The RFP, L.20.1.16. SF-33, including Sections B and K of the solicitation, states, "The Offeror shall provide any fill-ins or certifications required by the solicitation, for inclusion in any resulting contract. A PDF of the SF33 or a scanned image of the page copied into MS Word will be accepted." Where does the SF-33 belong within Volume 1, as it is not referenced in L.19, Figure 19.1-1, Proposal Organization Table, on Page 26? Will the
Government please provide a corresponding Sub-Volume number for the SF-33?
Please include this under "Other Required Documents" in Volume
1. Per the current Proposal Organization Table at Figure 19.1-1, there are no sub-volumes within Volume 1. Please ensure that the file is separately labeled within your DVD-ROM submission of

Concur; See Amendment 0002 for corrected numbering.
6 HM047621R0023-0001 Clover RFP L.17.3.5 pg. 115 A Will the government consider extending the deadline of the Q&A to December 24, 2021?
In order to avoid Industry working up to the holidays, and to avoid further delays to the procurement, the Q&A deadline was not extended.
J.1 Multiple-Award IDIQ SOW v6_28SEP2021 ;
HM047621R0023-0001 CLOVER RFP -
Amendment 1 4.3, L.20.1.21 24, 33 A
Section L.20.1.21. Key Personnel states, "there are two Key Personnel at time of Proposal: Contractor Program Manager Security Officer." However, the SOW does not mention two personnel, only the Contract
Program Manager (CPM) and as designated in the subsequent Task Order SOW's. Can the Government please clarify whether there are two key personnel (Contract Program Manager and Security Officer) or only one key personnel (Contract Program Manager)?
There are two Key Personnel required: the Contractor Program Manager and the Security Officer.
The SOW is amended to reflect this in Amendment 0002.
HM047621R0023-0001 CLOVER RFP -
Amendment 1 L.20.2.2 34 A
For Section L.20.2.2. Relevant Experience, the RFP instructs that "Each submission must include a completed Section J.19, Relevant Experience Project Template." However, the Attachment J.19 is listed as "J.19 Past Performance Questionnaire v39 DEC2021." Will the government please confirm whether they want the submission to be in the form of J.18 Relevant Experience Project Template or J.19 Past Performance Questionnaire?
Each submission for Relevant Experience details under L.20.2.2 must include a completed Section J.18, Relevant Experience
Project Template.
The citation to J.19 will be amended to reflect this in Amendment
0002.
HM047621R0023-0001 CLOVER RFP -
Amendment 1 L.20.1 31 A
L.20.1.1 reads "The cover letter is considered the first page of the proposal and shall include the following:"
The subsequent section numbering then goes:
L.20.1.1.1 L.20.1.1.2 L.20.1.1.3 L.20.1.1.4 L.20.1.15
L.20.1.16… Should "L.20.1.15" actually be "L.20.1.1.5", or "L.20.1.2"? Are offerors to understand that anything listed under with an "L.1.1.X" heading are things to be included on the cover letter? Please clarify exactly what needs to be included in the cover letter.
Concur; See Amendment 0002 for corrected numbering.
HM047621R0023-0001 CLOVER RFP -
Amendment 1 Figure 19.1-1, L.20.1 26, 31 A
The Cover Letter is limited to 1 page, however it is unclear how much information needs to included in the Cover Letter. If the Cover Letter must include everything from L.20.1.1.1 through L.20.1.16 "SF-33 including Sections B and K of solicitation", then it is unlikely all of this can fit on one page. Please clarify what exactly needs to be included in the Cover Letter and what belongs in subsequent sections of Volume 1.
See Amendment 0002 for corrected numbering in this section. The clarified numbering corroborates this response: the Cover Letter contents shall include only L.20.1.1.1. Proposal Validity statement, through L.20.1.1.4. Company Information. Maximum page limit for the Cover Letter is increased to two (2) pages, as needed, per Figure 19.1-1 Proposal Organization Table in Amendment 0002.
See final numbering in Amendment 0002. Where any responses in this Q&A diverge from the consolidated Amendment 0002 Request for Proposals or its attachments, Amendment 0002 documents will take precedence.

HM047621R0023-0001 CLOVER RFP -
Amendment 1 Figure 19.1-1 27 A Please clarify what the "Required Attachments" for Volume 1 are. Are the required attachments everything listed under L.20.1.19 through L.20.1.21?
