No. Question Government Response

Detail 11 on AE-907 shows a mechanical door. Please clarify the size of the steel members required for this gate.

The gate is to be framed with angels at the perimeter and a single diagonal from top hinge. L2x2x1/4 TYP. HDG, Touch-up field welds with zinc rich paint.

Detail 9 on AE-907 indicates 'Steel Angle (Refer to Structural)' in several locations. Looking at 8/S-503, there is an arrow pointing to the same location that states 'Veneer, See Arch'. Please clarify the size(s) of these steel angles.

The enclosure is 10'x10', the angle is shown as additional support if the selected metal panel does not meet the minimum span requirement of 10' between framing. Provide L2x2x1/4. at mid point for additional support. Hot-dip galvanized. Touch-up field welds with zinc rich paint.

SPEC - 01 35 26 22: 1.12.D Products and Materials: Please verify that modular wall system is approved for use for items 2 & 3 - Barrier Doors and Wall.

Modular wall systems have been successfully adopted and currently in use at several VA hospital locations. See attached Materials. (See Attached 01 TWS Wal Spec Sheet, 02 Core Wall Specification, 03 Installation Pictures) Note from submitter - Many VA facilities have successfully incorporated these walls into their Infection Control plans.

I can confirm that we currently have walls installed at the VA hospitals in Las Vegas and Indianapolis.

While I believe TWS has additional installations in other VA locations, those two are the ones I’ve personally discussed with contacts over the past week.

Modular wall system not approved. Use steel studs and gypsum board for temporary barriers. This is addressed in the specifications.

Please clarify notes 188 and 191 on sheet AD141: note 188 between column line 15 and 16 states that existing roof assembly to remain. Note 191 states to remove ballast and roofing membrane system and prep substrate for new roof assembly. One note states that roof assembly to remain, the other note states that after removal of ballast system prepare substrate for new roofing assembly. Can the VA please clarify what part of the roof assembly is to remain and what exactly needs to be demolished?

Keynote 188 has been removed. Refer to Addendum 001 posted in this Amendment #3.

Removal of existing roof system is needed for the installation of the new roof assembly on the entire roof as shown in on AE-241 and/or AE-241A.

On sheet AD 141Note 188 or 191 is not found on the fourth-floor roof between column lines 11 & 12, 13 & 14, and 16 &17, will either of these notes apply to these areas of roofing?

Refer to Item 4 response.

The area between column lines 11 & 12 and B & C on sheet AD331A shows demolition outside the ICRA barrier. Is the VA going to allow fire rated plastic to be used as ICRA barrier or should the ICRA wall be extended to enclose this area.

All construction will be performed inside an ICRA barrier constructed from steel studs and gypsum board. Any work outside the barriers will be performed in a containment cart. No plastic barriers.

Drawing MD-101 TAB Note #2 states “Measure and record all supply diffusers served by AH-33.” Please clarify if this note is meant to apply for the entire area served by AH-33 or just the project area served by AH-33. If the note is intended for the entire area served by AH-33, please provide plans showing the locations and quantities of registers.

The note is applicable to the entire area served by AH-33. The scope area is shown on sheet M-101. Contractor to confirm in field how many air terminals are in the area. The as built drawings are do not accurately depict the field conditions.

Drawing MD-102 Keynote #5: Please clarify the portion of the note “Provide TAB for each grille before this duct.” The first part of the note has 2 locations for total traverses 1 for supply and 1 for exhaust, which is clear. I think it means that all connected grilles associated with those traverses should also be measured but would need to have that assumption clarified. If that is the case, these traverses cover areas served to the SE of direct project area, and grilles for that area are NOT shown on prints. Please provide drawings showing the locations of these grilles.

The keynote states that the traverse reading is acceptable for the branch and no individual air terminal readings are required downstream of this location. Provide TAB and readings at each air terminal upstream of this duct.

Drawing MD-102: TAB Note #3: Mentions rebalancing upon ANY modification of HVAC System, with potential phasing implications depending on how that interpreted. Please clarify the extent of rebalancing TAB phasing needed to satisfy this note.

The tab scope shall follow the phasing scope of the project. Provide pre tab and re tab at each phase of the project.

Drawing MD-102: TAB Note #4 : Mentions re-setting OSA due to temporary changes during construction. Please clarify if this also would have need of rebalancing due to TAB phasing also noted in note #3 above.

At each phase, the air balance must be maintained and OSA shall be balanced.

