Solicitation Number HSCG40-15-R-53015 Amendment Number A00004
14A. This Amendment is issued to answer the following questions submitted in response to this Solicitation.
QUESTION: Section C, Work Item5: Transportation and Shipping Provide, paragraph 3.1.1, details the conditions the boat has to be in when delivered states the “ Boat delivered covered with reusable cover”. Is this cover provided as GFE or will the Contractor be required to provide this cover at his own cost, and if so how many covers are they to provide?
ANSWER: Boat covers will be provided by the Government.
QUESTION: Section C, Work Item5: Transportation and Shipping Provide, paragraph 3.3.3, Delivery Penalty states “Boats delivered to cutters with more than 3 discrepancies on the delivery material or operational inspections will earn a penalty payment to the contractor not to exceed 5% of the total cost of the boat’s maintenance period.” This makes it sound the Contractor will be paid if there are discrepancies. Please clarify the Government’s intention.
ANSWER: The sentence states “penalty” which means a unilateral deduction not to exceed 5% of the total cost of the boat’s maintenance period will be made for any deliveries made with more than three discrepancies.
QUESTION: Would the USCG prefer multiple storage and maintenance facilities to help minimize the cost of transportation to a single facility?
ANSWER: As previously answered in Amendment Number A00002, the solicitation requires Offerors to propose a plan they believe best meets program requirements. The Government cannot advise any offeror how to submit a proposal. All proposals submitted by responsible Offerors will be considered by the Agency and will be evaluated in accordance with the evaluation criteria specified in the solicitation.
QUESTION: On MPC’s where expendables list items and are listed “IF REQUIRED” are we to assume those to be priced as being required for the MPC or will those parts determined necessary for replacement covered by CLIN 0005, CLIN 1005, and so on, after being authorized by the Coast Guard Representative on an as required basis?
ANSWER: “As needed” parts should not be included in the cost. If required, the Contractor shall submit a Condition Found Report for approval.
QUESTION: The solicitation document (in area #9) lists furnishing the original and 1 copy. The Section L (page 172) of the document states to furnish the original and three copies of the technical capabilities. Which should we follow?
ANSWER: Proposal submission instructions are found on page 172 of the solicitation. Offeror’s shall submit one original and three copies of their proposal.
Solicitation Number HSCG40-15-R-53015 Amendment Number A00004
QUESTION: Will the Government expect the offeror to use ALMIS for OTH support purposes?
ANSWER: No, there is no expectation for the offeror to interact with ALMIS.
QUESTION: Section I.11 (Key Personnel-page 156) states the Contractor’s Program Manager is designated as Key Personnel, but the Performance Specification (page 11-12) lists PM, Alternate PM, QA Specialist, Planner/Estimator, and Maintenance Supervisor as key personnel- which should we use as the proposal response guide?
ANSWER: The Program Manager is the only individual identified as key personnel.
QUESTION: The table on page 172 of the Solicitation shows the QA Plan to be AFTER Past Performance in the Technical Capability section. On Page 174 of the solicitation in the section describing Volume 1 the QA Plan is sub-section 5 and then Past Performance is after sub-section 5.
Which order should we follow when putting the manuals together for the Government?
ANSWER: Offeror’s shall follow the order as identified on page 174 of the solicitation.
QUESTION: In Section L, page 173 you state "11 x 17 inch-sized fold-out pages may be used for tables, charts, graphs, or pictures that cannot be legibly presented on 8 1/2 x 11 inch paper."
Question: Do the 11 x 17 inch fold-out pages count towards the 20 page maximum requirement?
ANSWER: Yes, these pages do count towards the 20 page maximum requirement.
QUESTION: Would the USCG consider extending the submittal date to May 18, 2015 to allow for adequate time to acquire the most cost effective and advantageous pricing on all parts and materials to properly price the almost 400 MPC cards?
ANSWER: The proposal due date has already been extended once. At this time the Government will not consider a further extension.
14B. Offeror’s are required to sign and return one copy of the Amendment with their proposal.
Failure to return a signed copy may render the proposal unacceptable and the proposal may be eliminated from further consideration.
