About this file
This is an attachment template (L-3) for Small Business Subcontracting Tables that contractors must complete and submit with their proposals. The document contains two main tables with detailed instructions for completion.
Table 1 requires contractors to provide subcontracting goals as percentages of total contract value and subcontracting value, with an example showing a $100M contract with $50M in subcontracts. The table breaks down requirements for various small business categories including Women-Owned, Small Disadvantaged, Veteran-Owned, Service-Disabled Veteran-Owned, HUBZone, and Historically Black Colleges/Minority Serving Institutions. Table 2 requires contractors to list specific small business subcontractors with their DUNS/CAGE codes, business types, NAICS codes, SOW references, and dollar values. The template includes detailed calculation instructions for completing the percentage-based columns and provides an example showing three subcontractors totaling $6.57M in subcontract value.

To complete Column A, divide the dollar amount in Column B by the total offered price of the proposal (that is, total contract value). In the example above, Column A for Veteran Owned Small Business = $2,500,000 divided by $100,000,000, or 2.5%. To complete column C, divide the corresponding amount in