Correct. Other Required Documents are any documents or information required under L.20.1 - Volume 1 instructions*, that are not captured within the Cover Letter, Executive Summary, or
Cover Letter, as shown in Figure 19.1-1, Proposal Organization Table.
*Please use this response to guide numbering in your proposal response.
L.20.1 section renumbering will be formally corrected in Amendment 0002, so that the section does not end with
"L.20.1.21."
12 CLOVER RFP HM047621R0023 L.1, L.19 109, 118 A
Is the single spacing standard not to exceed 56 lines per page (reference pg. 109) or 46 lines per page
(reference pg. 118)?
Single space standard at Arial, 10 point font minimum font size, may not exceed 56 lines per page.
Please use this response to guide spacing limits in your proposal response.
The typographical error at pg. 118 will be formally corrected in Amendment 0002.
13 CLOVER RFP HM047621R0023 L.19 116 A
The proposal states, "the volumes identified in the table should be separately bound in three-ring , loose-leaf binders." Are bidders required to submit two (2) CD ROMS and also submit three ring loose leaf binders?
No. Proposals will be submitted in electronic form only. See RFP at subsection L.19.6, Electronic Submission of Proposals. Reference to loose leaf submissions will be formally removed in Amendment 0002.
14 CLOVER RFP HM047621R0023 1.19 116, 117 A
The instructions ask that each project example use the J.18 Relevant Experience Project Template for each of the (up to) 9 submitted projects. Please confirm that the Government desires Sub Volume 2A to encompass all 9 J.18 forms, and that each of the following sub volumes (2B-2D) will be used for supporting documentation to substantiate their corresponding categories? If so, we believe this negates Volume 3.
Regarding Volume 2, this is correct. However, Volume 3 is for Past Performance Project Descriptions.
While Past Performance detail is not mandatory, submissions with this data must go in a separate volume for evaluation, and not in the other supporting project documents of Volume 2.
CLOVER RFP HM047621R0023; J.18 Relevant
Experience Project Template JUN2021 L.19, L.20.2.7 11, 117, 126 A
A 1-2 limit is not feasible for the J.18 Relevant Experience Project Template ("1-2 Page Project Worksheet");
the 1 page allocated on J.18 "Part III. Project Description – Describe how the selected Work Service Category
(WSC) was integral to the performance of the project. The Offeror must also provide an index to those specific written passes in the SOW that support the claim of having performed the WSC" is not enough space to address the relevance for scope that is encompassed in multiple pages in the PWS (Acq is 5 pages, Fin is 2 pages, and Strat Bus is 1 page). This is especially true if is single example is used to demonstrate relevant experience in more than on WSC. Will the government please extend the page limit to 5 pages?
The Government does not desire or require a narrative for these responses. To conform to the 2-page limit, the Government anticipates a vendor will submit an abstract of the nature of the work and role in supporting the work performed, and a crosswalk/index of where each requirement is mapped to in the submitted supporting project documentation. This is a unique approach to this effort, intended to emphasize technical capability via experience. See Amendment 0002.
16 CLOVER RFP HM047621R0023 Para M.5 136 A Scenario: seven bidders tie with the highest technical scores, each has a reasonable price, and each bid is eligible. Are the five winners then selected via lot?
We will only select up to five (5) awardees for the Clover IDIQ vendor pool. Therefore In this scenario, all five (5) awardees would be selected via drawn lot (a blind drawing).
17 J.1 Multiple-Award IDIQ SOW v6_28SEP2021 Para 4.2 24 A Does Emerald have any (permanent) OCONUS (foreign location) work? Will Clover have any (permanent)
OCONUS (foreign location) work?
Emerald has no permanent OCONUS work, and Clover will not have any permanent OCONUS/foreign location work t at this time.
However, as historical performance of these requirements has necessitated quick-turn OCONUS/foreign location work, the best qualified Offerors will have the capability and know-how to support a pivot to foreign location work. There is the potential for long-term TDY (greater than 30 days).
