May 4, 2015 ID08150033 Medical Treatment Facility (MTF) Operations & Maintenance Amendment #2 Questions/Answers
1. Question: The deadline for questions is given as May 25, 2015. May 25 is Memorial Day. Did the Government intend this to be May 26?
ANSWER: No. All questions/inquiries must be submitted to the Contract Specialist to Lisa Lefkowitz via electronic mail (lisa.lefkowitz@gsa.gov) not later than May 25, 2015 on 4:00 PM
MST.
2. Question: If we understand the experience criteria correctly, each contractor proposing as prime must submit at least three contracts or task orders, and each one of these three contracts/task orders (not all three together) 1) must have at least ten facilities; 2) at least two of these facilities must be 1,000 miles apart; 3) the facilities must be “medical treatment facilities/complexes” that the contractor maintained; and 4) the contractor must have provided four of the five services listed under E at all of the facilities. Is all this correct? If it is not correct, please clarify the criteria. If it is correct, we respectfully request that the criteria be changed so as to allow greater competition.
ANSWER: The solicitation has been updated to reflect the following in applicable sections:
(A) Multiple (at least 4) geographically dispersed (one of the facilities must be at least 1,000 miles from the other 3 facilities) facilities,
(B) Each of the facilities being at least 100,000 square feet,
(C) For maintenance and repair services,
(D) Of medical treatment facilities/complexes (defined as medical centers, hospitals, clinics, medical warehouse/support facilities, veterinary clinics, trauma center, research laboratories), and
(E) At least 4 of the following: (1) response to work order/service call type work; (2) the scheduling and dispatching of personnel type work; (3) scheduled and unscheduled maintenance and repair/alteration of various equipment items and systems found in a medical treatment facility type work; (4) personnel administrative responsibilities type work; and (5) urgent or emergency facility maintenance services type work.
3. Question: When the Government uses the term “facilities” under Experience (as cited above under #2) does this refer to individual buildings? Please clarify.
ANSWER: No. The term facilities does not refer to individual buildings and in the context of this solicitation, “facilities” includes the entire medical complex at each location.
4. Question: The same questions apply to the criteria for key personnel since the text is essentially identical.
ANSWER: Yes, the updated information in #2, will apply to key personnel.
5. Question: Reference Factor 1 Offeror Experience:
The offeror shall submit sufficient information (including reference contact information) demonstrating its experience as a Prime Contractor in similar contracts/task orders for at least 1 year within the last 5 years prior to issuance of this solicitation. The offeror should have worked as the prime contractor on at least three similar contracts/task orders for at least 1 year within the last 5 years prior to issuance of this solicitation. Offers will be evaluated more favorably for offerors to the extent they have performed more than three similar contracts/task orders for at least the one year and/or three similar contracts/task orders for more than the 1 year.
The reference contact information shall include:
Reference point of contact name, telephone number and email address, contract number, contract type, period of performance, and brief description of services provided.
For the purpose of evaluation, “similar” means contracts/task orders that involve
(A) Multiple (at least 10) geographically dispersed (at least of the facilities at least 1,000 miles from another one of the at least 10 facilities) facilities,
(B) Each of the facilities being at least 2,000 square feet,
(C) For maintenance and repair services,
(D) Of medical treatment facilities/complexes (defined as medical centers, hospitals, clinics, medical warehouse/support facilities, veterinary clinics, trauma center, research laboratories), and
(E) At least 4 of the following: (1) response to work order/service call type work; (2) the scheduling and dispatching of personnel type work; (3) scheduled and unscheduled maintenance and repair/alteration of various equipment items and systems found in a medical treatment facility type work; (4) personnel administrative responsibilities type work; and (5) urgent or emergency facility maintenance services type work.
Are we to submit 3 Task Orders or 10 Task Orders? Please clarify.
ANSWER: This question has been addressed in #2.
6. Question: Is a Technical Proposal also required for the Task Order sites that we propose on? If there is, what are the Task Order Site Proposal Instructions?
ANSWER: Yes, the Task Order Proposal Instructions are Attachment 4 Ordering Procedures Task Order of the solicitation.
7. Question: Page 32, Factor 1: Offeror Experience.
Discussion: Factor 1 states that the offeror must submit “For the purpose of evaluation, “similar” means contracts/task orders that involve (A) Multiple (at least 10) geographically dispersed (at least of the facilities at least 1,000 miles from another one of the at least 10 facilities) facilities,”
Must each contract/task order cited include 10 geographicallydispersed facilities, or must all contracts/task orders cited combined include 10 geographicallydispersed facilities?
ANSWER: This question has been addressed in #2.
8. Question: Page 33, Factor 3: Key Personnel Experience.
Discussion: Factor 3 states that the offeror must submit “For the purpose of evaluation, “similar” means contracts/task orders that involve (A) Multiple (at least 10) geographically dispersed (at least of the facilities at least 1,000 miles from another one of the at least 10 facilities) facilities,”
Must each contract/task order cited include 10 geographicallydispersed facilities, or must all contracts/task orders cited combined include 10 geographicallydispersed facilities?
ANSWER: The term facilities does not refer to individual buildings and in the context of this solicitation, “facilities” includes the entire medical complex at each location. Therefore, all task orders cited combined must include four geographicallydispersed facilities.
9. Question: Page 34, Factor 4: Offeror Past Performance.
Discussion: Factor 4 states that the offeror must submit “For the purpose of evaluation, “similar” means contracts/task orders that involve (A) Multiple (at least 10) geographically dispersed (at least of the facilities at least 1,000 miles from another one of the at least 10 facilities) facilities,”
Must each contract/task order cited include 10 geographicallydispersed facilities, or must all contracts/task orders cited combined include 10 geographicallydispersed facilities?
ANSWER: This question has been addressed in #8.
10. Question: Page 32, Factor 2 – Management Approach.
Should offerors provide a sitespecific Management Approach for each of the eight locations?
ANSWER: Yes.Offerors are requested to provide a sitespecific Management Approach for each of the seven locations.
11. Question: In the MTF_O&M_Solicitation file, Page 30, 2. Addendum to 52.2121 Instruction to Offerors, the second paragraph states the following in the second sentence:
“Offerors must clearly label their IDIQ proposal as well as their subsequent task order proposals for sites that they are interested in.”
However, in the same MTF_O&M_Solicitation fil, , Page 35, 2. Price, second paragraph, it states the following:
“The price to be evaluated for award of an IDIQ contract award shall be the total of price of the work identified for each of the seven sites identified in this solicitation for the base year and each of the four option years.”
Because it appears that these two statements are in conflict with one another, we are unclear as to the intention of the client. As this will have an impact upon which site visits we attend over the next few weeks (all or some), could you please clarify if offerors must submit pricing for all seven task orders or only the ones they are interested in?
ANSWER: Offerors must submit pricing for all seven Task Orders as this information will be used to evaluate the IDIQ award(s).
The solicitation will be updated with these changes on Amendment #3.
