About this file
This document outlines key personnel qualification requirements for a federal contract solicitation for mail screening support services. The solicitation seeks a contractor to support a government agency's mission to screen all mail and parcels for hazardous or suspicious materials within one day of receipt, unless otherwise approved. The contractor must provide screening operations customer service to mail and parcel recipients as well as security and logistics partners.
The document identifies three key personnel labor categories - Program Manager, Operations and Training Manager, and Team Lead - and lists the minimum qualifications for education, certification, experience, and security clearance for each role. The Program Manager must have a bachelor's degree, project management experience, and a secret security clearance. The Operations and Training Manager requires medical responder certification and experience in CBRNE screening operations. Team Leads must have a high school diploma and supervisory experience in mail screening or as a senior screener.
