Concourse A Apron Reconstruction (Construction) - Phase 2 PMWeb #1287
Current Situation/Background Information
The pavement condition at Concourse A, TLs R, 2N/2C/2S, H, and 1N/1S have deteriorated to a Pavement Condition Rating (PCR) ranging from Serious (11-25) on the east side of Concourse A and TL R, to Fair and Poor (41-70) in the central portion of Concourse A and TL 2N/2C and TL 1, to overall satisfactory (71-85) on the west side of Concourse A and TL H. The FAA recommends full reconstruction when the Pavement Management Program shows PCRs below 55, with rehabilitation and selective reconstruction for PCRs between 56-85.
Concourse A surrounding pavement currently has many areas with drainage issues that need remediation due to safety concerns during winter seasons.
Additionally, with the addition of Aircraft Design Group (ADG) IV and V aircraft, the island on TL 2N/2C/2S and TW S are restrictive on access into and out of the ramp.
Currently Phase 1 of the Concourse A Apron project is under construction. This incorporates TL R, TW S, TL 2N/2C/2S and gates A19 and A21 scheduled for completion in November 2025.
Project Definition
Project Information: Ensure aircraft operations safety and efficiency of concourse A apron and associated Taxilane areas.
The business objectives: Concourse A Apron and associated taxilanes reconstruction and rehabilitation are currently under design due to their current PCR ratings.
This project will reconstruct the pavement around Concourse A to bring it back to the FAA required PCR rating of "Good" (86-100), drastically reducing pavement related FOD around the Concourse and improving drainage within the ramp area. The removal of TW S island will improve aircraft movement from TW S onto TL's
2N/2C/2S and Concourse A and B gates.
Project Justification: Reconstruction of failed Concourse A apron pavements, reduce FOD, reduce O&M of Concourse A Apron and provide better access for ADG
IV and ADG V aircraft.
Project Approach
Design for the Concourse A Apron and Taxilane Rehabilitation were approved in 2024 for construction commencing in 2025. This funding is to approve the phase 2 construction focusing on the next concourse A Apron pavement repairs. These areas have been identified to coordinate with the BHS, TMP programs and reduce operational impacts to stakeholders during the reconstruction around Concourse A beginning in the spring construction season in 2026. Bidding will encompass the remaining Concourse A work by quantities and phasing and will be awarded annually by available funding and grant awards.
Phase 2 construction includes pavement reconstruction in and around Gates A1, A2, A3 and A4 as well as reconstruction of Taxilane H.
Alternatives
Alternative would be to postpone the next phase of Concourse A Apron reconstruction, resulting in added maintenance by field to control FOD.
Recommendation
Fund the construction project for Phase 2 Concourse A Apron Reconstruction to improve aircraft operation on the apron and improve drainage issues within the phased construction area.

Known Risks & Limitations
If Project is funded: Phase 2 Concourse A Apron reconstruction could encounter unexpected field conditions or weather prolonging the reconstruction of any demolition of existing TL H, TL 1S and Apron Areas. Operations to Concourse A gates will be impacted during construction and access shall be from TL R and TW
S.
If Project is NOT funded: Operations on TL H, TL 1S will continue as is for all aircraft operating out of Concourse A. O&M will continue to band-aid current issues to try and prevent FOD issues. FAA Part 139 pavement findings will continue to be an issue.
