About this file
This file is an attachment to a Texas state and local contract opportunity and serves as a template for the Respondent's Historically Underutilized Businesses (HUB) Subcontracting Plan. The document, updated February 11, 2020, provides notice that contractors must incorporate their completed HUB Subcontracting Plan as part of their solicitation response. The attachment acknowledges that the full HSP submitted by the contractor during the bidding process is incorporated into and made part of the resulting contract for all purposes, despite exceeding DocuSign data upload thresholds and therefore not being fully set forth within the attachment itself.
The document emphasizes that by executing the contract, the contractor acknowledges and accepts the terms and conditions of the HSP that was previously submitted with their solicitation response. This mechanism ensures that minority and women-owned business enterprises, as defined by Texas HUB requirements, are incorporated into the contractor's subcontracting strategy. The inclusion of an HSP in this contract represents a commitment to utilization of historically underutilized businesses as subcontractors or suppliers in the performance of contract work.
