Lead, South Dakota, install it underground at SURF and perform acceptance tests.

The supply includes myriad of uninsulated piping, with associated valves, instrumentation, and all required support structures.

6 General Description The Argon Distribution Uninsulated Pipes and Valves is responsible for transferring all warm gaseous argon (GAr) underground at SURF for LBNF, in order to assist in maintaining a stable, pure supply of LAr for the LBNF cryostats. A simple flow schematic for the LBNF cryogenics subsystems is shown in Figure 6-1; the supply includes all of the uninsulated argon piping underground within the CUC, the drifts between the CUC and the Detector Caverns, and within the Detector Caverns themselves.

Figure 6-1: Simplified flow schematic for LBNF cryogenics with some of the supply boxed in red

Isometric views of the pipe layouts are available in Appendix B. These layouts include the expected pipe envelopes; the Subcontractor shall not exceed these without written approval by FRA.

Scope of Work and Performance Specification Functional Requirements

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 7-6

6.1 Modes of Operation

The supply serves to distribute GAr throughout the underground for myriad purposes, exchanging argon from the various cryogenic subsystems. The supply’s modes of operation therefore mirror those of the underground facility and can be defined as described in Table 6-1.

Table 6-1: Argon Distribution Modes of Operation

Mode Name Description

1 GAr Supply

GAr enters into the underground space via the Ross Shaft piping (not included in this supply) and makes its way to the CUC, where it must be purified and then transferred to the condenser units in the Detector Caverns.

The supply accepts GAr at the CUC entrance, transfers it to the GAr filters, and then directs purified GAr to the condenser units.

2 Common Vent

The supply serves to collect all vent gas, GAr and GN2, throughout LBNF’s cryogenic infrastructure. To this end it comprises dedicated vent headers for each cryostat and associated equipment in the Detector Caverns, as well as dedicated vent headers for the Nitrogen System and the Purification Systems (GAr and LAr) in the CUC.

Cryostat pressure control

Primary cryostat pressure control is provided by a condenser (outside of this scope). The Argon Distribution System provides additional control by employing:

1. Controlled vent valve, which provides additional pressure venting, if needed (starts opening at 150 mbarg, fully open at 200 mbarg).

2. Safety pressure relief valve, which:

a) Protects cryostat from exceeding Maximum Allowed

Operating Pressure – opens at 250 mbarg.

b) Protects cryostat from vacuum – opens at -50 mbarg.

7 Functional Requirements

7.1 Mechanical

1. The supply shall be designed for an operational lifetime of 30 years.

2. All piping shall have adequate flexibility for all design conditions.

3. All piping shall be adequately supported for all design conditions.

4. Whenever possible, welded connections shall be used.

5. When gaskets are required, metal gaskets shall be used whenever possible.

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 7-7

7.2 Flexible Elements in Pipes

1. Flexible hoses and bellows may be used. However:

a) Bellows should pass a receiving leak test to ensure they are leak-tight before welding.

b) The Subcontractor shall provide a plan to protect the bare convolutions of the bellows during welding, testing, and transport.

c) Unbraided bellows are not allowed; all bellows must have at least a single braid for protection.

2. Multiple layered bellows shall be engineered to have a vent hole between each layer to prevent trapped volume gas from over pressurization.

3. The Subcontractor should limit the usage of bellows and flexible hoses, promoting the use of flexibility analysis where possible.

7.3 Leak Tightness

The maximum leak rates at the maximum pressure differential for non-vacuum insulated components shall not exceed the values given in Table 7-1.

Table 7-1: Maximum acceptable helium leak rates

Description Maximum acceptable Helium leak rate

Pa⋅m3/s

Non-vacuum insulated piping to atmosphere 10-9

Individual leak rate of a flanged assembly 10-9

Individual leak rate of helium across the valve seat at maximum allowable pressure and any operation temperature

10-5

7.4 Specifications of Supplied Equipment

1. All components shall be supplied by the Subcontractor along with associated specification sheets.

2. All process control valves shall be sized according to ANSI/ISA-75.01.01 Flow Equations for

Sizing Control Valves and shall provide for proper control for all modes of operations.

3. All components shall have the manufacturer name and model number clearly and permanently marked for visual observation.

4. All components installation shall meet all original equipment manufacturer (OEM) installation requirements.

Long-Baseline Neutrino Facility (LBNF) / Deep Underground Neutrino Experiment (DUNE) - US 7-8

5. All control valves shall be leak tight across the seal and seat when closed according to the values listed in Table 7-1 section 7.3. Leak rates are measured at room temperatures and maximum working pressure.

6. All wire/cable shall be of type LSZH (low smoke zero halogen) unless fully contained within a metallic enclosure (conduit, fully enclosed cable tray, etc.).

7.5 Pressure Relief Devices

1. Pressure relief devices shall be provided and sized by the Subcontractor to meet the appropriate codes listed in section 3 of this document.

11.1 General

The supply shall be shop tested in the presence of FRA or its representatives to ensure that operational performance, code, and other safety requirements are met. A shop test report for each major subsystem shall be provided by the Subcontractor to FRA. Acceptance tests for the supply shall be conducted in situ.

In addition to those required by the chosen applicable codes and standards, FRA specific control points shall also be included during the manufacturing and installation. They shall be included in the corresponding Manufacturing and Inspection Plan. Every specific inspection or control shall be covered by a dedicated procedure (to be submitted to FRA for acceptance at the occasion of the reviews meetings).

In the case of a non-conformity during manufacturing or installation, the non-conformity shall be documented with the condition, the requirement not being met and the disposition. For dispositions of “Use-As-Is” and “Repair”, the non-conformity report shall be submitted to FRA for approval prior to implementation. FRA shall be given five (5) working days to grant its approval or disapproval. Items that have been dispositioned “Rework” and “Repair” shall be re-inspected after the disposition is complete and the documentation of this inspection shall be recorded on the non-conformity report. The completed non-conformity reports shall be submitted to FRA as deliverables.

The Subcontractor shall ensure a close oversight of the entire manufacturing process, including all work performed by sub-subcontractors. This monitoring shall include Notification Points and Hold Points.

A Notification Point (NP) is a milestone where the Subcontractor is required to notify FRA that it has completed a specific task or a specific deliverable and is proceeding to the next task or to the next action on the specific deliverable. A NP is meant to enable FRA personnel to follow the progress of the contract and possibly to witness a critical manufacturing step at the Subcontractor’s premises. The Notification shall be sent by the Subcontractor to FRA at least ten (10) working days prior to the scheduled manufacturing step. FRA shall then decide the further action for the notification. A NP shall not affect the production flow of the Subcontractor that may continue the work even without a reply from FRA.

A Hold Point (HP) is a milestone where the Subcontractor is required to notify FRA of the impending completion of a specific task or a specific deliverable and shall stop the associated processes until a written authorization is issued. Such authorization shall be issued on the basis of clearly identified Quality Control, data and acceptance criteria with associated testing witnessed by FRA if deemed necessary. FRA shall have a maximum of ten (10) working days thereafter to review the Subcontractor’s data. In case of clearance, the Subcontractor shall resume its activity. In case of rejection, the Subcontractor shall develop a recovery plan that shall be submitted and reviewed by FRA within ten (10) working days of submission. In case of objection, FRA shall detail its reasons in writing and the Subcontractor shall have ten working days to answer FRA objection and, whenever suitable, develop a recovery plan. The Subcontractor shall notify FRA at least ten (10) working days prior to the execution of any testing associated with a Hold Point.
