Critical
In the PWS (Technical Exhibit III, pg. 24), CLIN X003 (Base Period (12 Months) – (Time and Material)) specifies 2 FTE (3,912 hours) for the Transportation Specialist Labor Category supporting the following PWS Tasks:
• PWS 5.2 – Transportation Services
• PWS 5.3.1 – Receiving/X-ray Phase Support
• PWS 5.5 – Continuity of Screening Operations However, pg. 4 of the Solicitation states that CLIN X003 provides reimbursement of travel costs IAW Section 1.6.14 of the PWS and notes a not-to-exceed amount of $21,500. Section 1.6.14 of the PWS specifies ODCs for supplies, consumables and contingency support services. Further, Attachment 4 (Pricing Matrix - Pricing Summary) provides for a Quantity of “1” and a U/I of “Lot” and does not allow for pricing Transportation Specialist labor hours. CLIN X003 (and the associated outyear CLINS) as structured in the PWS/Solicitation does not address labor requirements for the Transportation Specialists. It seems appropriate to include Transportation Specialists in CLIN X001 and CLIN 0005, given that they support daily mail screening operations. Will the government please clarify where Transportation Specialists be priced?
Revisions made to Attachment 4 Pricing Matrix via Amend 0004. Changes made highlighted in yellow.
Labor Category(ies) for Base Period for both FFP CLINs and T&M CLINs. The proposed labor rates for Time and Material (T&M) CLINs and Labor Hour (LH) are part of the total evaluated price.
DO NOT PROVIDE PRICNG FOR T&M and LH CLINS - just the Labor Rates.
Transportation Specialists and other tasks noted on Technical Exhibit III of the PWS for X003 will be priced under CLIN X003.
2 Attachment 1 PWS 7.3. Technical Exhibit III – Estimated Workload Data
BASE PERIOD (12 MONTHS) –
(TIME & MATERIAL) 24 N/A Critical
In the PWS (Technical Exhibit III, pg. 24), CLIN X003 (Base Period (12 Months) – (Time and Material)) specifies support of PWS Tasks 5.2, 5.3.1, and 5.5 – Continuity of Screening Operations.
Including PWS Task 5.5 – Continuity of Screening Operations in CLIN X003 does not allow for accurate pricing of non-COOP Transportation Support Services. Recommend Transportation Services (Labor and ODCs) supporting PWS Task 5.5 be removed from CLIN X003 and included in CLIN X004.
There will be no changes regarding these tasks.

Substantive Pg.3 of the Solicitation states that CLIN 0001 is 12 months, however, pg. 24 of the PWS states that CLIN 0001 is 11 months. Please clarify the length of performance. Revisions made to Solicitation via Amend 0004. Changes made highlighted in green.
4 Attachment 4 Pricing Matrix Tab 1- Pricing Summary Base Period: 12 Months N/A N/A Substantive Can you clarify why is CLIN 0005 is Labor Hours and CLIN 0001 is FFP, seems both should be FFP? CLIN 0005 is a labor hour CLIN because the Government intends to only pay for actual hours worked by the Contractor during the Phase-in Period. There will be no change to the contract type for these CLINs.

ITEM NO 0003
ITEM NO 0004 3 and 4 N/A Substantive
The current Not-To-Exceed costs for CLIN X002, CLIN X003, CLIN X004 do not allow for annual cost escalations. To allow offerors to account for inflation, will the government consider allowing for escalation in each option period? Recommend considering using standard government escalation rates.
Not-to-exceed ceilings were revised via Amend 0003. There will be no changes to escalation rates in each period.
6 Attachment 1 PWS 7.3. Technical Exhibit III – Estimated Workload Data Technical Exhibit III 24 N/A General Regarding Part 7, Technical Exhibit III, on page 24 of the Draft PWS, what is the intended purpose of separating labor hours into

For CLIN 0005, please see response to Question #4. In regards to CLIN 0004, it is an optional CLIN and will only be exercised to provide continuity of service in the event of unforeseen contingencies (see PWS Section 5.5).

In Solicitation Evaluation Criteria, para 3.c., FACTOR 3 - PRICE (VOLUME V) – PRICING MATRIX (Attachment 4), “Labor Hour” states: “The Offeror is required to propose against for the LH CLINs.” The last para of this section states: “The Government will provide dollar amounts for the Labor Hour and Time-and-Material (T&M) contract line item numbers (CLINs). NOTE: DO NOT PROPOSE COSTS FOR THESE CLINS. PLEASE LEAVE THESE CLINS BLANK.” This direction appears inconsistent, please clarify.
