About this file
This document contains a justification and approval for other than full and open competition and a presolicitation notice for a construction project to renovate a laboratory building at the Dayton VA Medical Center. The project requires providing a nurse call and code blue system compatible with the existing campus network, utilizing the Rauland Responder IV brand. The justification cites Rauland's unique ability to integrate with the current system. The presolicitation notice establishes plans to solicit construction services through beta.sam.gov in August 2020 for a $5-10 million project using NAICS code 236220. The solicitation will be a 100% set-aside for SDVOSBs, who must perform a minimum of 15% of construction work. Site visits and questions will be supported, and amendments posted to the online platform. Responses are due approximately 30 days after documents are posted.

As part of a project to construct the Renovate Laboratory B310 space at the Dayton VAMC, the building will be receiving new infrastructure. This will require providing a system compatible with the campus existing nurse call and code blue network.
4. An identification of the statutory authority permitting other than full and open competition.
This request is submitted pursuant to the authority of Title 10 U.S.C. 2304(c)
(1) or 41 U.S.C. 253(c) (1), which provides that full and open competition need not be obtained where there is “only one responsible source and no other supplies or services will satisfy agency requirements”. FAR Part 6.302-1(c) “Only one responsible source and no other supplies or services will satisfy agency requirements.”
5. Demonstration Contractor's Unique Qualifications
Rauland products and Rauland Responders IV are used throughout the medical center to achieve integration across all the building nurse call and code blue systems.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized.
Other nurse call and code blue systems do not provide complete network compatibility needed in at the Dayton VAMC, full integration and compatibility cannot be achieved through other manufacturers. This procurement will be competed / synopsized on www.fbo.gov and will indicate the requirement for brand name specification regarding the panic buttons. Since the construction contract is being awarded as a firm fixed price contract through competitive sealed bidding, the bidders are incentivized to locate the supplier that will provide the item at the most economical price.
7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The best interests of the government are served through the use of this product.
The pricing will be provided as part of equipment available in the commercial marketplace. The price will be determined to be fair and reasonable to the government based on competition.
8. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
The nurse call and code blue systems has been established and maintained here at Dayton VAMC. This facility has multiple devices and each one must be standardized in order to function properly for patient safety. A system of this size would be unmanageable without standardization.

The current requirement must be solicited using a brand name description because the Government needs to create an exact copy of a system/item that is currently in use.
