52.212-2 EVALUATION—COMMERCIAL ITEMS (NOV 2021)

(a) The Government will award multiple Indefinite Delivery Indefinity Quantity (IDIQ) contracts resulting from this solicitation to the responsible offerors whose offers conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Multiple contracts will be awarded to provide Government shippers flexibility of choice and service coverage. Best value source selection procedures without tradeoffs will be utilized for each service segment (i.e.., International and Domestic) in accordance with FAR 15.101 and Department of Defense (DoD) Source Selection Procedures, dated 31 March 2016. If an Offeror is selected for award of both service segments (i.e., International and Domestic), they will be awarded only one IDIQ contract, which will encompass both service segments. Contracts will be awarded to the Offerors whose proposals have been determined acceptable under the Business Proposal, Corporate Experience, and Technical Capability evaluation factors, who have proposed fair and reasonable prices, and who have been determined responsible.

(1) The following factors shall be used to evaluate offers:

-Factor 1: Business Proposal Subfactor 1: Proposal Compliance

-Factor 2: Corporate Experience

-Factor 3: Technical Capability Subfactor 1: Technical Approach Subfactor 2: Reporting Dictionary Subfactor 3: Service Guide Subfactor 4: Small Business Utilization

Only those proposals rated Acceptable will be considered for award. If an Offeror is rated Unacceptable under this evaluation factor the evaluation process will cease, no further factors or subfactors will be evaluated, and the Offeror will not receive a contract award.
