About this file

This is a NEPA Environmental Checklist for a Design-Build project at Naval Submarine Base New London, Connecticut. The project involves replacement of two existing Makeup Air Units (MAUs) in Building 562 Hazardous Waste Management Facility. The new equipment must match existing capacities while incorporating dehumidification of incoming air to 50% Relative Humidity ±10%, with emphasis on energy efficiency and cost effectiveness. The base bid includes design, provision, and installation of MAU#1 (supply air only) and design only for MAU#2 (supply and return), with Option 1 covering provision and installation of MAU#2. Work scope includes installing required utilities (electrical, piping, gas), integrating new MAU controls into the existing building DDC system, providing crane and rigging services, completing removal and installation within 2 days, conducting test and balance procedures, and demolishing existing dehumidifier fancoil units and air-cooled condensing units. The project involves removal and replacement of refrigerant-containing systems, concrete pad removal in a potential PFAS area, and restoration of the site. The potential award date is September 30, 2025, with work scheduled to begin in FY26 Quarter 1.

The environmental review identified this project as qualifying for a Department of Navy Categorical Exclusion (CATEX) III(8) for routine repair and maintenance, requiring no further NEPA analysis. However, multiple environmental requirements must be fully implemented, including coordination with the Hazardous Waste Program Office for regulated waste management, adherence to refrigerant handling requirements per 40 CFR 82 and Navy standards, compliance with soil management procedures for the PFAS area, and obtaining a dig permit prior to ground-disturbing activities. Additional requirements include notifying the Wastewater Program Manager for any pipe connection modifications, entering new MAUs into the MAXIMO inventory system as units containing ozone-depleting substances, and avoiding tree cutting between April 1 and October 31 per endangered species protections. The Activity POC is John Papitto at 860-694-4914 (john.a.papitto.civ@us.navy.mil), with the Installation Environmental Program Director Chris Koproski as the environmental point of contact.

NEPA ENVIRONMENTAL CHECKLIST – SUBASENLON

NEW FORM EFFECTIVE 07/10/2020. This NEPA Environmental Checklist (EC) is used to determine the environmental requirements associated with a proposed project. Complete the first 2 pages of the form, attach a site map and a SOW or 1391, and then submit to the PWD Environmental Division (EV). A complete EC with required attachments should be submitted a minimum of 15 days prior to project’s scheduled start date. If the project scope is modified or if project work has not been initiated within 1 year of the signature date, please contact EV for review/approval prior to initiating project activities.

GENERAL PROJECT INFORMATION

1 Activity Requesting: PWD FEAD New London

2 Activity POC / Phone / email: John Papitto, 860-694-4914, john.a.papitto.civ@us.navy.mil

3 Name of Project: B562 Replace MAU#1

4 Project Number (if any): eProjects # 1874684

5 Project Location: NAVSUBASE NEW LONDON CT

6 Project Type: Design Build

7 Description of the Project:

The scope of this Design-Build project is to provide replacement of (2) existing Makeup Air Units (MAU) located in B562 Hazardous Waste Management Facility at Navy SUBASE Groton CT. New equipment to match existing capacities, but are to include dehumidification of incoming air to 50% RH +/- 10%. Equipment to be energy efficient, cost effective, and technological innovation is allowed (i.e. a Dedicated Outdoor Air Unit (DOAS) vice MAU). Both units are gas-fired.

MAU#1 is supply air only. MAU#2 is supply and return. New equipment to fit on existing roof curbs.

Base Bid includes the design, provision and installation of MAU#1, and the design only for

MAU#2.

Option 1 includes the provision and installation of MAU#2.

Scope of work includes the following:

1) Install any required additional utilities for new MAU (i.e. electrical, disconnect, piping, gas, etc).

2) Install new MAU controls tied into existing building DDC.

3) Similar to existing, new MAU fan to shutdown on detection of smoke.

4) Provide crane and rigging.

5) Removal of existing MAU, and installation of new MAU, including utility and control tie-ins, shall be accomplished within 2 days.

6) Test, adjust, and balance new MAU.

7) Once the new MAU has been proven, accepted, and operational, proceed with demolishing existing Horizontal Dehumidifier Fancoil Units (FC-1/2), Air Cooled Condensing Units (CND-1/2), and associated concrete pad, which currently serve Storage Areas 119/120. Restore site to match existing.

8) Existing concrete pad is in a Potential PFAS (Per- and Polyfluoroalkyl Substances) area. There won’t be any excess soil. Some additional soil may need to be brought in to fill the hole/slope where the pad was removed. All soil shall remain on site.

9) Any abandoned piping, or electrical power/controls left as a result of equipment demolition is to be removed, and any wall/floor/ceiling penetrations shall be patched to match existing, and sealed/fire stopped as required. Seal/fire stop new penetrations as well.

8 Why is this project needed?

Both units are 26 years old, replacement parts are no longer available, and neither unit has dehumidification, causing unsafe wet and slippery floors in the shipping, receiving, process and storage areas.

9 Date project scheduled to begin? Potential award by 30 Sep 25. Work start FY26 Quarter 1.
