About this file
This document contains a Justification and Approval (J&A) for using other than full and open competition to acquire door locksets from Corbin Russwin for the "Renovate Laboratory B310" project at the Dayton VA Medical Center. The J&A cites 41 USC 3304(a)(1) and FAR 6.302-1 as the authority for this limited competition, as Corbin Russwin locksets are used throughout the Medical Center campus requiring standardization. The facility has thousands of doors requiring a seven pin Corbin Russwin core for compatibility with the existing master key system. Market research found no other manufacturers able to meet this requirement. The anticipated cost to the government is deemed fair and reasonable based on commercial pricing and competition.
