SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0002

The purpose of Amendment 0002 to Solicitation HTC711-22-R-C002 is to complete the following actions:

a) Revise 52.212-2(a)(1) Factor 1: Business Proposal to remove Subfactor 2: Small Business Subcontracting

Plan. The purpose of this change is to align the subcontracting plan as an element under the Proposal Compliance package and not a stand-alone evaluation subfactor. Offerors will not be required to resubmit the subcontracting plan provided they submit a signed acknowledgment of Amendment 0002 unless a revised subcontracting plan is requested by the contracting officer.

As a result of this change, the following revisions have been made:

1) 52.212-2(a)(1)(i) has been revised accordingly to state “The Business Proposal contains one subfactor:

Proposal Compliance”.

2) Additionally, 52.212-2(a)(1)(i)(a) has been revised to include element “5)” which contains information for the Small Business Subcontracting plan that was formerly contained under “Subfactor 2”

3) 52.212-1(b)(12)(f)(1)(ii) – “Subfactor 2 – Small Business Subcontracting Plan” has been removed. The

Small Business subcontracting plan has been incorporated under Business Proposal Subfactor 1 Proposal

Compliance, “52.212-1(b)(12)(f)(1)(j)”

b) Proposal Due Dates have been extended for volume III and Volume IV as follows:

Volume III, Technical Capability, shall be submitted no later than Monday, 4 April 2022 at 4:00 PM CDT. Volume

IV, Pricing, shall be submitted no later than Monday, 4 April 2022 at 4:00 PM CDT. Note: The due date/time listed in block 8 of the SF 30 will remain unchanged as the date in block 8 was based on the due date for Volume I &

Volume II, which remained unchanged as a result of this amendment.

c) Revise 52.212-1(b)(12)(f)(1)(i)(h), Business Proposal Subfactor 1 Proposal Compliance to remove the following statement “International Foreign Military Sales (FMS) Optional Services or”. The revised paragraph now reads: If the Offeror is not proposing Domestic Optional Standard Mail Shipping Services, the Offeror shall provide a statement indicating such.

d) Revise 52.212-1(b)(12)(f)(4) of Volume IV, Subfactor 1 International Transportation Services Rates and

Non-Basic Service Discounts to remove the statement: “For those Offerors proposing on Optional International

Delivery Services, the offeror shall propose all-inclusive cost-per-pound rates for all weight increments and lanes in

Attachment 2a, International Profile 6 and 7 Pricing; tab 4-Optional Rates.”

e) Revise the Annual Rate Refresh & Price Adjustment language found in the solicitation document to specify

“Contractors will have the opportunity to request new rates for FY27, and escalation rates for FY28-FY30. Such request shall be submitted by 1 April 2026” (previously stated by 1 April 2027).

f) Performance Work Statement (PWS) Para. 2.7 has been revised to include the following statements:

“Unless approved by the shipper, the return service type must be equal to or lower than ordered for the original shipment. The Contractor may charge the contracted service type and rate applicable to the lane/zone of the returned shipment or less if a lower return service is more cost effective and meets Contractor service capability and consignee return needs.” and “Consistent with their commercial process, the contractor has the option to include a return service accessorial on Attachment 2b or treat the return as an independent shipment linked to the original without an accessorial, at the rates specified in Attachments 2a and 2c-2g.” The following statement was removed:

“The Contractor may only charge the service type and rate applicable to the original shipment or less if a lower return service is more cost effective and meets Contractor service capability and consignee return needs.”

g) Edit paragraph indentation formatting error for PWS para. 2.12.2

h) Remove PWS Para. 2.18.8 in its entirety, where it states, “If the delivery is delayed or not made within 30 days of planned delivery, the Contractor is required to initiate tracer action and notify the shipper of that action.”

i) Performance Work Statement (PWS) Para. 2.24.6 has been revised to remove “Date of last payment; and past due balance” from the Account Information Report field headings.

j) Appendix 6.1 – Definitions has been revised to include a definition for "Unites States of America (USA), which reads “All 50 states within the United States, including the District of Columbia (DC)." "U.S.A. - Unites

States of America” was also added to the list of Acronyms found in Appendix 6.1.

k) Correct formatting in Appendix 6.3 Shipper Profiles, to ensure the Domestic and International profiles fit into page one of the document.

l) Correct an error found in the header of appendix 6.10. The header previously stated “Appendix 6.3”

m) Revise Appendix 6.10. The table found under paragraph 6.10.3.9 has been revised to include the statement:

“Required when available" for Package Length/Height/Width Dimensions. A footnote has been included at the bottom of the table stating: “Required when available” is defined as not optional and is required when the data is captured or resident in any system within the contractor's network.”