SOLICITATION #36C77625B0017 - TECHNICAL QUESTIONS AND VA RESPONSE TRACKING SHEET - PROJECT NAME:

Surgical Service Space Project 648-349 Portland VAHCS

On sheet M-601 notes 2 and 3 from the existing air handling unit schedule references a terminal unit report from Nov 17, 2023 and a fan data report from April 28, 2008. Will the VA please provide copies of those two reports?

See attached Addendum 001 and supporting attachments included in this Amendment #3.

It is assumed that the awarded contractor will need to provide their own dumpster for construction debris. Does the VA have a location that would fit a 40-yard dumpster in mind? How far from the building will it be located?

The VA will accommodate a dumpster. It will be located in the vicinity of the loading dock. The dumpster will be located 200 feet or closer to the west exit on the B2 level of building 100.

Due to the location of the work please confirm that all crane work will need to be completed on the weekends/holidays so as not to be lifted over occupied areas. Also, the assumption is that the VA will be able to provide a location for the Crane in the loading dock area that would not require relocating multiple times in a day due to deliveries. Is this a correct assumption?

Crane work will be required to be completed after normal hours and/or on the weekends because of the work being over normally occupied areas. A permanent crane cannot be located in the loading dock area. This area cannot be blocked during normal work hours Monday through Friday. The VA and the contractor will need to come up with a creative solution.

Since this project will take place in an active OR area will we be subject to frequent shutdowns due to normal construction noise through the course of the project?

Yes. Noise and vibrations cannot occur when there are operations occurring.

Will the contractor be responsible for providing their own scrubs or other protective clothing when passing through the OR to access the jobsite? Will scrubs be required when working within the construction barrier or just when passing through the OR?

The VA will provide scrubs. Scrubs will be required when passing through the OR.

Scrubs will not be required inside the construction barrier.

Specification Section 01 00 00 part 1.2.D states all contractors must obtain a government PIV badge, does this apply to everyone working or just the general contractors management team? Will the be any other badging requirements for subcontract workers?

Every worker must apply for a PIV badge. There may be cases where a worker is only going to be here a couple of days and the superintendent can escort them during that time.

Will the VA be able to provide a contractor laydown yard for container storage? Space is very tight on the Portland VA campus. The contractor will be given a few spaces for connexes and a space for a dumpster

Will existing fire sprinkler heads need to be turned up upon demolition until such time that new ceilings are installed.

No.

19 Will the Construction barrier be required to be a 1 hour rated barrier? Build the barrier per the specifications.

On sheet AE800 there is a dashed line running left to right along column line A through room 3C-100 which appears to be the same as the dashed line from RWC-01 from room 3C-178. The dashed line also runs through rooms 3C-176 and 3C-174. Can you confirm that the new exterior wall along column line A between column lines 11 and 14 will receive RWC-01?

No RWC-01 between Column lines 11 & 14, refer to Addendum 001 posted in this Amendment #3.

Sheet MD-101 TAB note 1 requires TAB readings of all the existing registers/grills served by AH-33 prior to demolition. For accurate pricing, will the VA please provide an As built which shows all the registers/grilles served by

AH-33?

Refer to response to item 7.

On Sheet EY-500 There is a symbol for data drop between the hallway and the nurse work area that is all black, this symbol is not shown on the legend on sheet E-000. Is this symbol supposed to be half white, half black to represent flush mounted 2 port data outlet?

Yes, the symbol is intended to be half black and half white to represent a flush mounted 2-port data outlet.

Please confirm that it is acceptable that the superintendent if dually qualified can act as the superintendent and SSHO for this project.

Yes the superintendent can dually act as the superintendent and the SSHO for this project

Part 3.4.A in section 01 45 00 states that the QC manager is independent from the SSHO. Will the VA be requiring 3 separate individuals to fill the roles of SSHO, Superintendent and QC, or can one person who is qualified serve as all 3 roles? Or will the VA accept 2 Qualified individuals to fill the 3 roles?

One person who is qualified can act in all 3 roles.

I am unable to find a detail which shows the wall to window condition for the wall of room 3C-174 which dives into the new exterior window. The note on sheet AE231A states to center the wall on the center of the window mullion. Is the drywall to be finished with some kind of J channel trim etc. How does the VA what the wall finished at the window mullion?

Refer to revised detail with mullion extension.

what will the requirements be for removing construction debris from the jobsite. Will we be allowed to remove debris using bins and covering them during transport to the service elevator or will the awarded contractor need to use a trash chute?

