About this file
This is Amendment 02 to solicitation RFP LBNF-355802-JD for the Long-Baseline Neutrino Facility Argon Distribution IDIQ contract, issued by Fermi Research Alliance LLC on November 25, 2024. The amendment modifies technical requirements by removing LSZH from the scope and replacing it with CMP cable (communications multipurpose plenum), and provides detailed lists of items to be grayed out in the 3D models for both FD-1 and FD-2.
The amendment includes clarification about support structures in the Detector Caverns and adds piping requirements not shown in the 3D model. Specifically, it calls for approximately 300m (~985 ft) of 12" Schedule 10 piping to connect vents from detector caverns and CUC with the Spray Chamber in the east drifts of the LBNF caverns. This piping can be implemented as either 3 separate lines or interconnected with common manifolds. The proposal due date is December 20, 2024, and offerors must acknowledge this amendment either through the Subcontractor Annual Representations and Certifications (SARC) or by separate communication.

AMENDMENT TO SOLICITATION
AMENDMENT NO.
DATE OF AMENDMENT:
November 25, 2024
SOLICITATION NO.
RFP LBNF-355802-JD
DATE ISSUED:
September 28, 2024
PROJECT NO.
N/A
PROPOSAL DUE DATE:
December 20, 2024
TITLE OF PROJECT:
LONG-BASELINE NEUTRINO FACILITY ARGON DISTRIBUTION IDIQ
Offerors must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:
1. By completing the Subcontractor Annual Representations and Certifications (SARC), or
2. By separate fax, letter, or email.
If by virtue of this Addendum you desire to change a proposal already submitted, such change may be made by email, provided such email clearly references the Solicitation number and this Amendment number and is received prior to the proposal due date.
Amendment No. 2 is issued to provide additional technical documentation as follows:
Scope Change: Per the technical presentation provided during the Site Visits, Fermilab has deleted LSZH from the scope. The new requirement is: CMP cable (communications multipurpose plenum).
List of items to hide in the 3D model (Per the Site Visit Technical Presentation):
For FD-1 grayed out as per the following:
For FD-2 grayed out as per the following:
Fermilab Clarification: The supports will be provided in the Detector Caverns (at the top of the cryostat/bottom of the mezzanine). The structures for the supports will be provided in drifts (16 and 17) connecting CUC with Detector Caverns. The Subcontractor shall inform FNAL about loads exerted on the supports and support structures.
Fermilab Additional Piping Note:
The scope includes piping not shown in the 3D model (Interface Matrix includes this piping, however, it does not inform about its length). It is to be located in the east drifts of the LBNF caverns – connecting vents from detector caverns and CUC with the Spray Chamber (approximate location marked in green). The piping is to have different origins, however overall its data is as follows:
Pipeline Total length, m
Total length, ft
Size, NPS Schedule
Caverns to Spray Chamber
~300 ~985 12” 10
Please note, that this can be achieved by routing 3 separate lines or interconnecting them into common manifolds (which might require size change) – this is part of the final design. Provided data is reference design only.
All other provisions remain unchanged.
