About this file

This document is a Scope of Work (SOW) for quarterly preventive maintenance services for three plant air compressors, four refrigerated air dryers, and two oil/water separators at the General Services Administration (GSA) Central Heating and Refrigeration Plant (CHRP).

The SOW requires the contractor to furnish all preventive maintenance, including parts and labor, in accordance with the equipment manufacturer's recommendations. Services include replacing air and oil filters, draining and refilling oil, cleaning components, and checking safety devices and electrical connections. The contractor must provide a service report after each quarterly visit and report any issues to the HOTD Engineering and Production team. The SOW lists specific parts that are included, but excludes maintenance of desiccant air dryers.

This SOW is related to a larger federal contract opportunity, Solicitation Number 47PM0024R0010, for combined boiler chiller plant maintenance and other related services at the CHRP. This is a 100% small business set-aside with a competitive range between $13-16 million, including the base year and four option years. The contract will be awarded on a best value trade-off basis considering technical/management approach, key personnel, past performance, and socioeconomic status.