CLOVER RFP HM047621R0023 Amendment 0001, J.1 Multiple-Award IDIQ SOW v6_28SEP2021
Section F.4
Para 4.2
24 A
As Section F.4 identifies Places of Performance as 1) NCE and the Washington D.C. metro area, 2) NCW and St Louis, MO region, and 3) NGA in Denver, CO and associated region. Why evaluate OCONUS (foreign location) work if there is not such place of performance?
NGA Enterprise services are intended to support traditional NGA sites, as specified in Places of Performance, as well as NST locations outside of the 3 identified places of performance, if required. As historical performance of these requirements has necessitated quick-turn OCONUS/foreign location work, the best qualified Offerors will have the capability and know-how to support a pivot to foreign location work.
CLOVER RFP HM047621R0023 Amendment 0001, J.1 Multiple-Award IDIQ SOW v6_28SEP2021
Section F.4
Para 4.2 24 A
If Emerald has any (permanent) OCONUS (foreign location) work, evaluating OCONUS (foreign location) work, as foreign locations are not required, this affords an unfair advantage to incumbent Offerors, please remove the L.6.2.5 WSC Group relevant experience in a Foreign Location to ensure fair competition with non-incumbent offers?
NGA Enterprise services support traditional NGA sites, as specified in Places of Performance, as well as NST locations outside of the 3 identified places of performance if required. This may include partnerships with approved foreign offices within the IC, should the current scope of work evolve. Thus, Emerald incumbents do not have an inherent advantage for Foreign Location work.

20 CLOVER RFP HM047621R0023 I.126 5X52.242-9001 79 A
Will the new Federal Holiday "Juneteenth" be added to the NGA observed Federal Holidays for this acquisition?
Yes; NGA observes all federal holidays. Juneteenth is added to the Federal Holiday clause at I.126 in Amendment 0002.

J.17 Self-Scoring Sheet v3 12JUN2021 Para L.20.3
Page 35;
Excel rows 21 -
37 A
The RFP states "Size and Complexity submissions will be considered acceptable only if they are based upon the projects submitted against L.6.2.2, Relevant Experience". Please confirm that all RFP references to
"L.6.2.2, Relevant Experience" refer to Self Scoring sheet lines 21 - 37 and that "L.6.2.2" should be "L.20.2.2".
Concur. "L.6.2.2" references in RFP and Attachment J.17, Self Scoring Sheet, should read as "L.20.2.2".
Please use this response to guide numbering in your proposal response.
This correction will be formally made in the RFP and corresponding Attachment J.17 via Amendment 0002.
22 J.17 Self-Scoring Sheet v3 12JUN2021 A
There are numerous questions pertaining to the scoring methodology and there are inconsistencies in the scoring spreadsheet numbers. This makes it extremely difficult for offerors to adequately assess and choose the most advantageous relevant performance strategy in order to proceed with appropriate teaming and proposal execution. Would the Government consider extending the due date of the proposal by the period of time it takes for the Government provide a new score sheet in order to allow for question resolution/clarification?
Corrections to Attachment J.17 will be released formally in Amendment 0002. The proposal due date will be extended as a result. See Amendment 0002.
23 J.17 Self-Scoring Sheet L.6.5.2 N/A A Please confirm that the maximum point total for Small Business Participation Goal is 3000.
Concur. The maximum point total for Small Business Participation Goal is 3,000.
Please use this response to guide numbering in your proposal response.
This correction to Attachment J.17 will be released formally in Amendment 0002.
24 J.17 Self-Scoring Sheet L.6.6.1 N/A A Should another ISO certification take place of the ISO 9001:2015 reference, is it a repeat of the first ISO 9001 to be removed?
We will accept both the ISO 9001 and the ISO 9001:2015 certificates. If the ISO 9001:2015 is provided, the vendor will receive credit for both certficates while the ISO 9001 will only get credit for that certificate.
25 J.17 Self-Scoring Sheet L.6.6.1 N/A A Please confirm that the maximum point total for Risk Assements/Certifications is 6000.
The maximum point total for Risk Assessments/ Certifications is 7,500.
This correction to Attachment J.17 will be released formally in Amendment 0002.
26 J.17 Self-Scoring Sheet L.6.6.2 N/A A Please confirm that the maximum point total for Organizational Structure is 3000.
Concur. The maximum point total for Small Business Participation Goal is 3,000.
Please use this response to guide numbering in your proposal response.
This correction to Attachment J.17 will be released formally in Amendment 0002.
