VITAL LEVEL HVAC FEEDBACK/QUESTIONS
1. An interesting piece I saw was the requirement to add asset tags to the components being serviced. It is a great idea. We are very familiar with the ICAP assessment program and the classifications for each asset, so I think that would be a big help. In one of our contracts, we input the data onto spreadsheets and provided the information to the agency’s representative. They then uploaded the information into their system, as we were not allowed access. Will your process be similar?
-Yes. ICAP assessment program will be added as a performance standard under Spec Item 3.2 of Section C-1502000
2. Will this contract be FFP? I see where the contractor is responsible for any repair or improvement up to $5,000 (labor and material) for each piece of equipment per incident. I was curious as to how the total contract price is determined.
-Yes, recurring work limits of liability are covered under FFP. See Spec Item 2.14.1 of Section C-0200000. The contractor is fully responsible for work up to the recurring work limits of liability, including any predictive and non-predictive repairs or improvement. For any portion of work that exceeds the recurring work limits of liability, the Government may issue a service order or non-recurring work task order in accordance with the non-recurring work portion of the contract.
3. Section 3.3.1.1 of PWS states in the Performance Standard column that “Sufficient fuel is available to support boiler operations.” This statement under the Boiler Maintenance selection must be there for oil or LP fuel boilers to make sure that adequate fuel is in the storage tanks. Please confirm that the Customer will provide the fuel, and this cost will not be a requirement of the Contractor.
-Boilers identified in these buildings do not have storage tank as LP is supplied directly. Performance standard will be deleted from this Spec Item.
4. Section 3 of the PWS states “The Contractor shall maintain all facilities, systems, ground structures and other assets sustainment, restoration, and modernization data and warranty records in the technical library and CMMS in accordance with Annex 2.” Can you please elaborate on how this record keeping will be accomplished? What is the “technical library”, “CMMS” and “Annex 2”?
-Technical Library: See Section C-020000 Spec Item 2.12 -CMMS is Computerized Maintenance Management Software. Since there is no direct entry into NAVFAC Maximo, contractor may use any similar CMMS. Spec Item 3 of Section C – 1502000 will be updated to reflect that CMMS is contractor provided.
5. Upon reviewing, we had a concern and felt that Requirement 3 “Must have at least 5 permanent Jacksonville resident service personnel that have worked for the contractor for a minimum of 3 years” was overly restrictive to personnel, which limits competition for this opportunity.
-This requirement will be deleted as certification and experience requirements are already covered under the Spec Item.
6. I want to know does my company alone have to qualify in meeting all the certifications listed for this procurement. Could having my subcontractor on board who has certifications that are mentioned in the PWS suffice for this project?
-Certification requirements may be met through either prime or subcontractor employees.
