About this file
This is an instructional guide issued by the Kenton County Airport Board (KCAB) providing vendors with procedures for registering to attend pre-bid and pre-proposal meetings related to the Concourse A Apron Reconstruction - Bid Package 2 project. The guide requires all attendees to pre-register using the RSVP function in the OpenGov platform at least 24 hours in advance of the meeting scheduled for Thursday, January 8, 2026, at 10:00 am at CVG Centre in Erlanger, Kentucky. The pre-registration process ensures KCAB can conduct required security clearances and arrange adequate transportation for site visits. Vendors must designate an administrator to add individual attendees to their company account, with each person attending required to complete the RSVP individually by clicking the Events RSVP dropdown and selecting "Attending" next to the appropriate meeting. Bid submissions are due by Thursday, February 5, 2026, at 2:00 pm, with written questions due by 11:59 pm on January 20, 2026, and responses posted by January 22, 2026.
The project involves demolition and replacement of approximately 57,100 square yards of apron pavement surrounding Concourse A over four construction seasons from 2026 to 2029, with work including new drainage systems, taxiway edge lighting, and electrical infrastructure. Bidders must submit a Proposal Bond of at least 5% of the total bid amount and provide Payment and Performance Bonds for 100% of contract value. The project is federally funded through the Airport Improvement Program (AIP) and subject to federal requirements including Buy American Preference provisions, Davis-Bacon prevailing wage standards, and Disadvantaged Business Enterprise (DBE) participation requirements under 49 CFR Part 26. Liquidated damages are assessed at $2,500 per day for each phase for failure to meet schedule deadlines, with the project potentially exceeding $24 million in total value based on the comprehensive scope of work spanning approximately 200 line items.

Kenton County Airport Board Instructional Guide for Vendors to RSVP to PreBid/PreProposal Meetings
KCAB requires all attendees for all pre-bid and pre-proposal meetings to pre-register using the RSVP function in OpenGov at least 24 hours in advance of the meeting. Properly completing this RSVP process ensures that KCAB can perform all required security clearances prior to the site visit and ensures that adequate transportation is arranged.
The person attending the meeting must be the one to RSVP so that we have an accurate list of attendee names.
This document is being provided as a brief overview of the RSVP process. Bidders are encouraged to review the online Help Center provided by OpenGov, accessible at this link:
https://opengov.my.site.com/support/s/procurement for more in depth instructions pertaining to accounts and system navigation.
Adding users to your account
Admin is available for users with an admin role, and it allows them to add and disable users as part of their company account. An admin for your company must add every individual who is attending the meeting.
Then the individual attending the meeting must complete the RSVP. Multiple people from the same company can register, but each must complete the RSVP individually.