n) Revise Appendix 6.10. The Table found under paragraph 6.10.4.16 has been revised to include a statement for the description of “Government Child Agency Name” to clarify the “Reference Table will be provided upon award”

o) Attachments 2c, 2d, 2e, 2f, and 2g have been edited to remove all conditional formatting.

p) Make an administrative change to Amendment 0001- where we stated in “(i)” that Appendix 6.7 was updated to include a statement in Row 40 specifying "**For to/from USA and intra Puerto Rico pricing, see attachments 2c – 2c." This should have read “see attachments 2c – 2g”. The response to question 4 in “RFP Q&A

Round 1” Document has been updated accordingly. The revision to Appendix 6.7 was entered correctly, and

Appendix 6.7 itself was not affected by this clerical error.

q) Update Attachment 3 – to include the most recent revisions to Wage Determination 1996-0460; and 2011-

0217. Wage Determination “1996-0460 Rev 41” has been replaced by Wage Determination “1996-0460 Rev 42”;

and Wage Determination “2011-0217 Rev 29” has been replaced by Wage Determination “2011-0217 Rev 30.”

r) Revise the header found at the top of Attachment 6 – “Small Business Participation Commitment Plan”.

The header previously reflected “Attachment 7”. The header has been corrected to indicate “Attachment 6”.

RATE REFRESH/ PRICE ADJUSTMENT

ANNUAL RATE REFRESH & PRICE ADJUSTMENT: At proposal submission, offerors will propose year one

(FY23) base rates and an escalation factor for each of the three remaining years (FY24-26) of the base period, and each of the four years (FY27-FY30) in the option period. Contractors will have the opportunity to request new rates for FY27, and escalation rates for FY28-FY30. Such request shall be submitted by 1 April 20267, and must contain rationale supporting the request for new rates, such as industry-related events, world events, or economic conditions.

The Government will evaluate requests for rate refresh on a lane-by-lane basis to determine if the proposed rates are fair and reasonable, utilizing one or more techniques set forth in FAR 15.404-1(b)(2). Rates shall not exceed

Contractor published commercial rates + government Cost Recovery Fee. Proposed rates that cannot be determined fair and reasonable will not be awarded, and the original proposed escalation rates will be applied. The rates in affect for FY30, will be in affect during the 6-month extension (if applicable).

(a) Contract rate adjustments will be accomplished in the following order on an annual basis:

(1) Cost Recovery Fee. The Cost Recovery Fee rate percentage addressed in PWS paragraph 3.0 and sub paragraphs may be adjusted by the Government on an annual basis. If an adjustment is made, all transportation and accessorial rates will be adjusted in an amount equal to the percentage increase or decrease of the new Cost Recovery Fee.

(2) Escalation. Contract rates will be adjusted annually based on application of the applicable escalation percentage identified in Attachment 2b. Annual escalation adjustments will be applied to all transportation and accessorial rates. Upon notification to the Government, the Contractor may choose to forgo the application of the annual escalation percentage.

NOTE: The “Set Escalation Percentage” cell found at the top of the rate sheets is offered as a convenience to carriers as a means of allowing the annual escalation rate to be applied automatically to every current year rate on file by service level (excel spreadsheet tab). This optional field may be used in lieu of requiring the manual entry of new rates each year. If a carrier chooses to utilize the “Set Escalation Percentage” cell when applying the escalation rate after the first year of performance, all carrier rates in Attachment 2 will be U.S. dollar and cent formatted and limited to two decimals utilizing the “set precision as displayed” function in excel. The following year’s escalation will then be applied to the hard-coded two-decimal dollar value displayed in the rate sheet. This pricing methodology will be applied to the four-year base period, and if applicable, the four-year option period.

Example: Assume a per lb. rate of $1.23 for the first year of performance with proposed escalation rates of

1% in year 2; 2% in year 3; and 3% in year 4.

a) After the first year of performance at a rate of $1.23, the year-two rate will be calculated as

$1.23*(1+.01) =$1.2423 and the rate will be hard-coded at the “display value” of $1.24.

b) The year-three rate will be calculated as $1.24*(1+.02) = 1.2648, and the rate will be hard-coded at the

“display value” of $1.26

c) The year-four rate will be calculated as $1.26*(1+.03) = 1.2978, and the rate will be hard-coded at the

“display value” of $1.30.

(3) Voluntary Rate Reduction. The contractor may choose to lower individual transportation, accessorial rates, or Domestic Greenhouse Gas Emission Report pricing on an annual basis.

(4) Service Contract Labor Standards Price Adjustments. Rate adjustments required via application of the

Service Contract Labor Standards Act will be processed in accordance with FAR 52.222-43, Fair Labor

Standards Act and Service Contract Labor Standards – Price Adjustments (Multiple Year and Option

Contracts).

(b) All annual rate or price adjustments will become effective on 1 October of each year via contract modification.

(c) Rates shall not exceed Contractor published commercial rates + government Cost Recovery Fee.
