About this file
This is an attachment providing past performance submission instructions for a federal solicitation for student transportation services at a military facility in Okinawa, Japan.
Offerors must submit past performance information in Volume II (Attachment 3) with no more than three recent contracts completed by the prime contractor, subcontractors, or teaming partners within three years of the solicitation closing date. The prime offeror must submit at least one reference where they served as prime contractor or subcontractor/teaming partner. For subcontracting arrangements, the prime must provide past performance information for subcontractors, written consent authorizing government discussion of their performance, and a detailed description of each subcontractor's specific roles, responsibilities, percentage of work, and resources contributed. References must demonstrate relevant experience in student transportation services of similar scope, magnitude, and complexity to the solicitation requirements. Past performance quality will be evaluated based on performance trends and confidence assessment. Relevancy factors include: scope (type of work—student transportation); magnitude of effort (size compared to government estimate, including number of buses, safety attendants, safety aides, and contract managers); and complexity (safe and reliable daily commute and special education student transportation, personnel and vehicle management, incident reporting, vehicle maintenance, and stakeholder communication). Offerors without past performance must still submit Attachment 3 with a statement indicating unavailability. A "Neutral" rating will be assigned if the prime offeror fails to submit at least one reference with themselves as prime or subcontractor/teaming partner, or fails to describe subcontractor roles and responsibilities as outlined in the teaming arrangement.
