• The condition of the Flow Condenser Crit-1 flight unit is assumed to be damaged. The status of the full spare flight unit has not been evaluated. Additionally, there are spare piece parts for the Flow Condenser in bond. Both units and piece parts are housed in the Bond Room in Building 421. The flight unit is scheduled for shipment to SpaceX next week to fly on SpaceX-34. This human-rated complex hardware is safety-critical for the ISS flight crew. Estimated time to rebuild a unit is 2 months.
Ellington Airport: Severe damage to the hangars, however most aircraft were flown to El Paso in advance of the storm. The priority for airport is to support recovery operations for the community.
Neutral Buoyancy Laboratory. Severe roof damage. Falling debris has caused extensive damage to both the hyperbaric and hypobaric chambers. Facility ETR: 2 months however additional outside assessments of the chambers need to be made. Due to travel conditions that assessment cannot be made for approximately 2 weeks.
• TA1 QUESTIONS FOR OFFERORS: The Offeror shall address the following, identifying additional assumptions, technical challenges, risks, and significant trades. Do NOT comment on the feasibility and reality of the scenario:
1. What are your priorities for preparing for the hurricane? Address personnel, hardware, science, research, and mission priorities.
2. In the aftermath of the hurricane, what sections of the Statement of Work take priority? What is your rationale?
3. Based on those priorities, describe your staffing plan for those priority areas given the 30% loss of the workforce. How does your staffing and critical skills plan address these types of contingencies?
4. What is your plan to address the critical tasks associated with the workforce and laboratories/equipment impacted by the damage to Building 21?
5. What is your approach to assess the potential impacts of the flight readiness plan of the damaged Flow Condenser hardware, and what are the potential options available to still make the SpX-34 launch?
TECHNICAL APPROACH 2 (TA2): DATA TO DECISIONS (D2D)
• HH&P maintains databases for medical data, ground and flight research data, and other data sets related to human spaceflight. There are established policies and guidelines regarding access to each of them. Specific requirements must be met to allow access to and use of the data for analysis and publications. Astronaut data is carefully managed and controlled such that the information will not be combined with other database information that may lead to the accidental identification of the individual without their prior consent. These rules and regulations will need to be accounted for as future data to decision and curation processes are considered. A new system architecture may be required in the future to identify, access, and provide tools to analyze and visualize all the data within the system and ensure policies and regulations are strictly enforced.
• TA2 QUESTIONS FOR OFFERORS: The Offeror shall address the following, identifying additional assumptions, technical challenges, risks, and significant trades.
1. Describe your project approach needed to design and develop a data system architecture to accommodate diverse data sets, ready access, and various analytical tools for an end-to-end D2D solution for HHPC2.
2. Describe your recommended approach/strategy for ensuring key steps for data acquisition, storage, analysis, and use are efficient and secure.
3. Provide your recommendations on the curation of diverse medical and research data for both internal NASA purposes and use by the broader human spaceflight community.
4. Provide your recommendations on tools for visualization, modelling, statistical analysis, and cutting-edge decision-making support for your recommended D2D system.
5. What skillsets and resources would you anticipate are needed for the design and development of your recommended D2D architecture? Include your assumptions with your response.
6. What policy and administrative barriers must be overcome to establish a successful evolvable D2D product with broad access/availability?
7. Provide an outline of a project management plan to carry out the D2D challenge and include lines of communication and other key aspects including risks and mitigation strategies.
TECHNICAL APPROACH 3 (TA3): PROJECT MANAGEMENT SCENARIO
• BACKGROUND: Work performed in the HH&P Directorate includes system management and project management of Directorate led activities in support of NASA human spaceflight programs such as ISS, Orion, Gateway, Human Landing System (HLS), EVA and Human Surface Mobility Program (EHP), and Moon-to- Mars. These projects range from non-flight ground-based design and development projects to Government Furnished Equipment (GFE) flight projects. The projects often contain hardware, firmware, and/or software that require complex design and analysis, contain multiple stakeholders, and can have aggressive schedules.
• SCENARIO: The medical and research teams at JSC rely on software to gather timely data on exercise, nutrition, research experiments, and the medical status (mental and physical) of crewmembers. The functionality of the medical software on board ISS has become corrupted unexpectedly following associated hardware and software updates/modifications. The medical system user interface has been rendered inoperable, only showing a static display. The ISS crew is willing to call down to the ground to provide the data for a short period of time, but a long-term solution needs to be implemented. The Flight Director (FD) has engaged HH&P to take the lead in providing the solution. The software is owned by HH&P but uploaded by the Flight Operations Directorate (FOD). HH&P will utilize expertise within the contractor team to manage and resolve the anomaly with the medical system software. The primary issues to be addressed include:
1. User Interface performance
2. System stability and functionality verification
• ASSUMPTIONS: The HH&P Director would like a plan within the next 2 days. The FD has not put a timeframe on when the medical software issues need to be resolved, but crew time is limited. There is an upcoming ISS Expedition crew handover in 3 months, and an ISS service pack (major system software update) upload is in 2.5 months.
• TA3 QUESTIONS FOR OFFERORS: The Offeror shall address the following, identifying additional assumptions, technical challenges, risks, and significant trades.
1. What are the options in your plan for the HH&P Director to address the near-term aspects to consider based on the current anomaly situation?
2. How would you, at minimum, describe your project management plan for addressing the ISS medical software issues and regaining full system functionality including user interface operability in a timely manner to mitigate the impact to the crew’s workload and mission objectives?
