TO: All Prospective Offerors

SUBJECT: Request for Proposal (RFP), Solicitation No. 80JSC025R7001, for Human Health and Performance Contract 2 (HHPC2)

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Johnson Space Center’s (JSC) Human Health and Performance Contract 2 (HHPC2) solicitation. The principal purpose of this requirement is to provide support for a broad range of human spaceflight activities to maintain and improve the health, safety and productivity of the crew living and working in space and allow for the transfer of scientific and technical knowledge to practical applications on Earth as well as provide institutional occupational health services.

NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 541715: Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and the small business size standard is 1,000 employees.

This competitive acquisition will result in a Cost-Plus-Award-Fee (CPAF), with the option to convert to Cost-Plus-Fixed-Fee (CPFF), single-award Indefinite-Delivery, Indefinite- Quantity (IDIQ) contract, with cost reimbursable (less than 15% Level of Effort (LOE)) and firm fixed-price (FFP) performance-based task orders at the discretion of the Government. If or when the contract transitions to CPFF, Cost Plus Task Orders will be Fixed Fee. NASA intends to award the HHPC2 with a 10-year Period of Performance (POP) from November 1, 2025 to October 31, 2035. HHPC2 will include a 5-year Base Period and two additional Option Periods. Option Period 1 will be 3 years and Option Period 2 will be 2 years.

The anticipated contract award date is June 24, 2025, with a November 1, 2025 contract start date. The contract will be performed primarily onsite at NASA JSC in Houston, Texas. Resident support is required at the White Sands Test Facility (WSTF) located in Las Cruces, New Mexico. Contractor resident support may be required at other NASA centers, contractor or subcontractor locations, or supplier facilities.

Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in sections L and M take precedence:

1. A 60-day Phase-in period will be conducted as a separate Firm-Fixed Price Task Order.

2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government Furnished Property (GFP) for offsite use at the Contractor’s facility as described in the RFP.

3. After release of the final RFP, the HHPC2 Pre-proposal Conference is anticipated to be held on December 12, 2024. The notice will be posted on www.SAM.gov and the HHPC2 acquisition website noted below:

https://www.nasa.gov/johnson/jsc-procurement/hhpc2/

4. NASA has determined that this acquisition may give rise to a potential

Organizational Conflict of Interest (OCI). Offerors should refer to Section H.2 NFS clause 1852.209-71 Limitation of Future Contracting, H.12 Organizational Conflicts of Interest (OCI) Plan, H.13 Disclosure of Organizational Conflicts of Interest after Contract Award, AND Section I. NFS clause 1852.237-72 Access to Sensitive Information for a description of the potential conflict(s) and any restrictions on future contracting, and L.23 Notice of Potential Conflict of Interest.

DRD MGMT-10 OCI Mitigation Plan is due with the proposal and will be evaluated as part of Responsibility Considerations.

5. Please note the Offeror shall obtain and maintain National Security Facility

Clearance Level (FCL) up to TOP SECRET and, as identified by the Government, provide SECRET/TOP SECRET security clearances for personnel supporting functions identified by NASA as requiring this level of clearance. Proof of a TOP SECRET National Security Facility Clearance (FCL) shall be required to be submitted by the Offeror at time of proposal. These clearances shall be maintained throughout the life of the contract. The Offeror shall provide personnel that can obtain and maintain a Top Secret/Sensitive Compartmented Information (SCI) clearance. NASA will sponsor SCI clearances. For proposals submitted as joint ventures, the joint venture itself or the individual partner(s) to the joint venture that will perform the necessary security work must have a facility security clearance and shall provide their CAGE code for verification of current security clearance status.

Proposals that do not provide evidence that the Offeror possesses a current TOP SECRET FCL at proposal submission will not be evaluated for award.

6. Please note that the SOW includes a requirement for Flight Surgeons that provide clinical, operations, crew training, and research support. In support of this requirement, the Contractor shall:

a. provide physicians with a M.D. or D.O. degree from an accredited institution (or MBBS/MBChB or equivalent if medical training was completed outside the U.S.), be licensed to practice medicine in the state of Texas, have board certification in either their primary specialty or aerospace medicine, and have completed either a military primary aerospace medicine training leading to the designation of flight surgeon, an accredited (by the American College of Graduate Medical Education) aerospace medicine residency or fellowship training program, or an accredited Undersea and Hyperbaric Medicine fellowship.

b. provide aerospace certified resident physicians to support medical operations year-round in Moscow and Star City or other cities as needed per program requirements.

c. provide physician skills and support necessary to meet flight console certification requirements for all human spaceflight programs.

7. Please note that the SOW includes a requirement for certification in accordance with ISO 9001 and AS9100 rather than just compliance to stated standards. In support of this requirement, the contractor shall obtain ISO 9001 and AS9100 certification within 12 months of contract start if the Contractor is not currently ISO 9001 and AS9100 certified.

8. JSC appreciates the comments received in response to the release of the Draft

RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. The following list identifies some areas where significant changes or clarifications have been made from the Draft RFP to this final RFP that may not have been addressed in the Draft RFP questions and responses;

a. Reduced Standard Labor Categories (SLCs) from 78 to 74 to remain consistent with the Government Pricing Model (GPM).

b. Section B.8 – Added an additional column to the Fully Burdened Rate Table for the 6 Month Option to Extend Rates.

c. Section L, Table L-2 – Increased Mission Suitability Page Limit from 75 to 100 pages.

d. Section L, Table L-2 – Increased Past Performance Page Limit from 20 to 25 pages.

e. Section L, Table L-2 – Adjusted notes section based on changes in Table L-2 and increased TCP Page Limit from 8 to 10 pages.

f. Attachment L-2 Government Pricing Model (GPM) - All revisions are documented under the Revision Log Tab.

g. Attachment L-6 Past Performance Matrix – Expanded columns of Statement of Work (SOW) Sections to select.

h. Attachment L-7 Key Personnel Resume - Revised reference to Section L.21 PAST PERFORMANCE to clarify only one page for each resume.

This list is not intended to cover all changes nor describe all RFP requirements.

Offerors should carefully review the RFP in its entirety.

9. Be advised, in accordance with provision L.21 Past Performance Information (JSC 52.215-114) (NOV 2022), Offerors need to encourage their references to submit their Past Performance Questionnaires directly to the Contracting Officer prior to proposal due date.

10. Below is a list of the Source Selection Authority (SSA) and voting members along with their associated NASA JSC organizational codes, for the Source Evaluation Board (SEB). 11. Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.

12. NASA anticipates that all deliverables will need to conform to advances in law, regulation, and policy regarding the use of Artificial Intelligence (AI) and Machine Learning (ML). In the event that such advances impact contract deliverables, Task Orders may be issued or revised to ensure that impacted contract deliverables are updated and resubmitted to comply with changes to law, regulation, and policy. The Contractor may be required to update and resubmit a prior deliverable to ensure compliance with current law, regulation, and/or policy.

At NASA’s discretion, the Contractor may alternately be afforded the opportunity to provide an explanation proving that a previously submitted deliverable complies with the updated law, regulation, and/or policy. Two Office of Management and Budget (OMB) Memoranda are included in the Technical Library for awareness:

a. OMB Memorandum M-24-10, Advancing Governance, Innovation, and

Risk Management for Agency Use of Artificial Intelligence, directs agencies to improve their capacity for the responsible acquisition of AI.
