About this file
This is an Invitation to Bid (ITB) #S-63500-00013659 issued by the Oregon Department of Fish and Wildlife (ODFW) for painting services at the Clackamas Complex Building 15, a historic structure originally constructed in 1911. A mandatory pre-bid conference is scheduled for May 6, 2025, at 1:00 PM, with bids due by May 12, 2025, at 2:00 PM Pacific Time. The contractor is expected to complete all work by June 27, 2025, with final payment issued no later than June 30, 2025. The project involves preparing and painting a building that has not been painted for multiple decades, with significant weather damage and exposed bare wood.
The procurement is structured as a single lump-sum payment upon satisfactory project completion, with evaluation criteria focusing on the lowest responsive and responsible bidder. Bidders must submit multiple required forms, including a Bid Cover Sheet, Reference Check Form, Bid Submittal Form, and Responsibility Inquiry. The solicitation emphasizes business inclusion for Certified Firms, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. Contractors must provide a lead abatement work plan, demonstrate expertise in lead remediation, and comply with EPA Renovation, Repair and Painting (RRP) Program rules and OSHA standards. Additional requirements include providing proof of insurance, having a policy preventing sexual harassment, and using recyclable products to the maximum extent economically feasible.