27 J.17 Self-Scoring Sheet L.6.3.1 N/A A Can the Government confirm that more points are awarded for all exceptional Past Performance vs. just neutral ratings?
Concur. 3,000 points are awarded for one (1) exceptional rating.
500 points are awarded for one (1) neutral rating. Neutral scores rate higher than Adverse ratings. If an Offeror has project experience within a WSC that is rated Exceptional, that experience will merit 3,000 points on the Self Scoring Sheet. If the same project experience within the WSC were instead rated Neutral, or an Offeror had no experience for an applicable WSC entry, the Offeror should score themselves with 500 points on that entry.
28 J.17 Self-Scoring Sheet L.6.2 N/A A Can the Government please clarify the maping of the Self-Scoring Sheet to the RFP? For example, it appears that references to "L.6.2" in the RFP and Self-Scoring Sheet actually ties to section L.20.2. Is this correct?
CLOVER RFP HM047621R0023 F.4 Place of Performance 31 of 146 A Please clarify what is included in "Denver and associated region."
For greater clarity, location reference to "Denver and associated region" will be changed at F.4 to "NST-Denver" in Amendment
0002, referencing a particular site.
CLOVER RFP HM047621R0023 F.5 Telework 31 of 146 A
RFP Section F.5 requires contractors to disclose their charging practices in accordance with FAR 7.108. FAR
7.108 does not instruct offerors on practice disclosure. How does the Government want offerors to address disclosure?
Telework is considered onsite for the purposes of invoicing. See F.5 in Amendment 0002.
CLOVER RFP HM047621R0023
F.5 Telework, Telework Location
32 of 146 A What is the definition of "a local commuting area"? Within a 75-mile radius of the assigned work location.

CLOVER RFP HM047621R0023
G.5 (paragraph f);
Attachment J.1 Section 3.4 Deliverables
35 of 146 A
RFP Section G.5.f states that invoices and Contract Data Requirements List are due together by the 15th of the following calendar month. It appears that the deliverables to accompany the invoice are those artifacts on Attachment J.1 Section 3.4 (page 20) where the "Updates" column states "Monthly NLT 15th of the following month." Is this correct?
Correct. For greater clarity, reference to "Contract Data Requirements List" will be changed at G.5.(f) to "Monthly Financial Report, Monthly Staffing Report, and Monthly Activity Report" in
Amendment 0002.
CLOVER RFP HM047621R0023 H.4 Key Personnel 41 of 146 A
RFP Section H.4 (Key Personnel) contains a "Contractor fill-in" area for the Labor Category and Name of any Key Personnel. Please confirm that this is to be filled in after contract award.
This is required as part of the initial RFP submittal and with each task order submittal.
CLOVER RFP HM047621R0023 H.4 5X52.216-9001 41 of 146 A
RFP Section H.4 5X52.216-9001 sets factors for the award of task orders and delivery orders. The factors listed include a factor that is most appropriately aligned with award of the base IDIQ – “(4) technical score
(J.17 Self Scoring L&M)". In addition, Sections H.16-H.19 indicate that the Government will identify the factors to be considered in the individual Task Order RFPs. These sections appear to be in conflict. Please advise.
RFP Section H.4 5X52.216-9001 discusses the selection factors for award of a task order - item (4) is technical proposal - and maps to the specific task order, vice J.17 Self-Scoring and Sections L&M of this RFP. The Government reserves the right to identify additional factors at the task order level, in addition to the ones listed in H.3.
CLOVER RFP HM047621R0023 H.4 5X52.216-9001 41 of 146 A
RFP Section H.4 includes performance under previous task orders as a key factor. Since most of the expected task orders will be issued in the base IDIQ’s first order period, how will the Government apply that factor?
This language is applicable to future task orders. No change to this language in Amendment 0002.
CLOVER RFP HM047621R0023
H.5 Stability of Contractor
Personnel 42 of 146 A
RFP Section H.5 indicates that the Government may seek credit or repayment for services not rendered.
Since most task orders will be issued on a level of effort basis and contractors are restricted from billing hours not rendered, how will the Government calculate the “credit or repayment” for services not rendered?
