About this file

This is a pricing template (Attachment 25) for the Okinawa Total Maintenance Contract (TMC), solicitation number HE125426RE003, issued by the Department of Defense Education Activity (DoDEA) for facility operations and maintenance services at DoDEA facilities in the Pacific South District, Okinawa, Japan.

The template establishes a contract structure with a base year and four option years, organized into five Contract Line Item Numbers (CLINs): Facility Operation and Maintenance Program (CLIN 0001), HVAC Maintenance (CLIN 0002), Sports Fields, Playgrounds, and Grounds Maintenance with three sub-CLINs (CLIN 0003), Non-Routine Work Requests on a Time and Materials basis (CLIN 0004), and Transition In/Out (CLIN 0005). The pricing submission requires offerors to enter fully burdened hourly labor rates in Japanese Yen for 16 distinct labor categories across the base year and all option periods, including General Maintenance/Handyman Worker, Licensed Electrician, Carpenter, HVAC Technician, Controls Specialist, Security/Electronics Systems Technician, Plumber/Pipefitter, Custodian/Cleaning Staff, Groundskeeper/Landscaper, Administrative Clerk, Management, Locksmith, Playground Technician, Sports Fields Technician, and Roofing Technician. Each labor category includes detailed descriptions of duties and responsibilities aligned with the Performance Work Statement. Offerors must also provide annual escalation percentages for option years, with embedded formulas automatically calculating escalated rates. Materials procured under non-routine work CLINs are subject to a fixed 8% government-established material handling fee. The template includes protected cells and formulas that offerors cannot modify, and offerors may propose additional labor categories with justification if deemed necessary for PWS performance. All pricing will be evaluated for completeness, internal consistency, and unbalanced pricing under Section M, Factor III (Price).

Labor Rate Instructions

Attachment 25 — Labor Categories & Rates (T&M CLINs 0004/1004/2004/3004/4004/5004)

Purpose. This attachment captures the Offeror’s fully burdened hourly labor rates for non‑routine Time‑and‑Materials (T&M) work under CLINs 0004/1004/2004/3004/4004/5004. Rates shall reflect all cost elements the Offeror customarily includes in fully burdened rates.

Do not submit cost element breakdowns.

How to complete.

1. Enter a single fully burdened rate for each listed labor category for each period (Base) in the green cells.

2. Enter the annual escalation percentages in the yellow cells; embedded formulas will extend those to option periods (OY1-OY4).

3. Do not alter protected cells, worksheet structure, or formulas.

Additional Labor Categories (Optional). Offerors may add labor categories they deem necessary to perform the PWS. For each added category, provide:

• a brief justification describing the work to be performed and the PWS sections supported; and

• the fully burdened hourly rate for each period.

The Government reserves the right to determine that a proposed category is duplicative or unnecessary.

Materials. Materials procured under the non‑routine T&M CLINs are subject to the Government‑established 8% material handling fee. Offerors shall use the fixed 8% rate; alternate material handling percentages are not permitted.

Currency and units. Enter rates in ¥ (Japanese Yen) on an hourly basis, consistent with the worksheet headings.

Cross‑document alignment. This Attachment implements the pricing submission in Section L – Price and will be evaluated under Section M – Factor III (Price) for completeness, internal consistency, and unbalanced pricing.

Reminder. Labor hours and mixes are not being evaluated for technical approach; this attachment collects rates only for T&M ordering under PWS ordering procedures.

Labor Rates

Proposal Instructions:1. Fill in the green highlighted cells with baseline labor rates for each discipline or skill.
2. Fill in the yellow highlighted cells in at the bottom of the form for annual escalation percentages. The escalation rates are relate to the previous option year.
