# Reference Question Answer
PWS 2.4.4. The Contractor shall offer to provide regularly scheduled daily pickup services when a shipping activity’s daily volume exceeds the minimums identified in the Contractor’s Service Guide.
PWS 2.4.11. The Contractor shall not assess a weekly pickup fee or weekly service fee under this contract when a shipping activity’s daily volume exceeds the minimums identified in the Contractor’s Service Guide.
There is not a volume threshold for daily pick-up its revenue spend per week. Does this mean the pick-up service charge can now be charged for all customers receiving scheduled pick-ups like we charge commercial customers?
No. Reference Amendment 0001, which has revisions to PWS Paragraphs 2.4.4. and 2.4.11.
2 General Can a carrier "No Bid" certain aspects of International or Domestic and still be considered for award?
See Amendment 0001, which states in FAR 52.212-1 Addendum, that offerors shall propose rates for all lanes/zones they offer commercially.
3 General If a carrier has a Collective Bargaining Agreement (CBA) how will carriers work with USTRANSCOM to incorporate their CBA onto the Wage Determination as being the prevailing wages?
See Amendment 0001, which addresses CBAs in FAR 52.212-1 Addendeum.
In PWS 1.2.1.1. Domestic express delivery service includes express next day first in the morning, express next day mid-morning, express next day afternoon, express second day in the morning, express second day, and express third day delivery service of extremely urgent letters and packages up to and including 150 lbs. within the Continental United States (CONUS) and for delivery of packages up to 300 lbs. between CONUS and Alaska, Hawaii, and Puerto Rico, and within Alaska, Hawaii, and Puerto Rico. Specific delivery times for each service level shall be in accordance with the Contractor’s Service Guide. Service levels for Alaska, Hawaii, and Puerto Rico will be in accordance with the Contractor’s Service Guide.
Puerto Rico is defined by the government as Domestic per PWS 1.2.1.1. Most carriers consider Puerto Rico Domestic and provide their domestic services to and from the island (Air and Ground). In attachment 6.7, the government put PR in Region A for the international Regions. It can't be in both Domestic and International and needs to be removed from the Region A
See Amendment 0001, where a statement has been included in Row 40 of appendix 6.7a specifying "**For to/from USA and intra Puerto Rico pricing, see attachments 2c - 2cg."
As a point of clarity, a shipper can ship multiple packages weighing less than 300 pounds EACH but the total weight exceeding 300 pounds under NGDS II? I believe the NGDS II rate chart supports that. If that is true, does that not conflict with GHS' 300 pound language? "GHS - PWS 1.1.1. International Heavyweight Service.
The prime contractor shall ensure services are provided for international commercial heavyweight pickup and delivery service for international shipments over 300 lbs." I recommend clarifying both to the governments intent because this is where we end up with GSA contract issues and their auditing creating carrier NOC's.
Attachment 2a. NGDS +151 Total Weight (Lbs) Multiple Piece Shipments Weighing Between 151-200 Total Weight (Lbs) Multiple Piece Shipments Weighing Between 201-300 Total Weight (Lbs) Multiple Piece Shipments Weighing Between 301-500
Total Weight (Lbs) Multiple Piece Shipments Weighing Between 501-1000 Total Weight (Lbs) Multiple Piece Shipments Weighing Between 1001-1200
Total Weight (Lbs) Multiple Piece Shipments Weighing Between 1201+
6 General
If the government changes the dim factor on domestic shipments to 139, it is possible that it will conflict with the GHS 166 dim factor for AK/HI lanes.
Shipments must be 300 or over using 166 DIM factor for GHS and now 300 pounds or under using 139 DIM factor for NGDS. There will be a gap that does not allow either contract to be applied.
Example, using 139 dim the weight is over the NGDS maximum weight, but also under the GHS minimum weight of 301 lbs.
L = 40 x W = 40 x H = 30 @139 - 345.3237pounds @ 166 - 289.1566 pounds
Reference Amendment 0001, which has revisions to PWS Paragraph 1.2.4.2. and 1.3.4.2.
7 2b. Attachment - Accessorial escalation What information is the government looking for in column A, 2 Accessorials tab (EDI 858D Accessorial surcharge)?
Offerors should enter the code they will present to Syncada for billing purposes.
NGDS-2 Q&A Round 1 - Question Submission Dates 4 March 2022 - 7 March 2022
PWS 1.1.1. Scope of International Express Service. The Contractor shall provide international commercial express package door-to-door delivery service for international packages up to and including 300 pounds (lbs).
No conflict exists. Reference PWS Para 1.1.3, 1.2.3, and 1.3.3.
which outline the size/weight limitations of each service category
(International, Domestic, and Domestic Ground).
8 International - Attachment 2a. - Since the government has added Region to Region pricing, is the government expecting the rates to cover "INTRA-Country service"?
Yes.
9 Attachment 2a. International
As previously provided in our RFI responses (NGDS II QA for USTC September 29, 2021 - line 172 cell F), the proposed NGDS II international pricing is not in line with commercial practices and cannot be supported.
To help promote maximum contractor participation and avoid restrictions on competition, consistent with FAR policies and principles, would USTRANSCOM consider a pricing structure that is the same or similar to the previous NGDS contract (i.e., pricing structure of lane specific and base discounts by origin Country or Region)?
As part of the Government's requirement to reduce the amount of Non-Basis Service Lanes, Region to Region lanes were included in Attachment 2a.
Appendix 6.8 - page 2 - # 9/a. TCN.
Contract states "Provide this in the L1101 element in an L11 segment with a TG qualifier in the L1102 element."
Please confirm this is a typo and should read “Provide this in the B1002 element.” as in 9/b it is asking for the contract number to be placed in L1101.
Reference Amendment 0001, Para 9a. Has been revised to state "TCN. Provide this in the B1002 element..."
Would the government consider adding a HW minimum for international shipments for NGDS II? We frequently have shippers utilizing the forwarding networks for small package movements.
No, the government will not add a HW minimum for international shipments.
12 Appendix 6.3 NGDS Shipper Profiles Was it intentional to not list Department of Justice under Profiles 1 or 2? See Amendment 0001, which includes a revised Appendix 6.3.
13 Solicitation
SAM.GOV shows the Due date to be "Updated Date Offers Due: Mar 24, 2022 04:00 pm EDT", However the solicitation states proposal due dates:
Volume I, Business Proposal, shall be submitted no later than Thursday, 24 March 2022, 4:00 PM CDT.

Please reference 52.212-1 Addendum for the deadlines for each volume. Only one date can be specified on SAM.gov and Block 8 of the coversheet. The date of volume I was utilized to eliminate offerors from providing volume I beyond that date.
14 Solicitation Due to the significant contractual changes in the NGDS II solicitation, more time is needed to review all the new requirements. Will the government allow and entension of the due date for Volume 1, 2, 3, and 4 until April 30, 2022?
No, at this time, the Government will not grant an extension.
