About this file
This document is Amendment 0002 to a federal solicitation (ACQR6148962) issued by NAVFACSYSCOM Mid Atlantic PWD New London at Naval Submarine Base New London in Groton, Connecticut. The amendment extends the proposal due date to March 18, 2026 at 12:00 PM EST and provides responses to 28 Request for Information (RFI) questions submitted by potential offerors.
The solicitation is for a design-build project to replace two existing 26-year-old Makeup Air Units (MAU) in the B562 Hazardous Waste Management Facility. The base contract (CLIN 0001) includes design, provision, and installation of MAU #1, plus design only for MAU #2, with a 210-day performance period. Key requirements include dehumidification of incoming air to 50% RH +/- 10%, energy efficiency, cost effectiveness, lightning protection integration, smoke detection shutdown capability, and tie-in to the existing KMC Controls direct digital control system. Six optional line items (CLINs 0002-0007) are available for provision and installation of MAU #2, temporary MAU rental, ductwork cleaning, and new ductwork design and installation for both units. Critical clarifications in the amendment confirm that equipment demolition and roof curb replacement costs are the contractor's responsibility if required by the proposed equipment specifications, that no time extensions are permitted regardless of equipment lead times, that only two design submissions are required, and that FAR 52.225-9 Buy American Construction Materials requirements apply. Options will be evaluated together with the base bid for award purposes under FAR 52.217-5.

AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT ACQR6148962 PAGE 2
1) Question: We note that there is apparently lightning protection at the roof ridge but may not be attached to the MAU's. Should the new MAU's be attached to the lightning protection system?
Answer: Existing MAU's are tied into lightning protection system (see pics in RFP Part 6 showing lightning rods on top of each). Yes, maintain lightning protection for new MAU's.
2) Question: We note that there is apparently lightning protection at the roof ridge but may not be attached to the MAU's. Should a complete review of the lightning protection system be included?
Answer: See response to #1. Complete review not required.
3) Question: CLIN 0001 - Price to Design-Build project is to provide replacement of two (2) existing Makeup Air Units (MAU) located in B562 Hazardous Waste Management Facility at Navy SUBASE Groton,CT. Both units are 26 years old, replacement parts are no longer available, and neither unit has dehumidification, causing unsafe wet and slippery floors in the shipping, receiving, process and storage areas. New equipment to match existing capacities, but are to include dehumidification of incoming air to 50% RH +/- 10%. Equipment to be energy efficient, cost effective, and technological innovation is allowed (i.e. a Dedicated Outdoor Air Unit (DOAS) vice MAU). Price includes the design, provision and installation of MAU#1, and the design only for MAU#2. . Are the demolition of the FC 1, FC-2, CND1 & CND 2 for spaces 119 & 120 to be included in CLIN 0001?
Answer: Yes, demolition of FC-1/2 and CND-1/2 is part of CLIN 0001. Add to CLIN 0001 the following as shown in RFP Part 3, Page 2:
“Scope of work includes the following:
1) Existing roof curbs shall be reviewed during the design process to determine if they are suitable for re-use. If the roof curbs require replacement, include new roof curb design, existing removal, new installation, and roof repairs as necessary.
2) Install any required additional utilities for new MAU (i.e. electrical, disconnect, piping, gas).
3) Install new MAU controls tied into existing building DDC.
4) Similar to existing, new MAU fan to shutdown on detection of smoke.
5) Provide crane and rigging.
6) Removal of existing MAU, and installation of new MAU, including utility and control tie-ins, shall be accomplished within 2 days, provided the roof curbs can be re-used. If the roof curbs require replacement, then we may need to exercise Bid Option 2.
7) Test, adjust, and balance new MAU.
8) Once the new MAU has been proven, accepted, and operational, proceed with demolishing existing Horizontal Dehumidifier Fancoil Units (FC-1/2) and Air Cooled Condensing Units (CND-1/2), which currently serve Storage Areas 119/120.
AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT ACQR6148962 PAGE 3
9) Existing CND-1/2 concrete pad is in a PFAS (Per- and Polyfluoroalkyl Substances) Potential Release Area, and is to be abandoned in place, including the buried conduits.
Cut/cap conduits above grade.
10) Any abandoned piping, or electrical power/controls left as a result of equipment demolition are to be removed, and any wall/floor/ceiling penetrations shall be patched to match existing, and sealed/fire stopped as required. Seal/fire stop new penetrations as well.”
4) Question: MAU#1 is supply air only. MAU#2 is supply and return. New equipment to fit on existing roof curbs. Both units are gas-fired. The addition of dehumidification will probably lengthen the units and curbs which will be determined by DOR and the manufacturer. Will structural modification be required for longer unit roof curb openings?
Answer: The DB Contractor /DOR will determine if structural modifications are required. See attached B562 structural record drawings for roof loads, etc.
5) Question: Would you please provide the name of the existing DDC controls and contact?
Answer: The existing B562 DDC is KMC Controls, which is maintained by Brymak.
6) Question: The existing electrical service does not appear to be capable of supporting the addition of the requested dehumidification. Will the Navy be able to acquire additional funds to support an electrical service update?
Answer: If electrical service upgrades are required, include in your proposal.
7) Question: The RFP specifies replace in kind with 7,000 CFM OA for MAU-1 which is stated as achieving 7 ACH and 4,000 CFM for MAU-2. By stating the project is replace in kind (with the addition of dehumidification). Please confirm that the DB contractor does not need to validate the airflow is sufficient to meet the UFC requirements of the spaces being served.
Answer: Yes, match capacities of existing MAU-1/2. The existing supply, and return (EFs), are already sized to meet or exceed the NFPA 400 requirement (1 CFM/SF). No validation required.
