General Summary This plan establishes the required baseline for contractor telework, and is maintained by the TCC CLOVER Program Management Office (PMO) Contracting Officer Representative (COR), coordinated with the Task Order (TO) Government Point of Contact (GPOC) and NGA/OCSC.
References:
A - Section J-Att 01 CLOVER Base Statement of Work (SOW) B – “Vendor” Base IDIQ Contract Modification, C – “Vendor” TO # Contract Modification, D – “Vendor” TO # SOW Telework Location: Alternate Worksite/Alternate Work Location. Telework is only allowed within the local commuting area* of the locations identified in the contract/task order for each position. Teleworking from a different location is not authorized; contractors may be recalled to the duty site from telework at any time. The only authorized rates are outlined in the SOW. Contractors teleworking from other locations shall not be paid. Contractors going on vacation shall disconnect from work entirely and take appropriate leave (Ref A).
Telework Schedule. Unclassified teleworking is a benefit and not a requirement of the contract. Contractors must request approval in writing from the Government prior to telework. ONLY Unclassified activities are permitted. ONLY 80 hours of telework are permitted over the period of 10 business days.
Number of Hours. Telework status work hours generally occur M-F between 630 AM (local time) and 7 PM (local time) – or, hours otherwise in accordance with a defined and approved work schedule. Contact the COR and GPOC for prior approval of planned deviations in work hours while on telework status.
Deliverables: While in telework status, daily (beginning & end of day) and weekly reports shall be provided via email to the GPOC, in addition to all defined, regularly required deliverables. Contractor shall contact their TO GPOC at the start and end of each day to determine daily telework plan. Specific deliverables for the day shall be identified and validated. Telework efforts may vary from day to day, and individuals may not be authorized to telework every day.
Minimum Duties: Duties allowed to be performed in an unclassified environment shall align with SOW section 3.1 and Appendix B.
Work Environment: While in telework status, personal business shall not be mixed with official business. It is the corporate Contractor and individual contractor’s responsibility to maintain a proper work environment. Family responsibilities, including dependent care, should be minimized to the maximum extent possible. When use of normal work hours for personal obligations is unavoidable, Contractor shall not account for non-work time when charging the US Government. Other personal disruptions such as non-business related telephone calls and visitors should be kept to a minimum (Ref A, paragraph 4.2). A condition of telework is that Contractor personnel must have access to the SBU via PKI credentials (Common Access Card token certificates). Contractor personnel shall be visible on SBU Jabber and adhere to proper Security classification rules and standards while operating in a telework environment.
Additional Costs. Work-at-home telework may increase an employee’s home utility costs. NGA assumes no responsibility for expenses related to heating, electricity, internet, water, space usage, or repair and maintenance of personal equipment. [Vendor Name] is responsible for providing CAC readers and other required hardware not owned by the individual to all Contractor personnel approved to telework, or to ensure that these individuals are otherwise reporting to the appropriate NGA site to perform. Hardware onus falls to [Vendor Name] as a default business management role, unless specific hardware is otherwise provided by the Government (Ref A).
