About this file
This document is a Technical Questions and VA Response Tracking Sheet for the Surgical Service Space Project 648-349 at Portland VAHCS, Solicitation #36C77625B0017. The tracking sheet contains 71 technical questions and corresponding government responses addressing various construction and design details, including interstitial wall demolition, exterior wall system design, structured cabling, temporary construction partitions, public address and access control systems, and fireproofing requirements. Key clarifications include: the exterior curtain wall is a performance-based specification requiring General Contractor design, structured cabling will be installed in new gutters with termination at existing racks, public address and access control systems are required on specific doors, and all beams and columns supporting floors or roofs must receive 2-hour fireproofing.

Please advise if the existing third-floor interstitial wall along “B” line needs to be removed in its entirety or can select areas be demolished to allow piping ,electrical and HVAC to pass thru from the existing interstitial to the new one.?
Interstitial Partition is shown demolished from GL 11 to 17 along GL B on plan AD-131.5
Would it be possible to waive the AISC requirment for steel erection and fabrication it limits the number sub contractors to provide bids?
Refer to question 36
The response to question #53 says that the exterior wall system is fully designed and will not require any design build work from the GC.
Most of the structural details, for the exterior wall system, mention "design by contractor" (see 4/S-541 as example) and, spec section 05 40 00, section 1.3, mentions multiple times "design framing systems". The way I interpret this is that the exterior wall framing is delegated design. Can you confirm.
The exterior curtain wall is a performance based specification that requires the General Contractor to provide and engineered design for the size, guage and spacing of the exterior non-load bearing curtain wall. Refer to Spec Section 05 40 00
The response to questions #3 & #9 are in regards to the temp wall. They mention "refer to specifications" for the constructing of the temp wall. Can you tell me what spec section I can find the temp wall framing under.
Spec section 01 35 26: 1.13 Fire Safety, D. Temporary Construction Partitions.
Define scope of Structured cabling for new outlets. If cabling is part of this project, where are the cables to be run and is there a need for additional racking, termination at racks, etc.?
Cabling will go on (N) gutters shown in the arch and elec drawings. (KN 237/AE-231.5, KN 1-3/EP-201 & 5/E-600). Cabling is part of this project and will be terminated at the outlets and at the rack. There is an existing rack with sufficient space and sufficient patch panels.
What is the scope with regard to the symbols shown near 3C-168, 3C-167 & 3C-161? Are these Nurse Call devices?
No Sheet referenced. Could not identify refernece symbol. No room 3C-161. Nurse call items are keynoted on AE-331A
Is there any scope in this project with PA & Access Control? There is none shown but specifications/verbiage about these systems are referenced in the docs.
Yes, public address is required. It is not shown on the drawings but the specification is included. Provide and install the amount of speakers required to obtain the coverage required in the specifications. Access controls are required on 2 doors, 3C-164 and 3C-
168. Refer to door schedule on page AE-801 and the hardware specification 08 71 00 hardware group HW-VA-2.
Spec section 01 91 00, 1.7, B (pg. 16) includes systems to be commissioned were talking about (PA/Intercom/Nurse Call/Access Control) with the B section stating, “The following systems will be commissioned as part of this project”.
Amendment #3 added Specification 26 08 00 “Commissioning of Electrical Systems” and refers back to 01 91 00 with no specific systems with it.
Provide commisioning for Nurse call and Access control as required per plans.
On sheet AE-331A, detail 15/AE-905 is called out at the soffit in room 3C-176.
This detail calls for a tape-in diffuser yet the RCP shows this diffuser at the edge of and separating the acoustical ceiling from the GWB ceiling. For this tape-in diffuser to work at this condition, it will need to be set back from the acoustical ceiling 3"-4". Is that acceptable? If not, please provide direction.
The Intent is for the diffuser to bride the transition between ceiling materials to match the condition in the existing patient bays. This can be accomplisehd through products like Price's Model CF diffuser - Hybrid. Nailer also offers similar products.

The response to question #53, in the Solicitation RFI Tracking Sheet, states that the exterior wall system will not require any design build work from the GC. Most of the structural details on sheet S-541 call out "design by contractor" and, section 1.3 of spec section 05 40 00, mentions multiple times "design by contractor". Please confirm that engineering/design of the exterior wall framing is not required.
Refer to Item 58.
What is the plan for stocking 12' long sheetrock and metal studs? Can an exterior window along 'A' line be left out to stock through?
12' long gypsum board will not fit in the elevators. It is possible to bring it in through an exterior window.
Looking at sheet GI-001, will trade tools and gang boxes be able to stay onsite between phases? If not, what is the duration days between Phase 1 and Phase 3A?
Trade tools and gang boxes will be allowed to stay on site between phases.
Per our ealier request can we build the panel system in place? We have had no responces from any predesign wall panel companies.
Means, Methods & Sequence are the responsibility of the General Contractor. Refer to
01 33 23 - 1.11(D) & Proj. General Note #11 / GI-001
