About this file

This document is an Invitation to Bid (ITB) Attachment E for the Certified Disadvantaged Business Outreach Plan related to the Clackamas Complex Building 15 Painting project, issued by DAS Procurement Services on February 20, 2019. The attachment is a form designed to ensure equal opportunity for Certified Firms, which are small businesses certified under Oregon Revised Statutes as minority-owned, woman-owned, service-disabled veteran-owned, or emerging small businesses, to participate in state-funded contract opportunities.

The form requires bidders to disclose their certification status, provide lists of previous contractual relationships with certified and non-certified firms, and outline their plan for soliciting Certified Firms for potential subcontracting opportunities. Bidders must describe the steps they will take to engage Certified Firms, detail potential subcontracting opportunities and their approximate dollar values, and indicate their willingness to report subcontractor identities and contract values to the Oregon Certification Office for Business Inclusion and Diversity (COBID). The document emphasizes the state's commitment to providing equal opportunities for disadvantaged businesses in the procurement process.
