Bidders must provide a Proposal Bond of 5% for Phase 26 work only and Performance and Payment Bonds of 100% for each year of each phase. The project requires a Contractor Quality Control Program with a full-time Program Administrator possessing minimum five years of quality control pavement construction experience and appropriate professional credentials. The contract mandates comprehensive insurance coverage including $10 million Commercial General Liability and Auto coverage. The project is federally funded through the Airport Improvement Program (AIP) and subject to federal requirements including Buy American Preference provisions, Davis-Bacon prevailing wage standards, Disadvantaged Business Enterprise (DBE) participation requirements under 49 CFR Part 26, and various civil rights regulations. Liquidated damages are assessed at $2,500 per day for each phase for failure to meet schedule deadlines. In 2025, Bid Package 1 of the Concourse A Apron Reconstruction program was completed which included Taxilane R, Ramp Taxilanes 2N, 2C & 2S, Taxiway S and Gates A19 and A21. Bid Package 2 includes the remainder of the pavement surrounding Concourse A and is broken into (4) construction seasons. Also included is the reconstruction of the Delta Hangar ramp, which is of similar age to the pavement surrounding Concourse A.
