About this file
This is a solicitation for international and domestic express package delivery services. The contractor shall provide door-to-door pickup and delivery of packages weighing up to 300 pounds internationally and up to 150 pounds domestically within the continental US, and up to 300 pounds between the continental US and Alaska, Hawaii, and Puerto Rico. Services include transportation, in-transit visibility, and customs clearance processing where applicable. The period of performance is one four-year base period from October 2022 through September 2026 with a four-year option period from October 2026 through September 2030 and a potential six-month extension. To be eligible for award, the prime contractor must participate in the Civil Reserve Air Fleet program and maintain that status throughout the contract period. The agency intends to award multiple IDIQ contracts for international services and approximately five IDIQ contracts for domestic services to provide flexibility and coverage. Offerors who propose on and receive awards for both segments will receive one consolidated IDIQ contract. The solicitation provides submission instructions and evaluation criteria.

(1) If sent by mail (includes transmittal by U.S. mail or private delivery service), the Government deposits the order in the mail;
(2) If sent by fax, the Government transmits the order to the Contractor's fax number; or
(3) If sent electronically, the Government either--

(d) Orders may be issued by methods other than those enumerated in this clause only if authorized in the contract.
52.216-19 ORDER LIMITATIONS (OCT 1995)
(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $1.00 the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.
(b) Maximum order. The Contractor is not obligated to honor -
(1) Any order for a single item in excess of $1,000,000;
(2) Any order for a combination of items in excess of $70,000,000; or

(d) Notwithstanding paragraphs (b) and (c) of this section, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within one (1) day after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.
52.216-22 INDEFINITE QUANTITY. (OCT 1995)
(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. (d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after the transit time applicable to any orders placed prior to contract expiration. The period of performance of any order placed under this contract shall not extend beyond the contract expiration date, plus the number of days of the longest transit time under this contract.
52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 calendar days prior to the expiration of the existing contract.
52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 15 calendar days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 calendar days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 8 years, 6 months.

5552.247-9003 REQUIREMENT FOR CARRIERS TO PARTICIPATE IN THE CIVIL RESERVE AIR FLEET
(CRAF) AND MAINTAIN GOOD STANDING (AUG 2015)
This contract is conditioned upon the Contractor (if the contractor is a team arrangement, applies to each team member) being an approved Department of Defense approved carrier not in a suspended non-use status (carrier in good standing) participating in the Civil Reserve Air Fleet (CRAF) throughout the performance of this contract.
The contractor shall be a U.S. registered air carrier operating under Federal Aviation Regulations, Part 121, and possessing a current certificate issued by the FAA pursuant to Federal Aviation Regulations, Part 121.
RATE REFRESH/ PRICE ADJUSTMENT
ANNUAL RATE REFRESH & PRICE ADJUSTMENT: At proposal submission, offerors will propose year one (FY23) base rates and an escalation factor for each of the three remaining years (FY24-26) of the base period, and each of the four years (FY27-FY30) in the option period. Contractors will have the opportunity to request new rates for FY27, and escalation rates for FY28-FY30. Such request shall be submitted by 1 April 2027, and must contain rationale supporting the request for new rates, such as industry-related events, world events, or economic conditions.
The Government will evaluate requests for rate refresh on a lane-by-lane basis to determine if the proposed rates are fair and reasonable, utilizing one or more techniques set forth in FAR 15.404-1(b)(2). Rates shall not exceed Contractor published commercial rates + government Cost Recovery Fee. Proposed rates that cannot be determined fair and reasonable will not be awarded, and the original proposed escalation rates will be applied. The rates in affect for FY30, will be in affect during the 6-month extension (if applicable).
(a) Contract rate adjustments will be accomplished in the following order on an annual basis:
(1) Cost Recovery Fee. The Cost Recovery Fee rate percentage addressed in PWS paragraph 3.0 and sub paragraphs may be adjusted by the Government on an annual basis. If an adjustment is made, all transportation and accessorial rates will be adjusted in an amount equal to the percentage increase or decrease of the new Cost Recovery Fee.
(2) Escalation. Contract rates will be adjusted annually based on application of the applicable escalation percentage identified in Attachment 2b. Annual escalation adjustments will be applied to all transportation and accessorial rates. Upon notification to the Government, the Contractor may choose to forgo the application of the annual escalation percentage.
NOTE: The “Set Escalation Percentage” cell found at the top of the rate sheets is offered as a convenience to carriers as a means of allowing the annual escalation rate to be applied automatically to every current year rate on file by service level (excel spreadsheet tab). This optional field may be used in lieu of requiring the manual entry of new rates each year. If a carrier chooses to utilize the “Set Escalation Percentage” cell when applying the escalation rate after the first year of performance, all carrier rates in Attachment 2 will be U.S. dollar and cent formatted and limited to two decimals utilizing the “set precision as displayed” function in excel. The following year’s escalation will then be applied to the hard-coded two-decimal dollar value displayed in the rate sheet. This pricing methodology will be applied to the four-year base period, and if applicable, the four-year option period.
Example: Assume a per lb. rate of $1.23 for the first year of performance with proposed escalation rates of 1% in year 2; 2% in year 3; and 3% in year 4.
a) After the first year of performance at a rate of $1.23, the year-two rate will be calculated as
$1.23*(1+.01) =$1.2423 and the rate will be hard-coded at the “display value” of $1.24.
b) The year-three rate will be calculated as $1.24*(1+.02) = 1.2648, and the rate will be hard-coded at the
“display value” of $1.26
c) The year-four rate will be calculated as $1.26*(1+.03) = 1.2978, and the rate will be hard-coded at the
“display value” of $1.30.
(3) Voluntary Rate Reduction. The contractor may choose to lower individual transportation, accessorial rates, or Domestic Greenhouse Gas Emission Report pricing on an annual basis.
(4) Service Contract Labor Standards Price Adjustments. Rate adjustments required via application of the Service Contract Labor Standards Act will be processed in accordance with FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards – Price Adjustments (Multiple Year and Option Contracts).
(b) All annual rate or price adjustments will become effective on 1 October of each year via contract modification.
(c) Rates shall not exceed Contractor published commercial rates + government Cost Recovery Fee.
ONBOARDING
ONBOARDING: To promote competition, NGDS-2 contractor onboarding is allowable. The Government reserves the right to allow new CRAF carriers to provide a proposal for NGDS-2 after the original solicitation due date. To be considered for award, the offeror’s proposal must conform to all solicitation requirements and evaluation criteria.
Contracts will be awarded to the Offerors whose proposals have been determined acceptable under the Business Proposal, Corporate Experience, Technical Capability evaluation factors, who have proposed fair and reasonable prices, and who have been determined responsible.
