Task Orders Ordering Instructions
FAIR OPPORTUNITY
Subsequent task orders besides the 7 sites identified in this solicitation will be awarded in accordance with FAR 16.505.
Once the Government determines the contractor who best understands the requirement, the
Government reserves the right to communicate with only that contractor and address any issues remaining, if necessary, in an effort to consider a potential award. Topics may include any technical or price issues, and changes to any or all of these topics. If the parties cannot successfully address the remaining issues, as determined by the Government, the Government reserves the right to communicate to the next contractor in line from the original analysis and attempt to address any issues, if necessary, with that contractor, and so on.
As the Government anticipates determining a contractor who best understands the requirement from initial information submissions, contractors are strongly encouraged to submit their best technical solution and price quote in response to this notice. Contractors are cautioned not to include assumptions, caveats, or exceptions within any part of the submission in response to the
Site Specific PWS.
Carefully review the Site Specific PWS in conjunction with the Base IDIQ PWS and the
Submission Instructions included herein, and submit a written quote in accordance with your
GSA Base IDIQ contract # by the date and time established. The quote submission shall be broken into two separate documents:
Volume 1 – Technical Quote
Volume 2 – Price Quote Both volumes should include the following legend on each page: “Source Selection Information
- See FAR 2.101 and 3.104.”
Submissions will be evaluated on the basis of the following factors:
A. Technical Information: Presented in Volume 1
1. Factor 1: Key Personnel
a. Submit resumes for key personnel in accordance with the Base IDIQ and Site specific PWS. Key personnel for the site include (at least): Project Manager and
CMM- C/H (as applicable).
i. Describe and demonstrate effective approach to staffing and maintaining qualified site maintenance persons as well as show understanding of the skills needed to execute the contract.
b. Submit a Staffing plan for this site to include narrative.
i. Demonstrate efficient and effective organization of the offeror’s proposed team to include key personnel of the prime, any subcontractors and suppliers, and other team members as well as staffing of site maintenance person(s).
2. Factor 2: Management Approach
a. Submit a management plan that discusses your technical approach to managing this specific site in accordance with the requirements. Include areas such as utilization/management of subcontractors; any special approach due to geographic location of site (if applicable); Technical
Instruction/work order management; Approach to maintaining RPIE
3. Factor 3: Transition Plan
a. Provide a Transition Plan that:
i. Discusses the approach to executing a seamless transition-in within 30 calendar days of date of award. Include in the approach how you will successfully staff the team, including the need to insure they all hold and maintain the necessary security credentials
ii. Includes the process for working with the incumbent contractor during the initial transition period.
iii. Presents a schedule showing, as a minimum, transition activities and milestones in accordance with PWS requirements.
4. Factor 4: Past Performance
a. Government will review and assess past performance on previous/current task orders under this IDIQ to include review of PPIRS and other references to assess performance.
Note: Technical factors when combined are significantly more important than price.
B. Price:
The Offeror’s price proposal will not receive an adjectival rating. Price will be evaluated for reasonableness and realism. Price will be evaluated for the base year, and each option year
(to include any optional extension periods). Evaluation of the option years shall not obligate the Government to exercise the options. The price proposal for the services being sought in this solicitation will be evaluated by reviewing the proposed labor categories for all Contract
Line Item Numbers (CLIN).
Offeror’s pricing rates will be evaluated based on the presented firm fixed price for preventative maintenance (using seed task order pricing), unit labor price (for provided labor categories), and markup/ handling rate to include the base and option years for the specific site.
The Offeror’s price proposal will be evaluated using one, or more of the techniques described in
FAR 15.404, in order to determine if the price is reasonable and realistic. For the pricing to be determined reasonable, the price should not exceed that which would be incurred by a prudent person in the conduct of competitive business.
The Government’s realism analysis will include an evaluation of the extent to which proposed price are sufficient for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the unique methods of performance and materials described in the Offeror’s proposal. The price realism assessment will consider technical/management risks identified during the evaluation of the proposal and associated prices. When the Government evaluates an offer as unrealistically low compared to the anticipated price of performance, and the Offeror fails to explain these underestimated prices, the
Government will consider, under the proposal risk evaluation, the Offeror’s lack of understanding of the technical requirements of the applicable evaluation factor.
Award Methodology
In accordance with FAR, GSAM, and DFARS the Government anticipates awarding a task order to the Offerors whose proposal is the most advantageous to the Government, price and other factors considered. Task Orders will be awarded using the evaluation factors contained herein to include site specific rate pricing. Only contractors who have an IDIQ Base Contract may compete for future sites.
The Government also anticipates the award of future sites to the Contractors whose proposals are the most advantageous to the Government, price and other factors considered in accordance with the task order ordering procedures. An IDIQ awardee may be awarded more than one Task Order over the life of the IDIQ.
Contractors are encouraged to compete on as many facility maintenance sites as possible. Each site will have its own task order, however the Government reserves the right to have sites with similar scopes of work consolidated into one task order (i.e. there is a possibility of having several sites on one task order).
Technical factors are significantly more importance than price. However, as technical scores draw closer, price will become relatively more important. Proposals will be evaluated on the details described in the evaluation factors contained herein. Awards will be made to the
Contractor(s) whose proposal(s) is/are determined to be the best value to the Government in accordance with the site specific PWS. Award(s) may be made to other than the low priced contractor or to other than the highest technically rated contractor.
Award(s) may be made without discussions. The Government reserves the right, however, to hold discussions/ negotiations with Offerors before or after establishment of a competitive range
(see FAR 15.306). Discussions may be in the form of written questions and may be expanded to include verbal or face-to-face meetings. Further oral presentations by Offerors to present their proposals may be requested. Discussions will culminate with a request for a final proposal revision.
Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors to be eligible for award. By submittal of a proposal the Offeror agrees to all such requirements. Failure to comply with the terms and conditions of the solicitation may result in the Offeror being removed from consideration for award.
