About this file
This is a Bid Form for the B533 Cooling Tower Proposal requiring contractors to submit pricing for two line items. The base requirement (CLIN 0001) involves designing, providing, and commissioning new closed circuit evaporative coolers (CCEC), a condenser pump, building circulation pumps, chemical-free condenser water treatment, and bypass valves/piping at each floor loop for Building B533. The optional work (CLIN 0002) includes demolishing two oversized and non-functional CCECs (CCEC-3 and CCEC-4), capping piping and electrical conduits at the platform, and transporting, disposing of, and recycling all waste materials in compliance with applicable regulations.
Award will be made on the combined total of both CLINs, with CLIN 0001 requiring a firm fixed price with no economic price adjustment provisions. The Government reserves the unilateral right to exercise CLIN 0002 within 180 calendar days after contract award, with a contract completion date of 270 calendar days from award if the option is exercised at time of award. If CLIN 0002 is exercised, the contractor must provide additional bonding and obtain surety consent, with the Performance Bond reflecting 100 percent of the combined CLINs amount. Failure to provide prices for either CLIN will result in proposal rejection, and the Government may reject materially unbalanced offers. Evaluation of options will follow FAR 17.206(b) and FAR 52.217-5, though option evaluation will not obligate the Government to exercise them.

B533 Cooling Tower Proposal Sheet
$_________________ Base Bid (CLIN 0001): Design, provide, and commission new closed circuit evaporative coolers (CCEC), condenser pump, building circulation pumps, chemical-free condenser water treatment and bypass valves/piping at each floor loop for B533.
$_________________ Option (CLIN 0002): Demolish oversized/non-functional closed circuit evaporative coolers CCEC-3 and CCEC-4. Cap piping and electrical conduits at the platform. Transport, dispose of, and recycle all waste materials in accordance with local, state, and federal regulations.
NOTES:
1. Award will be made on the total sum of both CLINs 0001 and 0002.
2. The Government reserves the unilateral right to award CLIN 0002 to the contractor at the proposed price within 180 calendar days after contract award. A firm fixed proposed price is required for CLIN 0001. No provision is made for economic price adjustment. If the option is exercised at time of award, the contract completion date remains 270 calendar days after award of the contract.
3. If CLIN 0002 is exercised, additional bonding and consent of surety will be required. Consequently, the Performance Bond shall reflect 100 percent of the combined amount of both CLINs.
4. Failure to enter a price for either of the CLINs will result in the proposal being rejected as unacceptable. The Government may reject an offer as non-responsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
5. Evaluation of Options (JUL 1990): “Except when it is determined in accordance with FAR 17.206 (b) not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 0001. In accordance with FAR 52.217-5, evaluation of options will not obligate the Government to exercise the Option(s).”