Contractors are not permitted to work hours that would incur cost against the Government unless sufficient funds have been obligated on contract to support planned labor hours for the period. This is a necessary constraint to avoid Anti-Deficiency Act violations, and is addressed in incorporated clauses 52.216-24 and 252.232-7007. Clause 52.232-22 will also be incorporated within
Amendment 0002.
LOE funding is historically provided through incremental obligations (as opposed to fully funding an entire performance year). For hours expected to be worked within a period - often based on average burn rate - and not worked or deemed satisfactory, a credit or reimbursement will be due to the
Government. Funds obligated in advance, but not earned, can be removed from the contract by authority of H.5, or liquidated damages clauses. They may also be repurposed to new work within scope. However, they may not be applied against new effort as an "underrun" or surplus. See clauses 52.211-11 and 52.219-16 in Amendment 0002.
CLOVER RFP HM047621R0023
H.16 Fair Opportunity
Provision 44 of 146 A
It is our understanding that all MA/IDIQ contract holders will be given a fair opportunity to compete for every task order released by NGA. RFP Section H.16, paragraph (c) states that the Government will use certain criteria to “determine which awardees will be requested to submit a proposal for the requirement.”
Please clarify.
See revisions at H.16 (a) and (c) in Amendment 0002.
CLOVER RFP HM047621R0023
I.31 52.216-24; 52.216-25;
and 252.217-7027 58 and 66 of 146 A
We believe that clause 52.216-24 (Limitation of Government Liability), 52.216-25 (Contract Definitization), and 252.217-7027 (Contract Definitization) relate to the issuance of letter contracts and, as such, do not apply to this solicitation. Please consider removal.
FAR 52.216-24 will be removed in Amendment 0002. FAR 52.232- 22 and DFARS 252.232-7007 are sufficient.
Contract Definitization clauses will remain, in case an Undefinitized Contract Action (UCA) or Unpriced Change Order (UCO) is needed at any time during contract/task order performance. (This is a risk avoidance measure, as UCAs/UCOs are rarely needed for this scope of work.)
CLOVER RFP HM047621R0023
I.38 52.219-14 Limitations on Subcontracting
59-60 of 146 A Paragraph (f) of Clause 52.219-14 contains a fill-in that the Contracting Officer is to complete, but it is not completed in the RFP. Please advise or complete.
See update in Amendment 0002.
CLOVER RFP HM047621R0023 I.133 Photovoltaic Devices 83 of 146 A How does Section I.133 252.225-7017 Photovoltaic Devices apply to the CLOVER contract?
This clause is removed in Amendment 0002.
CLOVER RFP HM047621R0023 L.9 52.237-1 Site Visit 110 of 146 A Will there be a site visit IAW 52.237-1, or what is the purpose of including this clause?
This is a required clause per the FAR, and is available should site visit coordination be desired.
CLOVER RFP HM047621R0023 L.18 Proposal Format 115 of 146 A A DVD-ROM and a DVD+R are two different formats, but the Government uses them interchangeably throughout Section L and the solicitation. Please clarify which format is required (DVD-ROM and/or DVD+R) and update all references in the solicitation.
All submissions should be in DVD-ROM format, large enough to support the provided documentation for the proposal response.
Multiple DVD-ROMs may be submitted to comprise one complete proposal response if needed, and clearly marked. See Amendment
0002.
CLOVER RFP HM047621R0023
L.19.1 Proposal Volumes and Organization 116 of 146 A
Section L.19.1 (Proposal Volumes and Organization) states that "the volumes identified in the table should be separately bound in three-ring loose-leaf binders, as appropriate." As stated multiple times throughout the solicitation, including in Figure 19.1-1 Proposal Organization Table, proposals are to be submitted on DVD discs only. Please confirm that proposals do NOT need to be submitted in binders.
No. Proposals will be submitted in electronic form only. See RFP at subsection L.19.6, Electronic Submission of Proposals. Reference to loose leaf submissions will be formally removed in Amendment 0002.

Figure 19.1-1 Proposal
Organization Table 116 of 146 A
For ease of evaluation, can the Government add required file formats and recommended file naming conventions to Figure 19.1-1 Proposal Organization Table?
Concur. See Amendment 0002 for file naming conventions. File formats are specified throughout the RFP already, or may be submitted in "native format" for any supporting documentation submitted.
