The labor rates are fully burdened composite team rates (prime and all subcontractors); but exclude prime fee. The overtime and other premium rates, including the indirect cost rates shown at the bottom of the table shall also be used in negotiation of task orders, whenever applicable. The NTE Award Fee Rate is the maximum fee rate which may be proposed or negotiated for individual task orders during contract performance. The NTE Fixed-Fee Rate is the maximum fee rate which may be proposed or negotiated for individual task orders during contract performance, should H.26 OPTION TO TRANSITION FROM AWARD FEE TO FIXED

FEE be exercised. Lower fees may be negotiated for work having lower levels of risk or complexity.

The parties agree that the fully burdened labor rates established below shall not be subject to any equitable adjustments based on actual rates varying from these rates.

80JSC024HHPC2 Human Health and Performance Contract 2 Section C

SECTION C – DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Human Health and Performance Contract 2

(HHPC2)

Statement of Work (SOW) Section C

SCOPE OF WORK

The Human Health and Performance Contract 2 (HHPC2) is the primary support services contract for the Human Health and Performance (HH&P) Directorate and will be leveraged by other Johnson Space Center (JSC) Directorates and other NASA Centers. The HH&P Directorate’s vision is focused on humans living, working, and thriving in space, on the Moon and on to Mars, and its mission is to lead the global spaceflight community in protecting astronaut health and enabling human mission performance. The major responsibilities of the HH&P Directorate are to ensure crew health, safety, and performance; to provide occupational health services for the JSC and the White Sands Test Facility (WSTF); and to conduct research and develop technologies to help mitigate risks to the health, safety, and performance of future spaceflight crews.

The majority of the HH&P Directorate’s work is performed at the JSC in Houston, Texas. JSC is defined herein to include locations at the WSTF, Ellington Field (EF), and the Sonny Carter Training Facility (SCTF) and facilities in Russia housing both NASA and JSC contractor personnel and other remote locations. Local site support may be a hybrid of both on-site and off-site, as required by the HHPC2 Task Orders (TOs). Telework is allowable for the performance of certain tasks that do not entail on-site work requirements, and details will be provided in the TOs.

This SOW also permits the ability for other NASA Centers and Government entities to utilize this contract for providing products and services within the scope of the HHPC2 contract, such as Occupational Health services. Any additional site-specific requirements will be identified in the TO.

STATEMENT OF WORK (SOW) STRUCTURE

The structure of the SOW and associated work breakdown structure should not be construed as defining a required Contractor organizational configuration or structure. The types of work and services described herein may more aptly be distributed over multiple organizations whose purpose is to provide the products and services required by the HH&P Directorate, the Engineering Directorate, and the Exploration Architecture, Integration, and Science Directorate and their customers as well as other NASA and Government customers. In this SOW, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms "may" or "can" denote discretionary privilege or permission, "should" denotes a good practice, and is recommended but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

This SOW consists of Indefinite Delivery Indefinite Quantity (IDIQ) requirements. IDIQ requirements may be issued as performance-based (cost reimbursable) IDIQ TOs, Level of Effort (LOE) TOs, or Firm Fixed Priced (FFP) TOs. LOE TOs will generally be issued for emergency efforts and new work whenever those requirements cannot be fully defined. LOE TOs will typically be replaced by or transitioned to performance-based IDIQ TOs after requirements are fully defined and understood. FFP TOs will typically be for services with a reasonably definite function, description, or detailed specifications.

Requirements under SOW Sections 1.0 through 7.0 will be issued as cost reimbursable TOs unless otherwise specified by the Government. Travel costs for IDIQ requirements will be negotiated on a TO basis.

IDIQ requirements may change year-to-year and are negotiated each year and implemented as cost-reimbursable, LOE, or FFP TOs. The Government may request, terminate, or change IDIQ TOs at any time during the period of performance.