8) Question: Class 1 Div 1 systems were mentioned in the walkthrough. Please elaborate specifically as to what the Class1 Div1 applies to and what codes are triggering the need for this rating?
Answer: Refer to RFP Part 6, drawings M-1 and M-2, which note a few areas that need to be Class 2 (not Class 1 Div 1) explosion proof.
9) Question: Are the respective exhaust fans in each room the MAU also being replaced?
Answer: No, existing exhaust fans to remain.
10) Question: Will the HVAC systems/equipment be required to be Buy American Build American compliant?
Answer: FAR 52.225-9 “Buy American -Construction Materials” (FEB 2021) is in the base contract of all MACC holders and applies to ALL orders.
11) Question: Does the government want cooling capability in addition to dehumidification? If cooling capability is desired, SOW page 5 D3030 states “provide gas-fired furnace with cooling
AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT ACQR6148962 PAGE 4
coil” and D3030 states “provide air cooled condensing unit”. This alludes to the use of a separate condenser that would be mounted elsewhere and piped to the unit. D3050 states “provide packaged rooftop units”. Please confirm if cooling is required if intent is for a split D/X system or packaged cooling.
Answer: Per RFP Part 3, Project Description, the Gov't wants dehumidification. How this is achieved (technological innovation) is up to the DB Contractor/DOR. As stated under D30, “Various equipment is specified below for technological innovation”.
12) Question: Please confirm cooling loads anticipated.
Answer: See response to #11. Dehumidification to 50% RH +/- 10% is the priority.
13) Question: Please advise if a packaged unit is acceptable and if the roof can handle additional weight.
Answer: See responses to #11 and #4.
14) Question: Please confirm method of dehumidification (i.e., mechanical cooling with reheat, energy recovery, desiccant, etc.)
Answer: See response to #11.
15) Question: Division 25 05 11 - Will this project include the addition of any new workstations?
Answer: No, the intent is to tie into the existing B562 DDC system.
16) Question: Division 25 05 11 - Will any of the systems communicate wirelessly?
Answer: No.
17) Question: Division 25 05 11 - What is the confidentiality, integrity, and availability (CIA) impact rating for the HVAC system?
Answer: N/A, the intent is to tie into the existing B562 DDC system.
18) Question: Division 25 05 11 - Will the project include the addition of any new DDC controllers?
Answer: Yes, humidity sensors.
19) Question: Section 01 30 00, paragraph 1.1 states the Superintendent can serve as the Site Safety and Health Officer. Section 01 45 00, paragraph 1.2 states the Superintendent can serve as the Quality Control Manager. Please confirm that the Superintendent can fulfill all 3 roles on this task order.
Answer: Due to the number of trades involved, go with 2 PN - a Superintendent, and a dual-hatted SSHO/QCM.
20) Question: Is the existing roof system under an existing warranty that has to be maintained if the roof curbs need to be replaced? If so please provide the roofing manufacturer and a copy of the warranty.
Answer: No warranty.
21) Question: What DDC system is currently installed for the B562 controls?
AMENDMENT OF SOLICITATION/MODIFICATION OF CONTRACT ACQR6148962 PAGE 5
Answer: See response to #5.
22) Question: As this task order work is at an active hazardous waste transfer facility, what are the specific worker safety precautions needed to be implemented while working outside and inside of the facility?
Answer: Normal construction PPE, hot work permit if needed, no smoking near the facility, no eating or drinking in the warehouse. No exposure to hazardous waste.
23) Question: Reference Section 01 33 10.05 20, please confirm that only one interim and one final design submission is required for this task order.
Answer: Yes, 2 submissions.
24) Question: Please confirm the demo of FC 1/2 and CND 1/2 is part of the Base Bid work.
Answer: See response to #3.
25) Question: Scope of Work Note 1 states, "Existing roof curbs shall be reviewed during the design process to determine if they are suitable for re-use. If the roof curbs require replacement, include new roof curb design, existing removal, new installation, and roof repairs as necessary."
Due to the fact that we will not be able to assess the need to design and replace the curbs until we are in the design phase of the project, how do you want us to account for new curb design and installation costs. Should we include the costs to design and install a new curb for MAU #1 in base bid and design and install a new curb for MAU #2 in Option 1? Or would the cost of design and installation of new curbs be on a cost plus basis if found to be necessary?
Answer: The existing roof curbs will only require replacement if they are not sufficient (size, weight limitations, etc) for the new equipment in your bid proposal. If your proposed equipment requires roof curb replacement for MAU #1, then include design, removal, installation, and roof repairs in CLIN 0001. If your proposed equipment requires roof curb replacement for MAU #2, then include design in CLIN 0001, and removal, installation, and roof repairs in CLIN 0002.
26) Question: If after the design is completed and MAU units are specified and we find that the lead time for delivery of the MAU units does not allow completion within the 210 calendar days, how do we account for addition time for completion?
Answer: No costs time extensions are permitted. See FAR 52.249-10 Default (Fixed Price Construction) (APR 1984) included in the base contract of all MACC holders and applies to all orders. Specifically section (b)(1) and (2).
27) Question: If you do not know if the offerer is bidding based on a 2 day installation or not and therefore you also do not know if the CLINN 0003 needs to be including in order to complete the project, how will you evaluate this in order to award to the lowest offerer.
Answer: In accordance with FAR 52.217-5 Evaluation of Options (July 1990)
28) Question: Will the bid due date be extended to give us time after the PPI questions are answered?
Answer: Proposal due date will be extended to provide contractors sufficient time to review answers.
