About this file
Summary
This is a Project Specifications document prepared by Walter P Moore and Associates, Inc. for Texas Health and Human Services (THHS) Commission related to water improvements at the El Paso Psychiatric Center. The project, designated Department Project No. 24-001-EPC, involves construction of an additional domestic water service line to the facility located at 4605 Alameda Ave., El Paso, Texas, to meet International Plumbing Code standards. The new service line will connect to an existing 8-inch water main along Boll Place, with El Paso Water responsible for installing the service tap and meter, while the contractor will extend the service line from the meter to the final connection inside the building. The contractor must act as the Owner's Representative for El Paso Water's scope of work, manage and monitor those activities, and include a $45,000 contingency fund for this component. The specifications encompass comprehensive technical requirements across multiple divisions including site clearing and grubbing, grading, trenching, backfilling, erosion and sedimentation control, concrete work, electrical systems, plumbing systems, and waterproofing.
The contract documents require the contractor to furnish all labor, superintendence, materials, machinery, equipment, tools, and transportation necessary for complete project execution. Specifications detail extensive quality assurance and control procedures, testing requirements, submittal procedures, and compliance with applicable codes including the 2021 International Building Code and local standards. The contractor bears responsibility for trench safety, utility coordination and protection, dust control, maintaining site access, and protecting existing improvements. Material testing will be performed by Owner-retained independent geotechnical engineering services at Owner expense for initial testing, with contractor bearing costs for retesting due to non-compliance. All work must comply with Texas Uniform General Conditions for Construction Contracts with HHSC Supplementary General Conditions, and the contractor is solely responsible for construction means, methods, safety, and any required shoring design by a licensed Texas professional engineer.
