1 We are a large business pursuing The above solicitation. Should we attend the site visit at McGuire AFB on July 14th?
The decision to attend the site visit is up to you and your company. However keep in mind that although magnitude of construction for the seed project is between $5,000,000 and $10,000,000 it will be solicited full and open and all offeror will be required to submit a price proposal.
2 Reference: Page 12 of 50, 52.222-33 Notice of Requirement for Project labor Agreement, 52.22-34 Project Labor Agreement: Executive Order 13502 dated February 6, 2009 encourages consideration of (but does not require) a Project Labor Agreement for large-scale construction projects. Since this is an IDIQ Task Order contract which consists of a multitude of small scale projects, this is not the targeted large-scale projects for which the clause was intended and is not conducive to a Project Labor Agreement. Will consideration be given to deleting this clause from the RFP prior to proposal submission?
FAR Clauses 52.222-33 and 52.222-34 are being deleted from this solicitation.
3 I am inquiring about the solicitation referenced above.
Are any of the commissaries located in the state of Virginia? Could you please provide the localities.
There are commissaries located in Virginia. For specific locations please see http://www.commissaries.com/locations.cfm
4 Are cameras allowed? Yes 5 Can you please tell me what hotels are near McGuire
AFB? We do not have any hotel information to give out.
6 Part III: Past Performance Information states Provide a minimum of three (3) and a maximum of five (5) of the most relevant contracts performed within the last three (3) years. Would DeCA consider extending the past performance period to projects completed in the last five (5) years instead of three (3) years?
Not at this time. Part III will remain as is.
Part III: Past Performance Information states Provide a minimum of three (3) and a maximum of five (5) of the most relevant contracts performed within the last three (3) years. Would it be acceptable to provide projects that are 100% design complete and at least 50% construction complete?
Not at this time. Part III will remain as is.
8 When reviewing the 52.236-27 of Solicitation No.
HDEC03-11-R-0001 for the Construction/Renovation of Commissaries project, it states in item (b) that an organized site visit has been scheduled for 14 July 2011 at 9:00 A.M. local time. This is followed by stating in item (c) that the addresses for both locations are listed below, one being at McGuire AFB in New Mexico and one at McGuire AFB in New Jersey. Am I to understand that as a prospective bidder, it is permissible for us to attend the scheduled site visit at either of the two commissaries (New Mexico OR New Jersey) and that it is not required to visit both locations?
There was a typographical error in the clause. There is only one site visit and it is located at McGuire AFB in
NJ.

9 Please provide the electronic file of the Excel spreadsheet to be used for a preliminary schedule. It is not listed (in the FBO site) with the other attachments.
The file is listed as attachement 9 and is included in Amendment 0001
10 In Section J – Attachment 1, 1.2 para. c, the RFP talks about the task orders being Design/Bid/Build and Design/Build. Is there a requirement for us to submit information on Design Team members in our proposal?
No specific design team member requirements. Please refer to Section L for submission instructions.
11 Will an 8(a) firm be recognized as a general contractor for work under 3.5 million if they bid the seed project with a partner for work between 3.5 and 12.5?
An 8(a) contractor would be eligible to compete on any project within their bonding capacity. Should an 8(a) wish to partner then the appropriate documentation will need to be accomplished with the SBA. Whomever holds the CAGE code will be the prime contractor.
12 If a large entity is only interested in full and open competition for work over 12.5, would they still need to bid the seed project?
As the seed project is the basis for award, it will be awarded full and open. All companies wishing to compete for the SCIP III IDIQ will need to submit a proposal.
13 On page 48 of the RFP, the first criteria in the ‘Very Relevant’ rating description states “The dollar value for the life of the contract must meet or exceed $10 million dollars”. Bearing in mind that it is the intention to award Task Orders under $3.5M to small businesses, will 8(a) and small businesses be rated on their ability to provide past performance experience in excess of $10M?
Yes, the initial seed project is rated on a full and open basis
14 Following the initial site visit included in the pre-proposal conference at McGuire AFB on July 14, will a secondary site walk be scheduled for the seed project to re-assess/check details, measurements etc?
There will not be an official secondary site walk.
However, if a contractor feels it is necessary to revisit the site they will need to contact the McGuire AFB Commissary Store Direct for access.
15 Do you have a deadline for registration for the pre-proposal conference and is there a limit to number of attendees from one company?
Please turn in Attachment 6 by 0900 11 Jul 11. Please limit your attendees to four.