CLOVER RFP HM047621R0023
Figure 19.1-1 Proposal
Organization Table 116 of 146 A
For proposal submission, does the Government require 1 original and 1 copy on DVD-ROMs or DVD+Rs or both? Those are two different formats (one is read only and one is rewritable), so the way the "Number of
Soft Copies" column in Figure 19.1-1 is written (as 2 DVD-ROMS, +R) is confusing. Please clarify.
All submissions should be in DVD-ROM format, large enough to support the provided documentation for the proposal response.
Multiple DVD-ROMs may be submitted to comprise one complete proposal response if needed, and clearly marked. See Amendment
0002.
CLOVER RFP HM047621R0023
Figure 19.1-1 Proposal Organization Table
116 of 146 A For Volume 2A, the Page Limit column in Figure 19.1-2 Proposal Organization Table states: "1-2 page Project
Worksheet per project." Does "Project Worksheet" refer to the Relevant Experience Project Template (Attachment J.18)?
Yes.
J.17 Self-Scoring Sheet v3 12JUN2021 Row 3 N/A A
The top of Attachment J.17 (Self-Scoring Sheet) states: "Note: See instructions in Section L.6.5.1". There is no Section L.6.5.1 in the solicitation. Please provide the correct solicitation reference.
Concur, has been changed to Section L.20.4.1 in Amendment 0002.
48 J.17 Self-Scoring Sheet v3 12JUN2021 Row 125 N/A A Please correct line 125. The total possible points here should be "up to 3000," not "up to 6000." Concur, see updated J.17 in Amendment 0002.
J.17 Self-Scoring Sheet v3 12JUN2021 Row 137-138; Row 142-
N/A A
ISO 9001:2015 is the current version of ISO 9001; it is not possible to have a currently valid ISO 9001 certification that is not ISO 9001:2015. We recommend that the Government consider removing the ISO 9000 line, as it is duplicative.
We will accept both the ISO 9001 and the ISO 9001:2015 certificates. If the ISO 9001:2015 is provided, the vendor will receive credit for both certficates while the ISO 9001 will only get credit for that certificate.

HM047621R0023-0001 Clover RFP Figure 19.1-1 Proposal Organization Table pg 27 A PPQs are not listed in the proposal organization table, as a required part of Volume 3. Was that intentional due to the fact that the PPQs are to be submitted directly to the NGA Clover POCs? Or, does the gov't require submission of any pages of the PPQ forms, with an offeror's proposal (i.e. the contract metadata sheets)?
Correct, PPQs will be submitted directly to the NGA Clover POCs.
Sec J, Att 2, IDIQ Incentive Award Fee Plan 2. Staff Retention, Award amount calculation pg 2 A The award calculation says "Staff retention will be calculated by dividing the number of active staff at the end of each POP from the total number of staff assigned on the first day of the Period of Performance, that are still assigned to their original positions." Should this read: Staff retention will be calculated by dividing the number of active staff at the end of each POP by the total number of staff assigned on the first day of the
Period of Performance, that are still assigned to their original positions. Staff retention will be calculated by dividing the number of active staff at the end of each POP from the total number of staff assigned on the first day of the Period of Performance, that are still assigned to their original positions? Also, the proposed calculation does not include consideration of individual moving between positions if it is determined to be beneficial. Could staff that move another position be added to those that are still assigned to their original position?
Government-directed moves will not impact the calculation of performance under these incentives. Contractor-originated moves will impact the retention calculation.

84 RFP Section M.9 144 A
Will the government please define how the risk assessment items "will be considered more favorably" in the evaluation process? How will the risk items contribute to an Offeror's overall Score? How are the Offeror's Matrix Score and items like Risk Assessment to be weighed/considered in the overall rating/assessment?
Offerors who have the certifications in place are able to obtain the associated points, while those who do not will not be able to obtain the associated points. Thus it is deemed less risky to overall performance, and therefore more favorable technically, if either or both certifications are in place. The J.17 scoring sheet for Risk Assessment Volume six (6) describes how the points are assigned.
85 SOW Section 3.1 10 Please clarify the Government's intent when the SOW states, "There are no pre-defined labor categories or job titles on the CLOVER program, only 3 WSCs."
We are not dictating what labor category or job title to accomplish the work described in the remainder of section 3.1, we have provided example job titles in Section B of the SOW.
