About this file

This is a Performance Work Statement (PWS) and facilities maintenance standards document for the DoDEA PAC South grounds maintenance contract. The document establishes comprehensive maintenance requirements across multiple facility types and grounds areas at Department of Defense Education Activity (DoDEA) schools in the Pacific region.

The PWS delineates detailed task requirements organized by maintenance category, including grass care and improved grounds maintenance, sweeping, plant bed maintenance, tree and shrub maintenance, fencing inspection, storm cleanup and debris removal, grounds raking, sports field maintenance (both natural grass and artificial turf), and running track and field events maintenance. For grass care, the contractor must maintain growth heights between two and four inches on improved grounds, perform mowing visits throughout twelve months of performance, remove visible clippings after mowing, and apply fertilization, aeration, trimming, edging, and weed abatement as needed. Weed management must occur at least every two weeks. Sports field grass maintenance requires heights between four and eight centimeters with weekly inspections during sports seasons and annually during off-season periods. Artificial turf requires combing every forty hours or less of use and monthly pellet redistribution per manufacturer specifications. Tree maintenance includes trimming dead or diseased branches, pruning up to two times annually, removal of hazardous trees, and palm tree trimming using local industry best practices. The contractor must respond to storm cleanup notifications within two hours, with cleanup of sixteen man-hours or less performed at no additional cost and larger jobs reimbursed via government-approved work orders. All work must be performed in compliance with the specified frequency schedules, which range from as-needed to weekly, bi-weekly, monthly, annually, or seasonal intervals depending on the task.
