About this file
This document is a Questions and Answers file for the Wiesbaden Commissary Total Maintenance Services solicitation.
The Q&A addresses three key inquiries from offerors. First, regarding a pricing workbook discrepancy where formulas in Row 33 failed to capture values from Row 29, resulting in incorrect Contract Total calculations, the Government clarified through Amendment 2 that CLINs 0004, 1004, and 2004 for the Contractor Provider work order system were changed from priced to not priced status, eliminating the need to complete those sections in the pricing worksheet. Second, regarding site visit procedures, offerors are instructed to bring two forms of identification and prepare for vehicle inspection, with waiting location details available in Solicitation Attachment 5 (Site Visit map), referenced as A.15.01.03.14. Third, in response to questions about incumbent status, the Government confirmed this is a recompete, identifying the previous award number as HQC01025AE010.

1. Question: For Wiesbaden Commissary Total Maintenance Services solicitation, we noted that on the Summary tab, the formulas in Row 33 do not appear to capture the pricing values from Row 29, resulting in incorrect "Contract Total" calculations. However, the instruction in Row 43 states, "Do not alter any data or formulas in the white cells."
Can the Government confirm whether Offerors should submit the pricing workbook as provided despite the calculation discrepancy, or whether a revised pricing workbook will be issued to address the formula issue?
Government Response: Amendment 2 for this solicitation changes the CLINS for the Contractor Provider work order system (0004, 1004, and 2004) from priced to not priced the sections in the pricing worksheet for the contractor provided work order system no longer need to be completed.
2. Question: Are there any special procedures I need to complete before arrival? Is there a location for me to wait?
Government Response:
a. Have 2 forms of identification, be prepared for vehicle inspection.
b. Please see A.15.01.03.14 Solicitation Attachment 5 Site Visit map
3. Question: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Government Response: HQC01025AE010
