(A) (B) (C) (D) (E) (F) technically-scoring Offerors will be separately ranked by the Technical Evaluation team.

Specifically, price reasonableness will be determined at the IDIQ competition level by capturing pricing information for each Offeror’s high-end data points (one on-site and one off-site each, for three (3) WSCs respectively) by five (5) skill levels per category, at a total of thirty (30) pricing data points per Offeror. A mean point will be determined for each Work

Service Category high-end data point, based on sufficient competition of rate data, and will be compared against the Program Management Office’s

IGCE rates per WSC. The Government will use the single average price to determine an unreasonable outlier, and not the individual high or low rate.

The same approach will be utilized for determining the mean price point, and to assess one (1) standard deviation from the mean of all the individual Offeror price points. An Offeror is allowed no more than three (3) average rates, respective to a WSC, skill level and year, determined to be unreasonable (too high) based on the established standard deviation range, to be deemed reasonable overall.

[…] price point per high-end Offeror, the mean rate point calculation of high-end submitted rates, and the standard deviation from the mean of each high-end Offeror, as well as that of the

Government’s maximum IGCE. The CO will utilize this to make official fair and reasonableness assessments, per FAR 15.305(a)(1). Any unreasonable offers will be ranked at the bottom of the Offeror 1-N list.”

No more than three (3) average rates, respective to an Offeror’s proposed WSC, skill level, year, and/or performance location rates, may be determined unreasonable (too high) for an Offeror to be deemed reasonable overall.

The Price Team Lead may document all high-end rate data, the calculated average price point per high-end Offeror, the mean rate point calculation of high-end submitted rates, and the standard deviation from the mean of each high-end Offeror, as well as that of the Government’s maximum IGCE.