Either method is acceptable.

Detail1S-501 shows us shoring both the level 2 floor and level 2 wall in the level 2 Space. Is level 2 gong to be empty during the project so we can install the shoring?

CALIBRE/JTB: SHORING IS REQUIRED TO SUPPORT THE LEVEL 2i INTERSTITIAL

FRAMING WHILE BEAM UPGRADES ARE INSTALLED AT LEVEL 3. LEVEL 2 WILL NOT BE

EMPTY OR UNOCCUPIED. CONTRACTOR TO COORDINATE WITH EXISTING CONDITIONS

AND THE VA REGARDING OCCUPANCY OF LEVEL 2.

Is the level 2 demo plan & a finishes plan going to be provided so we know what to remove and replace in the offices on level 2?

Document existing conditions, minimize the amount of work as much as possible to accomplish shoring. The work will need to be phased from one end to the other to minimize disruption.

We don’t see an electrical commissioning specification 26 0800. Typically, this section would be provided, especially since there will likely be new lighting and emergency power tests required

Spec has been provided in this Amendment #3.

Note #188 on AD-141 states: "Existing Roof Assembly to Remain as required".

Note 191 on AD-141 states: "Remove Ballast Roofing Membrane System and Prep Substrate for Installation of New Roof Assembly". They are both on the same roof-which is correct?

Refer to item 4 response.

Please review S-102. Deck 1.5B is show to get 1.5" LWT Concrete Topping. Deck 3N, which is the level 4 Roof Plan does not show or list a Concrete Topping which we would assume would be 3"? However, Sheet AE-241 Roof Plan the Roofing Schedule calls for Concrete Slab on Metal Deck. Do we figure a 3" LWT Concrete Topping on the level 4 Roof Deck?

CALIBRE/JTB: SEE SHEET S-102 PLAN NOTE 7 REGARDING 3N DECK. NO CONCRETE

TOPPING IS REQUIRED AT 3N ROOF DECK.

Topping will be a layer of perlite to meet UL P907 assembly.

Refer to Refer to Addendum 001 in this Amendment #3 for revised items.

Sheet EP-201 4" x 4" Gutter System. Is this existing? If so, for what systems? Are there different gutters for different systems? Is there a gutter for LV Cabling?

Cable tray in interstitial space? What is the access? Notes seem to indicate the gutter system covering the entire floor. will new gutters be installed for new panels and existing gutter extended into new area?

All gutters shown are new and to be installed. See sheet note 1 on sheet EP-201.

is 2X4 light in Bay 15 new or existing? (AE-331, EL-300) Fixtures in bay 15 and 16 are to be new. Circuit 33 from panel 3LSH1-E-17 shall be extended from bay 14.

(6) VFD's (MH-101) Where is the source power? Is there adequate space in 3DEH1-E-17? (single source for SF's & EF's? Each VFD Approx 12A)

Panel 3DEH1-E-17 can supply power for (4) VFDs, VFD 3-6. EF-33 and SF-33 are being removed; their existing power source shall be kept safe and extended to be used for the new VFD 1 and 2.

There was no SOW included with the documents on SAM.gov. What are the work hours for each part of the project. i.e.: crane work, interstitial work, surgical suite work, etc. Please decipher work hours for each specific location on the project.

Refer to page GI-011 of the drawings for the work hours

The specifications call for AISC Certification. We have several qualified local contractors who are interested in the project that do not have AISC Certification. We would like to ask for the WABO certification to be approved.

The WABO certification is in accordance with ANSI/AWS D1.1. D1.3. D1.4 (These local contractors are able to use this certification at other VA campuses, schools, Nike campus, etc.). This has always been able to be sufficient on VA projects in the past and we want to confirm this will also be acceptable on this project. We are afraid if the VA only allows AISC Certification then we will not have anyone able to bid the Structural Steel portion of this project. We want to make it clear that all structural steel work (submittals, MTR's, installation, welding procedures, etc.) will be fully approved by A/E team along with a 3rd party special inspector. Everything will be completed per AISC standards just without that specific certification. Below is an example of the WABO certification card we are proposing.

WABO certification is acceptable

Noted.

Please advise to any support framing required for the 3rd floor interstitial space floor and the flooring material. Any details on this such as closer strips etc..?

CALIBRE/JTB: INTERSTITIAL FRAMING AND TYPICAL DETAILS ARE CUT ON SHEET S-102.
