About this file
This is a Questions and Answers document addressing clarifications for a federal contract solicitation involving facility maintenance and equipment support services.
Submission and Contract Structure: Offers and quotations must be submitted to Nicholas Ruppert (Contract Specialist) at Nicholas.Ruppert@deca.mil and Daniel Ellis (Contracting Officer) at Daniel.Ellis@deca.mil by the date and time specified in the SF1449. The contract includes a Base Year (15 September 2026 to 14 September 2026, 365 days) and two Option Years (15 September 2027 to 14 September 2028, and 15 September 2028 to 14 September 2029, each 365 days).
Facility Details and Equipment Inventory: The government operates a 61,480 square feet facility in Wiesbaden with slightly more roof space. The facility contains approximately 12 roof drains and downpipes rather than traditional gutters. The inventory includes five forklifts with varying specifications: two Still R 70-20 (Diesel, 2000-3000kg capacity, 2004), one Still RX 50-15 (Electric, 1500kg, 2013), one Crown SCT 6000 (Electric, 2000kg, 2017), and one Still RXE 15 (Electric, 1500kg, 2024). Each inventory item in Annex C includes manufacturer name, model number, serial number, and year purchased; however, exact operating hours for equipment are currently unknown and would require individual inspection of each machine.

Answer: Submit all offers/quotations to Nicholas Ruppert, Contract Specialist at
Nicholas.Ruppert@deca.mil, and Daniel Ellis, Contracting Officer at Daniel.Ellis@deca.mil by the date and time specified in the SF1449.
2. Question: Will the Government please specify PoP to use for pricing?

Option Year 1: 15 September 2027 to 14 September 2028 (365 Days)
Option Year 2: 15 September 2028 to 14 September 2029 (365 Days)
See Deliveries or Performance section found on page 18 -19 of 54 for more information.
3. Question: Can the government provide a more detailed inventory list that includes model numbers, serial numbers, etc.? For example; "Forklift" appears on the inventory list, what drive type is the forklift, load capacity, current number of operating hours the forklift has experienced?
Answer: Each inventory item listed in Annex C has most of this information including:
Manufacturer name, model number, serial number, and year purchased. More information can be found by searching the maker/model or check the device. For the forklifts, I quickly found motor and capacity.
Maker Model serial number motor capacity year purchased

Forklift Still RXE 15 515515N00021 Electric 1500kg 2024 The exact number of hours, is currently unknown. Each machine would have to checked for its current hour meter standing.
4. Question: Can the government provide more details about the facility, such as total area of the facility, how many square feet of roofing, how many gutters and downspouts, etc.?
Answer: See “site plan” provided with solicitation, second slide. The store has 61,480 ft2
(5,712 m2) of floor space with slightly more roof space. There are no gutters on the main roof, but has drains and downpipes which go through the roof to the drain line under the building.
The is about 12 of these drains. (We use the inventory item “gutters and downspouts” for these roof drains in Wiesbaden.)
